Weekly Rulings: Aug. 8-14

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

Explainer: Having violated the Horseracing Integrity and Safety Authority Rule #2280 (Use of Riding Crop) and pursuant to Horseracing Integrity and Safety Authority Rule #2282 (Riding Crop Violations and Penalties – Class 3), Jockey Joe Bravo, who rode CABO SPIRIT in the fifth race (La Jolla Handicap) at Del Mar Race Track Aug. 7, is suspended for one (1) day (Aug. 18), and fined $876.00 for two (2) strikes over the limit. Furthermore, Jockey Joe Bravo is assigned three (3) violation points that will be expunged on February 11, 2023, six (6) months from the date of final adjudication pursuant to Horseracing Integrity and Safety Authority Rule #2282 (Riding Crop Violations and Penalties). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

Explainer: Having violated the Horseracing Integrity and Safety Authority Rule #2280 (Use of Riding Crop) and pursuant to Horseracing Integrity and Safety Authority Rule #2282 (Riding Crop Violations and Penalties – Class 3), Apprentice Jockey Abdul Alsagoor, who rode I'M NO BALLERINA in the fifth race at Del Mar Racetrack Aug. 12, is suspended for TWO (2) days (Aug. 20 & 21, 2022), and fined $250.00 for one (1) strike over the limit and using the crop persistently even though the horse is not responding.
Furthermore, Apprentice Jockey Abdul Alsagoor is assigned three (3) violation points that will be expunged Feb. 13, 2023, six (6) months from the date of final adjudication pursuant to Horseracing Integrity and Safety AuthorityRule #2282 (Riding Crop Violations and Penalties- second offense since July 3, 2022). Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission and confirmed at Texas A&M Veterinary Medical Diagnostic Laboratory, sample number E496505 taken from Matt's Honey, who finished third in the third race at Churchill Downs Nov. 5, 2021 contained D-Methamphetamine in blood (Class A). After a formal hearing before the Board of Stewards and after consideration of testimony and evidence presented, Norman Cash is hereby suspended 45 days and fined $500. Twenty days are to be served Aug. 27, 2022, through Sept. 15, 2022 (inclusive). The remaining 25 days are stayed on condition no Class A or Class B medication violations occur in any racing jurisdiction within 365 days from the date of this ruling.

Gleneagles’s Highland Chief Upsets Yibir in Man o’ War

With heavily favored champion Yibir totally missing the start, Saturday's GI Man o' War S. at Belmont was thrown into a state of flux, and longest shot on the board Highland Chief took advantage. Away well himself and with no real pace on, Highland Chief shared early front-running duties with Abaan (Will Take Charge) past the wire for the first time while kept well off the fence by pilot Trevor McCarthy. Content to sit second on the first bend and down the backside through splits of :25.35, :51.84 and 1:17.60, Highland Chief turned the heat back up heading for home as last year's Jockey Club Derby Invitational and GI Breeders' Cup Turf hero Yibir and MGISW Gufo swept up to join the fray. Highland Chief poked a head in front after a mile in 1:42.04, and while it seemed like surely one of his more accomplished foes would come get him when they straightened, the bay kept finding and in fact pulled away slightly in the late stages.

“I wanted to get a good break, that was the most important thing,” said McCarthy, who was celebrating his first win at the highest level. “He broke well last time, but he just got annihilated at the break. Today, he was really handy the whole way for me. The pace was pretty slow, but the whole time he was just carrying me, carrying me, carrying me. At the 5/16 pole I let him go and started to make an early move. I just wanted to get away from the other guys and it sure paid off. He made up a ton of ground the first time he ran in America and got shut off really bad at the break, but he made a good rally.”

“It's a great feeling,” McCarthy said of winning his first Grade I. “To win it for [trainer] Graham [Motion], who has given me so much support in my career, it's really special. My father started riding for Graham and we got to be good friends with them and his family. I started at 15 and worked for Graham. As soon as I started to learn how to ride, I stayed at Fair Hill for three years. I would come in on the weekends and days off of school and ride out for him which was great. I learned so much from him and all his employees there at the time. To win it with so much history with him is great.”

Originally based with Paul Cole in England, Highland Chief was well thought of enough to contest the 2020 G1 Investec Derby, where he finished 10th before a pair of seconds going 1 1/2 miles at the Group level. He made just one start last year, checking in fifth in Epsom's G1 Coronation Cup June 4, and found 8 1/2 panels at Aqueduct too sharp when ninth while making up significant ground late in his Stateside debut Apr. 14.

“In fairness, Alex Cole, the manager for the owners, told me that if he runs back to his European form, he's very competitive with these horses,” said Motion. “He won a race at Ascot. That's not easy to do. Trevor had a strategy–he knew he couldn't leave him too much to do. He broke better today, which made a difference because he wasn't so held back at the start or too much ground to make up. Trevor gave him a great ride. I said to Trevor, 'I can't believe somebody broke slower than we did.”

Of potential future plans, Motion said, “We'd have to think about the [June 11 GI Resorts World] Manhattan, but it was mentioned to go to Europe after this race if he ran well. Originally, they talked about running in the Dubai World Cup and I knew he just wasn't ready for that. [The owners] think very highly of him.”

As for the beaten favorite, trainer Charlie Appleby said, “That's him. He did that here last year. That's his style. He did it [when second in the Mar. 26 G1] Sheema Classic as well. We intentionally did not want him to be as slow out, but his run style is to come off the pace… Unfortunately, we had rain here last night and rain again today and it's just on the slower side of where he likes to hear his feet rattling. For his acceleration, it just blunts it slightly. Take nothing away from the winner, he held decent form back in Europe in his 3-year-old career there and he had to be respected. We ran our race, but in an ideal world if you asked me what I'd like to have had, it would be no rain.”

Appleby said last year's champion turf horse would likely be back in the States for the Aug. 27 GI Sword Dancer S. at Saratoga.

Shotgun Hottie Noses Out Champagne Poetry In Ruthless

Omar Aldabbagh and Jeff Ganje's Shotgun Hottie got her nose on the wire in the nick of time, gunning down Champagne Poetry to capture the 43rd running of the $100,000 Ruthless for 3-year-old fillies going seven furlongs at Aqueduct Racetrack in Ozone Park, N.Y.

Shotgun Hottie made her first start for trainer William Morey, arriving off a fourth-place finish in the Untapable on December 26 going two turns at Fair Grounds Race Course for Tom Amoss. A third-out maiden winner in her two-turn debut at Churchill Downs, Shotgun Hottie handled the cutback in distance well, making a devastating rally under Trevor McCarthy in the final sixteenth to win by a nose.

Breaking from the outermost post 7, Shotgun Hottie settled in fifth as Lady Milagro commanded the field through an opening quarter-mile in 22.72 seconds over the good main track. McCarthy started to get busy aboard Shotgun Hottie around the far turn as Lady Milagro continued to lead through a half-mile in 45.95.

Lady Milagro maintained her advantage in mid stretch with Champagne Poetry in striking range and Shotgun Hottie looming large from the outside. Lady Milagro relinquished inside the final sixteenth as Champagne Poetry briefly held command in the final strides to the wire. But Shotgun Hottie's outside rally proved to be superior as the two fillies hit the wire in tandem, with Shotgun Hottie winning the photo finish in a final time of 1:24.91.

Champagne Poetry finished another 1 3/4 lengths ahead of third-place finisher Lady Milagro. Completing the order of finish were Landslid, Miss Interpret, Knowing Glance and Jet Force.

The victory was a second Aqueduct stakes winner this weekend for 2021 leading freshman stallion Gun Runner, who also sired Grade 3 Withers winner Early Voting. Bred in Kentucky by Vincent Colbert, Shotgun Hottie is out of the unraced Malibu Moon mare Re Entry and was bought for $45,000 out of Gene Recio's consignment at the 2021 OBS April Sale.

Returning $5.80 for a $2 win bet as the favorite, Shotgun Hottie banked $55,000 in victory, enhancing her lifetime earnings past the six-figure mark to $134,720. Her record stands at 5-2-1-0.

“She made a great run and so did the runner-up. We were charging at the wire and caught a good bob on the wire,” Morey said. “She's a nice filly and I think she wants to go further. Trevor is riding as good as anybody here so I trusted him. Our outside draw dictated where we would be. I didn't want to be quite that wide. I thought we could tuck over [into] a little tighter spot, but that's horse racing and it all worked out for us today.”

McCarthy picked up his third stakes winner of the meet aboard Shotgun Hottie, who he piloted for the first time.

“My filly ran good. Bill said to ride her like she's the best horse in here,” McCarthy said. “The rail got really good the last couple races, so I was a little worried being wide with her, but she's a filly that wants to run further. She's a bit of a grinder. That last eighth of a mile it was, 'Come on, come on,' but she just keeps grinding. She gave a great effort and all the credit to Bill and his crew for doing a great job.”

Morey said he would like to keep Shotgun Hottie in New York.

“We were dialed in on this race now and we haven't looked forward, but I'll talk to my clients and see. I think we'd like to keep her here but I'll have to talk to them,” Morey said.

Dylan Davis, aboard the Chad Summers-trained Champagne Poetry, said his filly wasn't as involved until Shotgun Hottie started matching strides.

“That's a tough way to get beat,” Davis said. “She felt good but it took her a little while to get running until that last eighth of a mile when Trevor's horse engaged her. She kind of re-rallied and she felt good there, but unfortunately she got nailed that last jump. She's still a nice horse and she's moving well. Chad does a good job. She progressed well from her last win.”

Battle Bling, Off Claim By Atras, Rallies From Last To Win Ladies

Michael Dubb's Battle Bling was a last-to-first winner of Sunday's $100,000 Ladies for fillies and mares 4-years-old and up going nine furlongs over the fast main track at Aqueduct Racetrack at Ozone Park, N.Y.

Battle Bling made her first start for trainer Rob Atras in the Ladies after being claimed for $62,500 out of a game second at 10-1 in an optional claimer on Dec. 19 at the Big A, defeated a neck by next-out stakes winner Maiden Beauty.

“When we claimed her, I was just happy she ran so well that day because she was longer odds,” Atras said. “Mike Dubb picked her out, and I liked her, but it was a great claim. We nominated and it looked like we had a shot with the short field. The weather has been tedious lately and training has been interrupted, but she's a nice filly. I've liked her since Day One. I'm glad Mike decided to claim her.”

Breaking from post 4 in the Ladies, Battle Bling emerged well under Trevor McCarthy while the Gary Sciacca-trained Exotic West stumbled at the start from post 1 and unseated rider Dylan Davis. Exotic West ran riderless behind the field before the outrider collared her and safely escorted her off the track while Davis sprung quickly to his feet.

Longshot Vienna Code was unbothered by the commotion to her inside and bounded away to take the lead in the first turn from Its Cold in Dehere while Battle Bling was shuffled back to last of five under Trevor McCarthy through an opening quarter-mile in 24.97 seconds.

With no change to the running order through a half-mile in 50.91, McCarthy began to get to work on the 4-year-old daughter of Vancouver, closing in on her rivals as the field passed the three-quarter marker and made their way into the final turn.

As Its Cold in Dehere faded from second approaching the top of the stretch, post-time favorite Miss Leslie and Battle Bling both made their run at the lead. Vienna Code continued to dig in along the rail and battle with Miss Leslie to her outside as Battle Bling took command in the center of the racetrack.

With a sixteenth to the finish, McCarthy gave Battle Bling a strong ride with right-handed encouragement as Miss Leslie continued to gain ground on her inside with late-running Kiss the Girl looming to her outside.

Battle Bling had something left in the tank and fought on gamely to hold off Miss Leslie by a neck with Kiss the Girl a half-length back in third. The final time for the nine furlongs was 1:57.11.

“On paper, it set up so beautifully,” McCarthy said. “I was able to follow the five [Miss Leslie], get the jump on her at the quarter-pole and fight them off. The track is a little tiring. We had some nice cover and we were able to get her going, open up a few lengths and make those guys really earn it.

“My filly is a big, long striding filly,” McCarthy added. “She doesn't have much punch, but when she does you got to get her rolling and she'll keep on going.”

Atras praised McCarthy's ability to adapt his ride to the slower pace.

“He sent and then noticed there was a little bit of speed and dropped back. They were going moderate – not slow, but not too fast,” said Atras. “He made a real bold move in the turn and I thought that was a great move that he made. Trevor is a strong rider and she held on.”

Angel Cruz, the regular rider of runner-up Miss Leslie, was proud of the 4-year-old Paynter filly's effort after entering the Ladies on a three-race win streak.
