Swedish Racing Bans The Whip

Jockeys in Sweden will no longer be able to use the whip for encouragement when the new racing season begins in that country on Apr. 10. Swedish racing authority Svensk Galopp has published a new rule that will allow jockeys to carry the crop, but only use it “to ward off a dangerous situation.” Recently, jockeys in Sweden have been allowed to hit their horses three times in a race. The whip, however, has not been allowed in jumps racing or for 2-year-old racing.

Helena Gartner, project manager of the Scandinavian Racing Regulations Committee, said, “The use of the whip in Sweden has been discussed for years. The regulations have changed gradually and the foam-padded sticks were introduced some years ago, but now it is time to ban the use of the whip completely. Whip use in horse racing simply does not belong in 2022.”

Two Men Banned For Newcastle Doping

Neil Waggot and Stephen Walker, who worked as maintenance staff at Newcastle Racecourse, have been banned from racing for 10 years for allegedly doping the Mick Easterby trained Ladies First (GB) (Monsieur Bond {Ire}) at Newcastle in September of 2018. CCTV footage revealed Waggot and Walker feeding Ladies First in the racecourse stable area before she ran. Ladies First subsequently tested positive for Timolol, a beta blocker after she was beaten 22 lengths as the 6-4 favourite.

A spokesperson for Newcastle Racecourse said, “Newcastle Racecourse takes all matters of security and integrity very seriously and meet all licensing requirements in that regard. Following this incident in 2018, the individuals concerned were removed from the racecourse as soon as their actions had come to light and the racecourse has provided all relevant information to the BHA, as and when requested. We look forward to seeing the written summary of the hearing, and will work with the relevant bodies to implement any amendments to security procedures that are deemed necessary.”

Culture Of Respect Working Party Established

A cross-industry working party has been established to agree an action plan that will pave the way for improving the culture of respect in British racing. In the wake of the Bryony Frost/Robbie Dunne case, in which Dunne was banned from riding for 18 months for prolonged bullying and intimidation of Frost, racing's major stakeholder bodies issued a statement last month reiterating their commitment to take wide-ranging action to offer support and education to industry participants around behaviours.

The representatives of the culture of respect working party, which will meet monthly and be chaired by the BHA's Head of Industry Training and Retention Adam Green, is also made up of the BHA's Head Of Diversity Rose Grissell, Legal Regulation Advisor Tomas Nolan and Communications Consultant Emma Rouse; National Trainers Federation Chief Executive Paul Johnson; Professional Jockeys Association Acting Chief Executive Dale Gibson and jockey representatives Page Fuller and Andrew Mullen; National Association Of Racing Staff Chief Executive George McGrath; Racehorse Owners Association Executive Assistant Ruth Diver; the Thoroughbred Breeders' Association's Colin Bryce; the Racecourse Association's Raceday Experience and Communications Manager Paul Swain; Racing Welfare's Director Of Welfare Simone Sear; and independent representative Dr. Eleanor Boden.

“There has been progress in racing in recent years towards improving a culture of respect, but it is important that we all acknowledge that there is more to be done,” said Green. “Having been a part of conducting the Code of Conduct consultation across the industry, I am left in no doubt that there is an overwhelming appetite from all quarters to improve the culture of respect and make sure that everybody involved in the sport is supportive of one another. The working party reflects the commitment from everyone to effect meaningful change for the future of racing.”
