Weekly Stewards and Commissions Rulings for Dec. 13 – 19

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public and where.

Note: Florida is expected to begin a new system, whereby a panel of stewards–one from the state and two association stewards–will begin hearing medication and riding offenses.

There is currently no information on when that panel will begin hearing cases. We will be following developments and updating these weekly reports accordingly.

New York

Offense: Violation of claiming rule
Explainer: On August 4th 2021, horse (Mach One) was claimed out of the 2nd race at Saratoga racecourse by Trainer Amira Chichakly for owners Frank Catapano and Nicholas Primpas. On August 7th 2021, horse (Mach One) was transferred over to Trainer Wayne Potts. This is a violation of claiming rule # 4038.4 Sale, transfer restricted.

Maryland Stallion Season Auction Opens Jan. 3

The Maryland Horse Foundation will host an online stallion season auction Jan. 3-7, featuring no-guarantee seasons for 20 Maryland-based stallions. Stallions with seasons in the auction are: Alliance, Barbados, Blofeld, Bourbon Courage, Editorial, Fortune Ticket, Friesan Fire, Holy Boss, Hoppertunity, Imagining, Irish War Cry, Kobe's Back, Long River, Madefromlucky, Mosler, Outflanker, Rainbow Heir, Street Magician, Super Ninety Nine, and Uncle Lino.

“We are grateful to the Maryland stallion community for generously supporting the auction again this year,” said Jordyn Egan, MHF director of development. “Purchasing a season is another great way to support the Maryland Horse Foundation's projects and programs.”

Candidates for ’22 FHBPA Election Announced

Nine nominees have been selected for the upcoming 2022 Florida Horsemen's Benevolent & Protective Association election, to be held Mar. 15, 2022. Nominations were submitted during the FHBPA's annual general nominating meeting and awards dinner at Gulfstream Park Dec. 11. The nine candidates are owners Brad Beilly, Adam Lazarus, Troy Levy, David Rousso and Stephen Screnci; and trainers Kathy Davey, Michael Lerman, Joe Orseno and Terri Pompay.

The FHBPA is supervised and managed by a Board of 15 Directors. Six seats are reserved for Owner/Directors, and six seats are reserved for Trainer/Directors. Three Directors may be either an owner or a trainer. The Board of Directors is divided into three groups of five Directors, known as Groups 1, 2, and 3. Elections are held annually, and the terms of all Directors shall be three years.

Candidates must be licensed owners or trainers in good standing and must have started a horse five or more times during the 12 months immediately preceding the election date.

Voting for the 2022 FHBPA Election will begin in late January. Each member of the FHBPA who is currently licensed as an owner and/or trainer and is in good standing is entitled to cast one ballot in the general election.

Pat Terry, Thoroughbred Record Publisher, Dies

Sumner Patrick “Pat” Terry, former president of the Thoroughbred Record, died peacefully in Lexington, KY on Dec. 14. He was 78. An attorney by trade after serving five years in the Navy, Terry purchased the Thoroughbred Record in 1980 with partners John Sparkman and Bill DuPont and presided over it until 1988. He was the adopted son of former Domino Stud owner W.B. “Bill” Terry, Sr., and was vice president of Domino for Ken T. Jones after the farm was sold in 1989. An owner of racehorses and mares himself, Terry owned and resided on Poplar Hill Farm in Lexington in the 80s.

Terry is preceded in death by his birth father Harold Harris Denery (1945); mother Frances LaVerne Schnasse Terry (2009); adopted father W.B. “Bill” Terry (2009); and brother William Michael Terry (2018). He is survived by his wife, Barbara; two brothers, Warren (Dianne) and Tim (Flo); his three children, Laura Marie Terry Bruder (Barry Bruder), Kevin Patrick Terry (Michele LaCroix Terry) and Lea Theresa Terry; five grandchildren, Ruby Sidney Bruder, Skyler Frances Bruder, Patrick Benjamin Terry, Amelia Grace Terry and Alexis Rose Terry; and numerous nieces and nephews.

A public visitation will be held Thursday, Dec. 30 from 5:00 p.m. – 8:00 pm at Milward-Man O'War located at 1509 Trent Blvd. A private service and interment will be held for the family.

In lieu of flowers, the family requests gifts to be made to the Alzheimer's Association.
