With Ontario Extending Stay-at-Home Order, Woodbine Opening Up in the Air

The Ontario government announced earlier this week that a province-wide COVID-19-related lockdown has been extended to at least May 20, dashing hopes that Woodbine will be able to open for business any time soon. The meet was supposed to begin Apr. 17.

“There is a crisis right now in the Toronto area and we're right in the middle of it,” said Woodbine CEO Jim Lawson. “They are running out of intensive care beds and the numbers are not going down. The good news is that more vaccines are coming in May, which will help a lot. People keep asking me when we are going to open, and I tell them to remain optimistic, but people are getting tired of Jim Lawson telling them he is hopeful.”

On Friday, health officials in Ontario reported more than 4,500 new COVID-19 cases and another 34 deaths linked to the disease.

Though he is hoping the track will be permitted to operate after May 20, Lawson says he cannot be certain that Woodbine will be allowed to race on that date. If the COVID situation does not improve in Ontario, the lockdown could be extended again. Another possibility is that the lockdown will be lifted but the Toronto area will fall into the “gray zone” category, under which racing is still not permitted. The Woodbine meet was cut short last year, ending on Nov. 26 when Toronto was declared a gray zone area.

“If the province comes out of the stay-at-home order and goes back to the same restrictions we had previously, then horse racing would not be permitted,” Lawson said. “Gray is the most stringent color code. When they go back to the color-coded system, Toronto would likely fall into the gray zone, and that would be a problem for Woodbine Thoroughbreds.”

Since the track closed early last year, Lawson has been pleading Woodbine's case, arguing that it is hypocritical to allow the NHL, where the games are played indoors, to operate while horse racing, an outdoor sport, is not allowed. Lawson said he has had talks with the local health department and representatives of the province, but has not been given the answers he was looking for.

“I'm banging my head against the wall,” Lawson said.

After there was just one case of COVID-19 all last year at Woodbine, a recent outbreak has occurred on the backstretch. Woodbine confirmed last week that 15 people working in the stabling area have tested positive for COVID-19.

With so much uncertainty surrounding the meet, the fear is that a large number of horses will leave Woodbine in order to race in the U.S. and may not come back. Another concern is that trainers who had been planning to race at Woodbine will instead stay home. Lawson said that Graham Motion was planning to have a string at the track this year, but has informed the racing department that because of the shutdown he will not be coming.

Woodbine's leading trainer, Mark Casse, has shipped some horses to Woodbine, but fewer than he normally would have at this point.

“We have about 35, 40 horses there and normally we would have about 75,” Casse said. “We have stopped sending  horses up. There's been talk of maybe pulling some more horses out of there, which we probably will do. I could see us possibly sending a few to New York, but with a lot of the horses I have [at Woodbine], it's because they are Canadian-bred or owned.”

Woodbine Urges Workforce To Schedule COVID-19 Vaccinations

The Government of Ontario has now moved to Phase 2 of its COVID-19 Vaccine Distribution Plan which provides eligibility to essential frontline workers who cannot work from home, which includes agriculture and farm workers.

Moreover, the vaccination plan is also now prioritizing residents living in hot spots, which includes Woodbine Racetrack.  To see if you live in a hot spot, please click here.

We encourage everyone to please educate yourself on the vaccines and the vaccination roll-out plan.   By booking an appointment to become vaccinated now, you protect yourself, your family, our horse people communities, and our collective ability to conduct live racing without further interruptions due to COVID-19 outbreaks.

Once live racing resumes, continuing to race without further interruptions is dependent on limiting any spread of the virus throughout our industry. Whether in horse racing or other industries, vaccines are an important safety measure to further protect yourself and others from COVID-19. As mentioned on the Government of Ontario's website, “When a large percentage of the population becomes immune to COVID-19, the spread of the virus will slow down or stop.”

Horse people and racetracks throughout Ontario did a tremendous job of minimizing the on-site spread of COVID-19 in 2020. Together, with the aid of vaccines and by continuing to follow all safety measures, 2021 can be even safer so so horse people can continue to do what they love.

Live Horse Racing Shut Down In Ontario; Mohawk Park Suspended, Woodbine Opening In Question

Woodbine Entertainment has announced that live Standardbred racing at Woodbine Mohawk Park will be temporarily suspended following this Friday's (April 2) card due to the Government of Ontario imposing a province-wide “emergency brake” of COVID-19 restrictions, effective Saturday, April 3 at 12:01 a.m.

Live horse racing, without spectators, is not currently permitted during the Government of Ontario's 'emergency brake' shutdown, which will be in place in for a minimum of four weeks.

Woodbine Entertainment continues to engage in discussions with the Provincial Government and Halton Region regarding the request to continue safely operating live racing at Woodbine Mohawk Park during this shutdown or a lockdown situation.

As part of these discussions, Woodbine continues to demonstrate its commitment to safety through its industry-leading COVID-19 Prevention Protocols and a safety record that includes not a single case of on-site transmission of the virus at Woodbine Mohawk Park.

In a statement issued on Thursday afternoon Woodbine Entertainment CEO Jim Lawson indicated that while horse racing will pause on Saturday per provincial guidelines, local health authorities can give the green light for horse racing to resume in their region.

Live racing is schedule to be conducted Friday (April 2) prior to the shutdown. Post time is 7 p.m.

At Woodbine Racecourse, opening day is scheduled for April 17, 2021. The Woodbine backstretch is open and horses are able to train; it is afternoon racing which is currently restricted by the provincial government.

“We have made the argument all along that this is an outdoor activity and we wouldn't be allowing spectators,” Lawson said earlier this month. “Our risk profile in the afternoon is the same as our risk profile in the morning. We should be able to run.”

The Thoroughbred opener could go ahead as scheduled with approval from Toronto Public Health, according to The Battlefords News-Optimist.

“In the coming days, we will continue to discuss our request with Toronto Public Health,” Lawson wrote in a statement to horsemen. “As we head into the long weekend, I am cautiously optimistic about the situation.

“I do fully appreciate the need for a definitive answer so you can plan and prepare accordingly. Rest assured that we are doing everything we can do be able to start our season on time.”
