Kentucky: Sports Wagering Catalog Released, Opening Day In One Week

Today, Gov. Andy Beshear announced the Kentucky Horse Racing Commission's (KHRC) Sports Wagering Advisory Council released a Wagering Catalog, which includes a list of sports available for wagering in Kentucky.

This initial catalog will be effective for the opening of retail sports wagering on Sept. 7.

“Excitement for sports wagering is building as we are just one week away from opening retail locations and one month from opening mobile applications for sports wagering,” said Gov. Beshear. “Kentuckians now know where they can place a bet and the type of sporting events and wagers that licensees can offer.”

“With the sports wagering catalog, bettors can start planning their bets,” said Public Protection Cabinet Secretary and Sports Wagering Advisory Council member Ray Perry. “I want to again thank the team at the KHRC and the Sports Wagering Advisory Council for their dedication to wagering integrity and protecting bettors in the state of Kentucky.”

The Sports Wagering Advisory Council recommended an initial catalog of sporting events for wagering in Kentucky. The recommended catalog was approved by KHRC Executive Director Jamie Eads, subject to ratification by the full commission at their next scheduled meeting.

To be considered for the catalog, an event must be sanctioned by a governing body. Additional sporting events can be requested by a licensee for future approval. A sport's governing body can request that specific events be limited or excluded from wagering.

Highlights from the approved catalog include:

  • The National Football League (NFL);
  • Major League Baseball (MLB);
  • National Basketball Association (NBA);
  • Women's National Basketball Association (WNBA); and
  • NCAA baseball, softball, basketball, football and hockey.

The types of wagers offered by a licensee are defined in the sports wagering administrative regulations. They include:

  • Single game bets;
  • Teaser bets;
  • Parlays;
  • Over-under bets;
  • Money line bets;
  • Pools;
  • In-game wagering;
  • In-play bets;
  • Proposition bets; and
  • Straight bets.

Additional wagering types can be considered for approval by the KHRC if requested by a licensee. A sport's governing body can request that wager types be limited or excluded for specific events.

Today's news is the latest in a string of sports betting announcements by Gov. Beshear.

On Aug. 15 and 18, Gov. Beshear signed executive orders 2023-480 and 2023-483 appointing members of the Sports Wagering Advisory Council. The council will advise the full commission and provide additional voices who have knowledge of the sports betting industry.

On Aug. 22, The KHRC voted to approve temporary licenses for seven operators and nine service providers. The details of those approved for licensure and their business relationships are available here. A list of retail sportsbooks approved for licensure is available here.

Last week, Gov. Beshear announced a timeline for sports wagering to open in Kentucky. That timeline now moves closer to full implementation. Key dates for Kentuckians to remember include:

  • Monday, Aug. 28: Kentuckians began pre-registering accounts with approved mobile applications.
  • Thursday, Sept. 7, at 6 a.m. EDT: Wagerers can deposit money into their pre-registered mobile accounts only with approved mobile applications.
  • Thursday, Sept. 7, at 10 a.m. EDT: Wagerers can place an in-person bet at licensed retail facilities.
  • Thursday, Sept. 28, at 6 a.m. EDT: Approved mobile applications can start taking wagers.

Kentucky chose a tiered implementation, which has been used in multiple states and which allows for the testing of policies and procedures before the full rollout that includes mobile applications.

Sports wagering is expected to increase the state's revenue by an estimated $23 million a year upon full implementation. The increase in revenue will support the oversight of sports wagering and then be dedicated to the Kentucky permanent pension fund. Additionally, 2.5% will support the problem gambling assistance account operated by the Cabinet for Health and Family Services.

House Bill 551 established a new excise tax on sports wagering: 9.75% on the adjusted gross revenues on wagers made at a licensed facility and 14.25% on wagers placed online or on a smart phone.

Del Mar Pick 6 Guarantee Friday; Mandatory Payout Saturday

Pick Six players will have two special shots at cashing in big time on the popular wager this Friday and Saturday when Del Mar offers value-plus on the exotic bet that requires selecting the winners of the last six races on a program.

On Friday, the track will “guarantee” a $1-million score to any single-ticket winner of the bet, which can be attempted for as little as 20¢ a ticket. Should a person be the only one to “hit” the wager, they would win the prize (which might be as much as $400,000), after which Del Mar will write them an additional check to bring their final score up to $1-million.

Then on Saturday's special FanDuel Racing Pacific Classic Day card, there will be no “carryovers” on the wager: all monies in the pool will be paid out to those with the most winners. If present carryovers continue into the Saturday card, a total prize of as much as $4-million on the “mandatory payout” program is well with the realm of possibilities.

The current Pick Six carryover going into Thursday's program is $255,282.

The record for a Pick Six payout at Del Mar is the $2,100,017 winning ticket on August 1, 2004.

Friday's program will offer eight races; Saturday's will have 11. Friday's first post is 3 p.m., while Saturday's is 1:30 p.m.

Longtime New Jersey Trainer Ben Perkins, Sr. Passes At 89

Ben Perkins, Sr., a fixture as a trainer on the New Jersey Thoroughbred racing circuit since 1958 whose 854 career winners included 1981 Haskell Invitational winner Five Star Flight, has passed away at the age of 89, his family announced Thursday.

Funeral services are pending.

Perkins, Sr. took out his trainer's license in 1958 and trained at Garden State Park, Atlantic City Race Course, the Meadowlands and Monmouth Park before his retirement in 1999. He trained 11 graded stakes winners, with Five Star Flight winning the 1981 Haskell by five lengths over heavily-favored Lord Avie. Conveyor was his other Grade 1 winner, capturing the 1995 Meadowlands Cup.

His horses earned more than $13 million overall.

Monmouth Park honored Perkins, Sr., with the Virgil “Buddy” Raines Distinguished Achievement Award, the track's most prestigious honor, in 2007.

He won his first race at Monmouth Park in 1958.

Following his retirement from training he set up and managed several racing partnerships and stables well into his 80s.

Perkins, Sr., is survived by his wife, Geraldine; son Ben Perkins, Jr.; daughter Pinky, four grandchildren and one great-grandchild.

Gun Runner’s Life Talk Speaks Loudest at the Spa

SARATOGA SPRINGS, N.Y.–It turned out that breeder John Mulholland's trip from Lexington to Saratoga Race Course this week didn't turn out the way he had hoped, but it was not a waste of time.

Life Talk (Gun Runner), a filly he co-bred, took care of that Thursday, rolling to a 6 1/2-length victory in the second race. Sent off at 2-5 in the field of six 2-year-old maiden fillies going one mile on the dirt, Life Talk made a wide move coming off the turn, zipped past the competition and ran away. After taking the lead under Irad Ortiz, Jr., she lugged in noticeably, but was already on her way to an impressive victory. Like Talk, trained by Todd Pletcher for Repole Stable, completed the eight furlongs in 1:38.18 and paid $2.80.

Mulholland Springs LLC, Gun Runner Syndicate and Tom Grether Farms Inc. bred Life Talk, who sold for $335,000 at the 2022 Keeneland September Sale. Life Talk is out of the Bernardini mare Touchy Feely, owned by Mulholland Springs.

“She's had a handful of foals now,” Mulholland said. “We raced her first foal, the Majesticperfection named Feeling, but this is clearly the most talented one so far. She looks like she could be anything. It's pretty exciting for us. It's a family we've owned for over 30 years.”

Mulholland said he was in town for the final weekend of the Saratoga season because it looked like he might have two fillies he bred in the GI Spinaway S. on Sunday. He said Saratoga Secret (Arrogate) trained by D. Wayne Lukas, the runner-up in the GIII Schuylerville S., will miss the race with a shin issue. Life Talk had a troubled trip while finishing second by a head on July 30, but was still being considered for the stakes.

“They opted to run in this race,” Mullholland said. “I was hoping to have two in the in the Spinaway, but this is an OK consolation. Beggars can't be choosers, so this is nice.”

Pletcher's assistant, Tristan Barry, said Life Talk delivered a solid performance, a big improvement over her debut.

“She did everything professionally today,” he said. “Broke sharp from the gate then sat a good trip and did what nice horses do.”

Life Talk was in a stalking position through opening splits of 24.30 seconds, 48.45 and 1:13.32. She circled the two in front coming off the turn and was gone.

Jockey Irad Ortiz, Jr. said the filly was much better in her second start.

“For sure. Every step of the way,” he said. “She broke better. She put me in a perfect spot in the first part of the race and from there I was just biding my time.

LIFE TALK (f, 2, Gun Runner–Touchy Feely, by Bernardini) got her picture taken at Saratoga minutes after being represented as a breeder by Kentucky Downs maiden winner Buttercream Babe (Twirling Candy) when overwhelming five rivals. Drawn the fence while stretching out to the mile off a near-miss second to Alys Beach (Omaha Beach) on 6 1/2-furlong debut July 30, the $335,000 Keeneland September purchase was away cleanly enough from the one hole and took up a position towards the back of the field as Paradise Lane (Quality Road) took over from Rising Inflation (Mitole) as they turned up the backstretch. Consigned to a three-wide run around the far turn, Life Talk began to zero in on Paradise Lane nearing the stretch, took over while drifting down towards the inner part of the track with a furlong and a half to travel and pulled readily clear to take it by 6 1/2 lengths as the 2-5 jolly. Backstretch Rose (Army Mule) outfinished Rising Inflation to complete the exacta. Life Talk is the third winner from three to race out of a half-sister to GSW Indian Firewater (Indian Charlie).
