NY Commission Again Punts on Whip Rule Reform

For the third consecutive meeting over a seven-month span, the New York State Gaming Commission (NYSGC) Monday again declined to take up any discussion of whip rule reform. Possible changes to whipping rules were initially brought up at the NYSGC’s December 2019 meeting. Since that time, a number of other major racing jurisdictions–including California, Kentucky, Maryland and New Jersey–have all advanced changes in whip rules at the commission level that are designed to be more humane to horses.

Near the conclusion of the 14-minute teleconference meeting July 27, commissioner Peter Moschetti, who was acting as moderator at the request of chairman Barry Sample, cited the voluminous amount of material to review as the reason that the NYSGC needed more time before deliberating any changes to whipping.

“During the middle of the week, staff circulated a lengthy memorandum outlining the various national and regional changes and deliberations relative to the use of the crop,” Moschetti said. “Given the volume of the material circulated, and I think it’s a rather important issue, perhaps it’s best to defer substantive discussion until the August meeting, when we can get into the meat of the memorandum.”

Back in December, NYSGC staffers had been “directed to discuss the proposed California crop use proposal with the NYRA jockey colony and with other leading regulatory jurisdictions and report back at a future commission meeting.”

Despite that directive, whip use did not get brought up the next time the NYSGC met in February for a meeting that lasted six minutes.

At the May NYSGC tele-meeting, Moschetti cited “the length of today’s agenda” [32 minutes] as the reason that the topic of whip rule reform had to be pushed off until the July 27 meeting.

None of the four rule-making issues that the NYSGC did act upon during Monday’s meeting pertained to Thoroughbred racing.

Free Equibase PPs Available For NYRA’s Cross Country Pick 5 On Saturday

The New York Racing Association, Inc. (NYRA) will host a Cross Country Pick 5 encompassing action from Saratoga Race Course, Monmouth Park and Woodbine Racetrack on Saturday. All five races have post times within a 50-minute timeframe.

Woodbine will initiate the sequence in Race 9 at 5:26 p.m. Eastern with a seven-furlong allowance sprint. A full 12-horse field will compete in the one-turn event for fillies and mares 3-years-old and up. Coach Lori, trained by Hall of Famer Mark Casse, ran third in her stakes debut in the Star Shoot on June 13 at the track and finished third last out against allowance company over the same surface on July 4. Stakes-placed Perfection Cat, who ran third in the 2017 Glorious Song, will also compete for trainer Roger Attfield.

A 1 1/16-mile turf handicap for 3-year-olds and up will be the second race, as action shifts to Monmouth Park for Race 11 at 5:33 p.m. A 10-horse field will see trainer Kelly Breen send out two contenders in King of Spades and Bold Daddy.

Historic Saratoga Race Course will host the first of its two races in the sequence, starting with another full field of 12 New York-bred 3-year-olds and up going 1 1/16 miles on the Mellon turf course in Race 9 at 5:43 p.m. The allowance tilt will see Stanhope, trained by Brad Cox and ridden by Javier Castellano, look to build on his maiden-breaking effort last out. After a pair of runner-up finishes and a victory, Stanhope will make his sophomore debut, while Simply, a debut winner who ran third last out for Hall of Famer Steve Asmussen, will make his Saratoga bow.

Woodbine will host the penultimate leg with Race 10 at 5:58 p.m. A full field of 13 3-year-olds and up will contest the 6 ½ furlong allowance, with Casse sending out Muskoka Son and Patrol while Tino Attard will saddle News Flash. Michael Trombetta will send out Cohiba Ghost, a maiden-winner last out in his fourth attempt on June 19 at the same track.

The lone stakes of the five-race slate comes in the finale, where the Spa will host the 37th running of the Grade 1, $250,000 Alfred G. Vanderbilt in Race 10 at 6:16 p.m. Six-time graded stakes-winner Whitmore will return to historic Saratoga Race Course for the first time since winning the 2018 Grade 1 Forego, with the Ron Moquett-trained son of Pleasantly Perfect drawing post 2 as the 123-pound co-highweight. Firenze Fire has four wins in his last five starts dating to November and drew post 3, carrying 122 pounds. Mind Control [post 5, 123 pounds]; Volatile [post 4, 121 pounds] and Lexitonian [post 1, 118 pounds] comprise a talented field in the six-furlong sprint that could have major Breeders' Cup Sprint implications in November at Keeneland.

The minimum bet for the multi-track, multi-race wager is 50 cents. Wagering on the Cross Country Pick 5 is also available on ADW platforms and at simulcast facilities across the country. Every week will feature a mandatory payout of the net pool.

Thoroughbred Retirement Foundation’s Drive-Thru BBQ In Saratoga Set For Aug. 11

The Thoroughbred Retirement Foundation (TRF), an equine retirement facility accredited by the Thoroughbred Aftercare Alliance (TAA), will host a unique Drive-thru BBQ on August 11 at the Saratoga Winery.

The New York Racing Association, Inc. (NYRA) and its horsemen are committed supporters of the TAA, which accredits, inspects, and awards grants to approved aftercare organizations to retrain, retire, and rehome thoroughbreds using industry-wide funding.

In order to comply with social distancing guidelines, the annual TRF BBQ at the Barn has been reimagined as a drive-thru experience at Saratoga Winery which will feature a drive around the grounds complete with miniature ponies, racing celebrities, and a special appearance by Joey, the TRF Herd Ambassador, who will be returning to Saratoga from the TRF Second Chances Program at Wallkill to see all his friends from last summer.

“In this summer unlike any other, the TRF is committed to keeping our mission and our horses in the minds of the racing community across New York, and across the country”, said Kim Weir, of the TRF. “With this creative and light-hearted approach to our summer BBQ we're hoping to expand awareness of our work within the Saratoga and Capital Region community, while also giving fans and horsemen unable to travel to the Spa this summer an opportunity to join us – at least in spirit, with their support.”

All Graded Stakes Cross Country Pick 5 Pays $584

Saturday's Cross Country Pick 5, encompassing all graded stakes across Saratoga Race Course, Monmouth Park and Woodbine Racetrack, paid $584 for selecting all five winners for the 50-cent wager. The total pool was $194,618.

Monmouth, located in Oceanport, N.J., hosted the first two legs of the sequence, starting when favorite Global Campaign ran down Bal Harbour in the stretch and outkicked Math Wizard by 1 ½ lengths to win the Grade 3 Monmouth Cup in Race 10. Trained by Stanley Hough, Global Campaign, the winner of the 2019 Grade 3 Peter Pan at Belmont Park, returned $7 on a $2 win wager. Jorge Vargas, Jr. was the winning jockey.

In the second leg, 10-1 Aquaphobia pulled off the upset, posting a one-length victory in the Grade 1 United Nations going 1 3/8 miles on the turf. The Mike Maker trainee paid $23.40, hitting the wire in 2:12.63 in Race 11 under New Jersey-born rider Joe Bravo.

An international flavor was added to the Cross Country Pick 5 in the third leg, when Lady Grace won the Grade 2 Royal North, contested at six furlongs on the turf, in Woodbine's Race 9. Conditioned by Hall of Famer Mark Casse, an 11-time Sovereign Award winner as Canada's top trainer, Lady Grace, under jockey Kazushi Kimura, was seventh in the eight-horse field at the half-mile mark before making up ground entering the stretch and surging home in a 1:06.90 final time at the Rexdale, Ontario-based track. She returned $14.80.

Monmouth's signature race, the Grade 1, $1 million Haskell, lived up to its billing in an exciting fourth contest of the sequence in Race 12. Authentic, who gained notoriety early this year while on the Triple Crown prep trail, moved himself back into contention for September's Grade 1 Kentucky Derby, edging Ny Traffic by a nose to win the 1 1/8-mile race, securing an all-fees paid berth to the Grade 1 Breeders' Cup Classic in November at Keeneland in addition to 100 qualifying points for the Kentucky Derby. With Hall of Famers Bob Baffert and Mike Smith handing the training and riding responsibilities, respectively, Authentic posted a final time of 1:50.45 as the favorite, paying $3.20.

Historic Saratoga rounded out the loaded Cross Country Pick 5 with the wager's third Grade 1 in the $350,000 Coaching Club American Oaks for sophomore fillies in Race 10. A pair of contenders owned by WinStar Stablemates finished 1-2, with Paris Lights pulling ahead of Crystal Ball by a head to earn 100 qualifying points to September's Grade 1 Kentucky Oaks. Trained by Hall of Famer Bill Mott, Paris Lights [$6.00] went off as the 2-1 second choice behind favorite Tonalist's Shape, tracked Crystal Ball in second position and finished strong, potentially setting up a next start in the Grade 1, $500,000 Alabama on August 15 at the Spa.
