New York To Begin Testing For Bisphosphonates Oct. 26; Penalties Include $25,000 Fine, Loss Of License

An advisory from the office of the New York State Gaming Commission's Equine Medical Director was disseminated on Monday:

As of Oct. 26, 2021, the New York Drug Testing and Research Program will commence testing of biologic samples for the presence of bisphosphonates. Absent written Commission approval of a valid Therapeutic Use Exemption, detection of bisphosphonate compounds in biologic samples obtained from 2-year-old and 3-year-old Thoroughbred racehorses will be considered by the Commission to be evidence of a violation of 9 NYCRR 4043.12(c) for which a fine of $25,000 and loss of occupational license may be imposed.

Horses testing positive for bisphosphonates will not be permitted to race until such time as they are re-tested and found to be clear of bisphosphonate compounds.

Background

On March 28, 2019, the Office of the Equine Medical Director issued two advisories regarding the use of bisphosphonates. The first advisory recommended that no bisphosphonate be administered to a racehorse that is less than four years old.

The second advisory warned that Thoroughbred horse owners, trainers, and/or veterinarians had a responsibility to guard against an impermissible administration of a bisphosphonate to a racehorse under potential penalty.

TVG’s Weaver Wins Inaugural Folds Of Honor Poker Tournament At Santa Anita

Santa Anita Park's inaugural “Folds of Honor” Charity Poker Tournament, held Saturday night following the races in the Arcadia, Calif., track's Player's Lounge, located above Clockers' Corner, was deemed a rousing success as more than $50,000 was raised to help provide scholarships to spouses and children of disabled or fallen American military veterans.

A large contingent of Santa Anita fans, jockeys, agents, owners, trainers, employees, and other racing industry personalities helped to make the event a success.

“We were very gratified with the turn-out and the support we were able to provide to Folds of Honor,” said Santa Anita Senior Vice President and General Manager Nate Newby. “One hundred percent of the money won went to the Folds of Honor Foundation. This is a tremendous cause and I think everyone senses we have an obligation to help the families of those who have given so much in the defense of our freedom. We look forward to expanding this event and hosting it again next year.”

Among those Santa Anita-based jockeys that participated last night were Joe Bravo, Abel Cedillo, Kyle Frey, Ricky Gonzalez, Juan Hernandez, Edwin Maldonado, Tiago Pereira, and Jessica Pyfer. Trainers included Vladimir Cerin, Ryan Hanson, Doug O'Neill, and Jonathan Wong.

Frank Mirahmadi, the Voice of Santa Anita, and TVG's Dave Weaver, who credited “beginner's luck” in making a winning “all-in” bet with Queen-Nine, off-suit, headed an enthusiastic group of Santa Anita employees and Thoroughbred owners.

The Folds of Honor Foundation, which has awarded more than 35,000 educational scholarships, was represented by retired United States Marine Corps Sergeant and P.O.W. Rocky Stickmann, who was one of 65 Americans taken hostage by Iranian extremists at the U.S. embassy in Teheran on Nov. 4, 1979. Stickman and his fellow Americans were held captive for 444 days until their release on the first day of Ronald Reagan's presidency on Jan. 20, 1981.

Incoming NTRA President Rooney To Keynote Global Symposium On Racing

In his first formal address to the racing industry since being named to succeed Alex Waldrop as president and CEO of the National Thoroughbred Racing Association, former U.S. Congressman Thomas J. (Tom) Rooney be the keynote speaker at the University of Arizona Race Track Industry Program's 47th annual Global Symposium on Racing in Tucson, Ariz., on Dec. 7.

Rooney is expected to share his vision, outline the industry's most pressing needs, and discuss advocacy efforts in Washington D.C., where the NTRA will, for the first time, establish an office.

During his time in Congress, Rooney focused on economic, agricultural, and national security issues. He is also a Thoroughbred owner and breeder. Rooney brings this expertise to his new role by promoting the welfare and integrity of Thoroughbred racing through legislative and regulatory efforts. Rooney is committed to growing the popularity of racing by supporting fan engagement and corporate partner initiatives.

The Global Symposium on Racing will kick off on Dec. 6 with a pre-conference discussion on race track surfaces, a racing secretary summit and an NHC Handicapping Contest workshop.

Following Rooney's keynote address on Dec. 7, several presentations will be made relative to the Horseracing Integrity and Safety Authority, followed by a forward-looking panel discussion by racing executives (Keeneland's Shannon Arvin, 1/ST Racing's Aidan Butler, NYRA's David O'Rourke and Del Mar's Josh Rubinstein).

The Dec. 8 finale will see discussions on fixed odds wagering, sports betting and how field size increases a racetrack's bottom line.

‘It’s A Bit Strange’: Equine Hermaphrodite Faces Disqualification From Group Race

Germany's reigning champion trainer Henk Grewe faces losing a Group race in Italy because the filly who won the race, Flamingo Girl, is actually a hermaphrodite – having both male and female characteristics.

The extraordinary discovery emerged after Flamingo Girl, officially described as a 4-year-old daughter of Soldier Hollow, tested positive for the male hormone testosterone after winning the fillies-only G3 Premio Elena E Sergio Cumani at Rome's Capanelle racecourse in September.

The initial finding by Italy's Ministry of Agriculture, Food and Forestry suggested the case could involve a doping offence. An immediate two-year disqualification was imposed on the horse – but subsequent tests in Germany have revealed Flamingo Girl is not totally female.

“I came across something like this 15 years ago when I was with Mario Hofer and the same doctor who made the test on that horse carried out the test on Flamingo Girl,” said Grewe.

“In Germany it is called a Zwitter [German for hermaphrodite]. It's a bit strange. The filly was always a bit masculine. She had a bit of the character of a colt. I just thought she was a bit strong for a filly, but nothing more. It's crazy, but we can't change it.”

Flamingo Girl, who has run again since finishing down the field in a Listed race in Hannover, is expected to be disqualified from the Group victory in Italy and her future racing career must be in doubt.

Flamingo Girl has a record of three wins from 16 starts, including a Listed race in Dusseldorf in May 2020, Until last month she had never tested positive for testosterone.

“We have a meeting next week with Deutscher Galopp when we will clear everything up,” said Grewe. “This was not my fault. Parts of her are both male and female. She was tested at the beginning of her three-year-old campaign but it seems the male characteristics have developed later.”
