Weekly Stewards and Commissions Rulings, Sept. 12-18

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

The TDN also posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from the same week. These include decisions from around the country.

This does not include the voided claim rulings which were sent to the TDN directly. Some of these rulings are from prior weeks as they were not reported contemporaneously.

One important note: HISA's whip use limit is restricted to six strikes during a race.

Canadian Hall Of Fame Jockey Gary Boulanger Announces Retirement

Jockey Gary Boulanger, whose numerous career highlights include a Queen's Plate victory, has decided to call it a career.

“It's the right time,” Boulanger, 55, told Woodbine Communications. “I don't feel I have anything left to prove. I am so grateful to all the trainers, owners and my fellow riders for their support. Just like anyone who rides horses, there are many ups and downs, but you always find a way to persevere.”

A 2020 Canadian Horse Racing Hall of Fame inductee, the native of Alberta enjoyed great success over a career that included devastating injuries. He overcame back problems, which required extensive surgery in the late 1990s, and came back from an eight-year absence precipitated by a spill at Gulfstream, which led to life-threatening injuries, in 2005.

No one believed he'd ever ride again, including Boulanger.

But after breezing horses for champion trainer Mark Casse, he rode his first race in eight years at Tampa Bay Downs in 2013. His first victory after the accident came on a Casse horse.

With a return to the saddle came a new perspective on the sport.

“I felt more in-tune with the horses, having more of a connection with them than I ever had. And it was a great feeling.”

As was the feeling Boulanger got when he would bring a horse back to the winner's circle.

His two biggest highlights came at Woodbine.

Moving his tack to the Toronto oval in June 2000, Boulanger partnered Dancethruthedawn (Mr. Prospector) to victory in the 2001 Queen's Plate and Woodbine Oaks.

In 2017, Boulanger received the Avelino Gomez Memorial Award.

Boulanger, whose son Brandon also rides, retires with 3,685 career victories and $83,543,336 in purse earnings.

“I'm not quite sure what is next, but I love the horses, the horse people and the sport,” said Boulanger, who also has a three-year-old son Cristian with wife Jennifer Petricca. “I would like to stay connected to racing, so we'll see what happens. For now, I want to spend time with my family and reflect on how lucky I was to be a jockey. To everyone who supported me… I can't thank you enough.”

Maximus Mischief Gets First Stakes Winner In Gulfstream’s Sharp Susan S.

Let Them Watch kept her undefeated record intact while providing her freshman sire (by Into Mischief) with his first stakes winner Sunday. A 6 1/4-length maiden winner when unveiled against Florida-breds over the Gulfstream main track July 7, the bay earned favoritism again at 4-5 for her jump into stakes company. Keeping pressure up front on leader Avellino (Adios Charlie), Let Them Watch was content to sit second only momentarily and, once given her head, quickly picked up her pace to strike the front two furlongs from the money. With a safe lead built up pas the quarter pole, she cruised home under wraps to win easily as Kiss closed in from off the pace to fill the exacta.

“When I was working her, I thought she didn't need to be on the lead,” said winning jockey Hector Diaz. “But she has so much speed, that she gets it. She got a little tired late because we moved a little early. I think she's going to keep improving.”

Maximus Mischief is the second Spendthrift freshman sire to pick up his first stakes winner following Omaha Beach earlier in the day Sunday. A half-sister to another Florida-bred stakes winner in It's High Time (Gone Astray), Let Them Watch is out of a half to GI Vosburgh S. winner Black Seventeen (Is It True). BENTO (Tapit) was hammered down to D J Stable for $600,000 at last fall's Fasig-Tipton October Sale, the second-dearest price of that four-day auction. The April-foaled gray is out of dual graded winner Carolyn's Cat (Forestry), the dam of Bento's GIII Bayakoa S.-winning full-sister and 'TDN Rising Star' Mufajaah. The MGSP third dam Cassowary (Cormorant) produced 1994 GII Pennsylvania Derby winner Meadow Flight (Meadowlake). Ways and Means (Practical Joke) is by a sire who was campaigned by Klaravich and William H. Lawrence to win the 2017 GI H. Allen Jerkens S. here and is a full-brother to Highly Motivated, who just missed on debut here three summers ago and earned graded-stakes glory in last year's GIII Monmouth Cup. He is perhaps best remembered for his tooth-and-nails battle with champion Essential Quality (Tapit) in the 2021 GII Toyota Blue Grass S. The March foal is also a half-sister to Surge Capacity (Flintshire {GB}), winner of last month's GIII Lake George S. LAILA BELLA GIRL (Girvin) fetched $100,000 at last year's Fasig-Tipton July Sale, but blossomed in the months leading up to this spring's OBS March Sale and was knocked down to Champion Equine for $500,000 after working a furlong in :10 flat over the synthetic surface. That price was the most expensive of 23 (30 ring) of her sire's second-crop runners to sell this season. Godolphin sends out its homebred HOLIDAY ROAD (Into Mischief), whose dam Seventh Street (Street Cry {Ire}) took out the GI Go for Wand H. in these environs in 2009 and has since gone on to produce the Bill Mott-trained 2019 GII Demoiselle S. victress Lake Avenue (Tapit) and GISP 'TDN Rising Star' Marking (Bernardini). Helcia (Bernardini) was hammered down for a healthy $230,000 at KEESEP last fall, but improved into a $600,000 OBS March juvenile after breezing an eighth of a mile in a slick :10 (see Summer Breezes). Honors for the best-named horse of the day go to Before You Go Go (Mitole), a $67,000 KEENOV weanling turned $310,000 Fasig-Tipton Midlantic breezer (see Summer Breezes).
