Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where. With the Horseracing Integrity and Safety Act (HISA) having gone into effect on July 1, the TDN will also post a roundup of the relevant HISA-related rulings from the same week.

Penalty: $500 fine
Violation: Out of competition medication violation
Explainer: Trainer Clifford Size Jr., who worked out the horse Aventapp at San Luis Rey Downs on December 3, 2022, is fined $500 and assessed one half (1/2) point in accordance with California Horse Racing Rule #1843.4 (Multiple Medication Violations – Expires 3/11/24) pursuant to California Horse Racing Board Rule #1887 (Trainer or Owner to Insure Condition of Horse) for violation of California Horse Racing Board Rule #1868 (Authorization Medication During Workouts) and Rule #1843.1 (b) (Prohibited Drug Substances – Phenylbutazone [Class 4]).

Penalty: $500 fine
Violation: Medication violation
Explainer: Trainer Peter Miller, who started the horse Midnight Majesty, that finished first in the second race on December 4, 2022, at Del Mar Race Track is fined $500 and assessed one half (1/2) point in accordance with California Horse Racing Rule #1843.4(a) (Multiple Medication Violations – Expires 3/16/24) pursuant to California Horse Racing Board Rule #1887(a) (Trainer or Owner to Insure Condition of Horse) for violation of California Horse Racing Board Rule #1843(a)(b)(d) (Medication, Drugs and Other Substances and Rule #1843.1(a) (Prohibited Drug Substances – Phenylbutazone [Class 4]).

Licensee: Armando Aguilar, jockey
Penalty: Three-day suspension
Violation: Careless riding
Explainer: Apprentice Jockey Armando Aguilar, who rode Gila in the second race at Santa Anita Park on March 12, 2023, is suspended for 3 racing days (March  24, 25 and 26, 2023) for failure to make the proper effort to maintain a straight course leaving the gate causing interference. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules – careless riding).

Explainer: Jockey Mr. Dylan Davis is hereby fined the sum of $2,000 for failing to put forth his best effort causing his horse ” Jokemeister a placing during the running of the 6th race at Aqueduct Racetrack on March 11, 2023.

NEW YORK

Licensee: Linda Rice, trainer

Penalty: $1,000 fine, 10-day suspension

Violation: Medication violation

Explainer: Having received a report from the NYS Gaming Commission Drug Equine Testing Laboratory of the finding of Phenylbutazone in the post-race sample taken from horse ” Winter Pool ” #(4) which raced at Aqueduct Racetrack in the

1st race and finished 1st on January 7th 2023. Trainer of record Linda Rice having been notified of the post-race findings and having waived her right to an appeal is hereby fined the sum of one thousand ($1,000) dollars and suspended 10 Calandar days effective February 20th 2023, through March 1st 2023 inclusive.

Furthermore, the Stewards order horse ” Winter Pool ” disqualified from any part of the purse and the purse redistributed as follows:

Every horse is denied the privilages of the grounds and shall not participate in pari-mutuel racing in New York State, that (a) is owned or trained by you, or by individuals who serves as your agent or employee during your suspension: or (b) for which you during your suspension are directly or indirectly with training, including any arrangements to care for, train, enter, race, invoice, collect fees or other payments, manage funds, employ or insure workers, provide advise or other information or otherwise assist with any aspect of the training of such horses.

Explainer: Owner Randy Rennon (dba Summer Knights Stables, Inc), having failed to comply with a Financial Agreement dated November 26, 2020, at Del Mar Race Track, is suspended for violation of California Horse Racing Board rule #1876 (Financial Responsibility – Farrier Kyle Baze $820.00). Suspension to commence on January 29, 2023.During the term of this suspension, all licenses and license privileges of Randy Rennon (dba Summer Knights Stables, Inc) are suspended and pursuant to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction.

Penalty: $1,000 fine
Violation: Excessive use of whip during training hours
Explainer: Trainer Rolando Quinonez is fined $1,000.00 for violation of California Horse Racing Board rules #1874 (Disorderly Conduct – excessive use of riding crop during training) and #1530 (Cases Not Covered by Rules and Regulations) at San Luis Rey Training Center on September 14, 2022. Furthermore, Rolando Quinonez must be evaluated by the Winners Foundation for anger management and comply with any recommendations made by Winners Foundation.

Rojas is hereby suspended 15 calendar days based on points accumulated for multiple violations. To be serve from Wednesday, February 1st, 2023 through and including Wednesday, February 15, 2023.”
