Maryland Tracks To Institute Aftercare Funding Initiative January 1

The Maryland Thoroughbred Horsemen's Association Board of Directors recently approved an initiative designed to increase funding for the Beyond The Wire aftercare program.

Effective Jan. 1, 2022, pending review from the Maryland Racing Commission, there will be an assessment of 1.5 percent on the price of a claimed horse at Maryland racetracks. For example, the new owner or ownership group that claims a horse for $10,000 would pay a $150 assessment that would be used to support racehorses accepted by Beyond The Wire.

The program is similar to one in New York, where in 2019 the New York THA and New York Racing Association instituted a mandatory 1.5 percent aftercare assessment on claimed horses. The Maryland program will be “opt out,” meaning the 1.5 percent assessment will be charged unless an owner or ownership group signs an opt-out form that will be available in the MTHA office in the Laurel Park grandstand.

In a related matter, Beyond The Wire is offering opportunities to sponsor a retired racehorse for the holiday season and beyond. Occasionally, horses have medical problems or even more rare, behavioral problems, that make it very difficult for them to be adopted. Horsemen’s Groups Partner On Horsemen U Continuing Education Platform

The California Thoroughbred Trainers (CTT), Maryland Thoroughbred Horsemen's Association (MTHA) and New York Thoroughbred Horsemen's Association (NYTHA) have teamed up to provide a Continuing Education platform for Thoroughbred trainers and assistant trainers called Horsemen U, which offers approved online CE webinars and issues CE certificates after a course and a short quiz have been completed. Trainers and assistant trainers can register, free of charge, and maintain their CE records in their account at www.HorsemenU.com.

Continuing education has been adopted as one of the core Best Practices developed by the stakeholders involved in the Mid-Atlantic Strategic Plan to Reduce Equine Fatalities. CE requirements have been implemented in California, Delaware, Maryland, New York, and West Virginia. Pennsylvania and Virginia are in the process of adopting CE regulations.

All licensed trainers and assistant trainers in the U.S. are eligible to register for a Horsemen U account. There are currently 12 webinars offered on the platform, on topics ranging from “Diagnostic Imaging of the Racehorse Fetlock” to “Equine Drug Testing” to “Equine Welfare, Horse Racing and the Social License to Operate.” The webinars have been hosted by the California Horse Racing Board, the Grayson-Jockey Club Research Foundation's Welfare and Safety of the Racehorse Summit and the Thoroughbred Horsemen's Association.

Maryland Boosts Overnight Purses 15 Percent Effective July 2

Overnight purses in Maryland will increase 15 percent across the board for the remainder of 2021 effective July 2, the next live racing at Pimlico Race Course. The Maryland Thoroughbred Horsemen's Association Board of Directors unanimously approved the increase during its June 29 meeting.

The idea was to devise a higher purse schedule that Maryland can sustain through the end of the year.

The MTHA Board of Directors also voted to restore overnight purse distribution levels effective July 2. First place will be 60%, up from 57%; second place is 20%, down from 21%; third place is 10% rather than 11%; and fourth place will be 5% instead of 6%. Fifth place will be 3% (plus 1% for the fifth-through-last place bonus) and sixth place will be 2% (plus a 2% for the fifth-through-last place bonus). The 4% bonus remains in place for horses that finish seventh through last.

The Pimlico summer meet runs through Aug. 22 and Laurel is scheduled to begin its fall meet Sept. 10. In between, the Maryland State Fair at Timonium will race seven days from Aug. 27-Sept. 6. The increased purses will be in effect for the State Fair meet as well.

Laurel to Add Racing Days to Spring Meet

The Maryland Thoroughbred Horsemen's Association and Maryland Jockey Club announced the addition of racing days over the next several months to make up for multiple cancellations in the winter and early spring because of weather conditions and equine herpesvirus (EHV-1) restrictions.

MJC earlier announced that the Spring Stakes Spectacular program originally scheduled for Apr. 17 at Laurel Park has been moved to the following Apr. 24.

Racing will be held April 17-19 instead of Apr. 15-18. Extra races listed for Thursday, Apr. 15, will move to Saturday, Apr. 17, while the program slated for Friday, Apr. 16, has been moved to Monday, Apr. 19. The Laurel Park spring meet ends Sunday, May 2.

Only horses stabled at Laurel Park are eligible to enter and race through the end of the EHV-1 quarantine Apr. 17. The quarantine at Pimlico Race Course is scheduled to end Apr. 12.

Live racing had been scheduled for three days a week–Friday through Sunday—at Laurel Park in June and July. Seven Thursday programs have been added June 3, 10, 17 and 24; and July 1, 8 and 15. The summer meet concludes with racing on a Friday-through-Sunday schedule until Aug. 22.

Pimlico will race 15 days from May 5-31. The Laurel summer meet begins Thursday, June 3.
