Ray Handal’s Suspension Lifted by HIWU; Feed Toxin Blamed

After considering the findings submitted by attorney Clark Brewster, the Horse Racing Integrity and Welfare Unit (HIWU) has lifted the provisional suspension imposed on trainer Raymond Handal on Saturday, July 1 after a test detected the presence of Zeranol and Zearalenone in the urine sample taken from his horse, Barrage (War Dancer), May 28 at Belmont Park.

“Pursuant to ADMC Program Rule 3247(e), HIWU has lifted the Provisional Suspension based upon information submitted by the Covered Person and the review of relevant scientific information. The Equine Anti-Doping Notice has not been withdrawn,” reads the notice on HIWU's website.

Rule 3247(e) reads simply, “(e) If it considers it appropriate to do so on the specific facts of the case, the Agency may lift the Provisional Suspension.”

Brewster argued that UC Davis's finding that Zearalenone, a common feed contaminant, was also in the sample, pointed to the fact that mycotoxins in the feed had caused the positive. He provided HIWU with documentation supporting his claims.

“I'm pleased,” said Brewster, “It's great when you have the kind of transparency and applications of rules that most scientists are trying to see. I don't think the provisional suspension was warranted, but the rules for HISA and HIWU are written very directly without a lot of discretion. I have to hand it to the lab at UC Davis on pointing out the atypical finding and I'm pleased that when we supplied the literation and our position that the HIWU folks took it seriously, reviewed it and made the right decision.”

Brewster said that he hoped that this case would provide a blueprint for future situations like this, and help to foster common-sense solutions.

“I think it will be helpful as we work through these rules and understand some of the exceptions and interpretive points,” Brewster said. “For now, they did what the rules required them to do. They found a prohibited substance, issued a provisional suspension, and then said the positive came from a feed toxin and did what they had to do.”

“With his provisional suspension lifted today by HIWU, trainer Ray Handal is once again able to fully participate in all training and racing activities at NYRA tracks,” said NYRA's Vice President of Communications Patrick McKenna.

NYRA Releases Statement On Equine Safety At Belmont

Following an incident after race eight on Belmont's Monday card where Cold Hard Cash (Maclean's Music) sustained an apparent cardiovascular event during the gallop out, collapsed and died on track, NYRA spokesman Pat McKenna released the following statement:

“The health and safety of horses and jockeys competing at NYRA tracks is our highest priority and one that stands above all other considerations. NYRA's comprehensive safety strategy is informed by the most advanced science and research in consultation with independent experts, veterinarians, and horsemen. Every horse entered to compete at Belmont Park is required to undergo an extensive pre-race veterinary examination before the horse is permitted to race.  In addition to physical inspection and observation, regulatory veterinarians perform a detailed review of each horse's medical records, past performances and workouts. According to these well-established protocols, Cold Hard Cash passed the required pre-race veterinary inspection. In the course of investigating this injury, necropsy results will be analyzed by Horseracing Integrity and Safety Authority (HISA) officials as well as the New York State Equine Medical Director. NYRA, HISA and the New York State Gaming Commission will closely review the circumstances around this incident to ensure we are providing the safest possible environment for racing and training at Belmont Park.”

Five horses have incurred fatal injuries during racing at the 2023 Belmont Park spring/summer meet, which began May 4 and has featured 2,493 horses starting in 326 races.

NYRA Announces Post Times for Saratoga Meet

The New York Racing Association, Inc. has announced post times for the 2023 40-day summer meet at historic Saratoga Race Course, which will include 71 stakes worth $20.8 million in total purses.

Highlighted by the GI Travers S. card Aug. 26, the 2023 summer meet will open on Thursday, July 13 and continue through Monday, Sept. 4.

Following the four-day opening weekend, racing will be conducted five days a week, Wednesdays through Sundays, apart from the final week, when the meet will conclude on Labor Day.

First post time is 1:10 p.m. Eastern with the exception of GI Whitney S. and Travers Days and throughout closing weekend. Admission gates will open for live racing at 11 a.m. for all but the Travers Day card when gates will open at 7 a.m.

The lucrative Travers Day card, which will have an 11:40 a.m. first post, features five Grade I stakes.

Whitney Day on Saturday, Aug. 5, which offers a 12:35 p.m. first post, provides a trio of Grade I events.

Closing Weekend of the Saratoga meet from Saturday, September 2, through Monday, September 4, will offer a 12:40 p.m. post time.

Tracks Cancel Friday Cards, Cite Poor Air Quality

The New York Racing Association, Inc. (NYRA) canceled live racing Friday at Belmont Park due to a rapid decline in air quality late this morning, the organization said in a release midday.

After horses were in the paddock for the first race, the decision was made in consultation with the New York State Equine Medical Director, NYRA management and veterinary staff in order to ensure the safety of all participants.

The indoor facilities at Belmont Park and Aqueduct Racetrack remained open for simulcasting. Live racing is scheduled to resume on Saturday at Belmont Park with a 10-race card with first post at 1:05 p.m. ET.

Earlier Friday, Woodbine Entertainment canceled their Friday card due to poor air quality, the track said in a release.

Environment Canada's air quality index for Toronto was listed as 'High Risk' and was expected to remain at that level throughout the day. Woodbine's decision to cancel came through consultation with the HBPA and was consistent with the AGCO's air quality guidelines.

Woodbine said they would continue to monitor the situation and provide updates as required. The next card of live racing, which includes five graded stakes races on Canada Day, is scheduled for Saturday afternoon at 1:10 p.m. ET.

Also, poor air quality in the Mid-Atlantic region caused by smoke from Canadian wildfires, forced the Maryland Jockey Club to cancel Friday's live program at Laurel Park, the organization said in their own release.

The entire 10-race program has been moved, as is, to Thursday, July 6 with a post time of 12:25 p.m. ET. Laurel would remain open for simulcasting and live racing is set to resume Saturday.
