CHRB Advances 90-Day Layoff Scrutiny Rules

With the aim of reducing the incidence of large-bone fractures, the California Horse Racing Board (CHRB) voted unanimously Thursday to advance two new rules that would require examinations and veterinary and training record disclosures for every horse that has not had a recorded work or a race within the past 90 days.

Citing the “concerning rate” of large-bone fractures in horses returning to training after extended periods, the CHRB meeting packet stated that, “An initial examination will be required by both a regulatory veterinarian and the attending veterinarian, including review of veterinary and training records for the previous 60-day period, prior to the horse going to the track to train.

“Additionally, a follow up examination will be required between 30 and 45 days. The goal is to provide a baseline examination and identify any at-risk factors that may predispose a horse from suffering a catastrophic injury related to the shins, tibias, shoulder, pelvis, etc…”

Also, amendments were advanced to clarify existing CHRB rules regarding the specific requirements of racing soundness examinations, including the condition of the horse when presented for examination, who must be present, and how the examination information will be recorded.

“These clarifications also establish consistent requirements for both racing soundness and training soundness examinations,” the CHRB analysis stated. “Additionally, requirements for veterinary treatment records are clarified, including the timeframe for trainers to submit records and the official veterinarian's responsibility to maintain the records.”

CHRB chairman Gregory Ferraro, DVM, said prior to the vote that the new regulations are “directed at long bone fractures of the shoulder and tibia. Horses that come to these injuries have a typical profile that we've identified. This particular regulation would address that profile and require examinations at specific times in order to prevent serious injury.”

The proposed rules now advance to a 45-day public comment period, which will be followed by a final CHRB vote.

Banke, Hancock, Lyster, Walden Elected to Breeders’ Cup Board of Directors

Barbara Banke (Stonestreet Farms), Walker Hancock (Claiborne Farm), Gray Lyster (Ashview Farm), and Elliott Walden (WinStar Farm) were each elected by the Breeders' Cup Members to serve a four-year term on Breeders' Cup's Board of Directors, Breeders' Cup announced Thursday. Banke, Hancock, and Walden were re-elected as Directors.

Lyster, who was elected a Breeders' Cup Member in 2020, has been involved in the equine industry for his entire life. His family operates Ashview Farm. Lyster is a breeder, owner, farm operator, and consignor. He co-bred Breeders' Cup Champion Runhappy, and more recently co-bred GI Belmont S. first and second-place finishers, Mo Donegal and Nest. Lyster is a member of Keeneland's Advisory Board of Directors and has served as the President of both the Thoroughbred Club of America and the Consignors and Commercial Breeders Association.

“Gray's extraordinary background and expertise in many facets of the Thoroughbred industry will be a terrific asset to the Board,” said Banke, Breeders' Cup Chairman. “We look forward to his advice and recommendations in supporting and enhancing the World Championships and the safety and integrity of our sport.”

Previous Director Gavin Murphy's four-year term ends in 2022.

Bleecker Street May Put on a Show in Diana Stakes

Frankel’s Raclette Edges Ahead In Thrilling Malleret

Fresh off a confidence-boosting triumph in last month's Listed Prix Melisande at ParisLongchamp, Juddmonte's homebred 3-year-old filly Raclette (GB) (Frankel {GB}–Emollient, by Empire Maker) continued her resurgence with a narrow victory, back at the Bois de Boulogne venue, in Thursday's G2 Prix de Malleret (Prix Le Bonbon) to set the stakes action rolling on Bastille Day. The April-foaled bay debuted with a 'TDN Rising Star' display at Deauville last August, closing her juvenile campaign with another win at Chantilly in September, but was off the board in her first two starts this term. She ran eighth in April's G3 Prix de la Grotte and fourth in May's Listed Prix Finlande, regaining her winning thread last time, and was usurped in the betting market as the holiday crowd marked G3 Prix de Royaumont victrix Baiykara (Fr) (Zarak {Fr}) as the 4-5 pick. The eventual winner found a smooth rhythm stalking the tempo in second after the initial exchanges of the 12-furlong contest. Nudged along to challenge passing the quarter-mile marker, Raclette gained a slender advantage entering the final furlong and was ridden out to bravely hold the challenges on both sides for a career high. At the line, she was a head too good for the fast-closing Listed Prix de Thiberville winner Lastotchka (Fr) (Myboycharlie {Ire}), with Baiykara contributing to a thriller and finishing a short neck adrift in third.

“The Family will be delighted with this result,” commented Juddmonte's on-course representative after the win elevated the old guard of Andre Fabre and Olivier Peslier to a combined tally of 16 in the contest, Fabre extending his record haul to a round 10 and Peslier collecting a sixth edition. “Raclette is a smart filly and we have to congratulate Andre Fabre for the fantastic job he has done with this filly. Ever since she ran that first day, he always said the further she went the better she would be and all has gone as he predicted. We will see how she comes out of the race and Mr Fabre will discuss the future with the Family and [racing manager] Barry Mahon. There are plenty of opportunities for her both in France and abroad.”

The best foal of her four-time Grade I-winning dam Emollient, Raclette is a full-sister to the stakes-placed Licence (GB) (Frankel {GB}) and a half-sister to War Front filly Peace Charter (GB), who was second in the G3 Juvenile Fillies Sprint S. at Naas and third in the G2 Balanchine S. The 'TDN Rising Star's juvenile full-sister has been named Ardent and has yet to race. Emollient was barren to Quality Road last year and her 2022 Into Mischief foal died. She returned to Claiborne sire War Front this spring.

The Classic-placed Hofburg (Tapit) is under the second dam, while the third dam, Glia (A.P. Indy), is a daughter of the outstanding blue hen Coup de Genie (Mr. Prospector). Her black-type descendants are legion, with Group 1 winners Denebola (Storm Cat), Bago (Fr) (Nashwan) and Maxios (GB) part of her brood. The last two both found places at stud and currently make their homes in Japan and Ireland, respectively.
