Monmouth Park Reports Gains In Average Daily Handle During Abbreviated Meet

Monmouth Park in Oceanport, N.J., showed increases in both the daily transmission of its signal and in total average handle compared to 2019 while also avoiding any cases of COVID-19 during the combined 44-day meet that concluded on Saturday.

Monmouth Park's average daily simulcast handle increased 27.09 percent to $3,604,413 daily compared to $2,836,148 last year. The overall average handle was up 20.81 percent to $3,807,082 daily compared to $3,151,201 last year.

“We are so grateful to everyone for supporting this extraordinary meet and, more specifically, the Governor's Office and the New Jersey Racing Commission for allowing us the ability not only to race, but to do so with fans,” said Dennis Drazin, Chairman and CEO of Darby Development LLC, operators of the racetrack.

“And once we were green lit for racing, the entire Monmouth Park staff worked tirelessly to ensure not just great racing, but a safe environment for everyone. We couldn't be more proud to report zero cases of COVID-19 over the course of our entire meet, and the credit goes to the horsemen and fans who not only followed the necessary guidelines, but collectively cooperated to ensure each person's safety.

“(Track Medical Director) Dr. Angelo Chinnici and his entire team deserve special recognition for their efforts and, literally, around the clock work. Our success this season is rooted in their dedication and Monmouth Park is better off because of Angelo.”

The Monmouth Park meet that ran from July 3 to Sept. 27 consisted of 36 racing days after one live card was lost due to weather. The Meadowlands-at-Monmouth in the month of October provided an additional eight days of racing after one was canceled to weather as well.

Last year's racing season was 68 days.

The track operated with attendance restrictions throughout the 2020 season under COVID-19 guidelines. Opening day was delayed from its original starting date of May 2 to July 3 due to the coronavirus, with racing calendar reduced from 56 days to 37 as a result.

During the abbreviated Meadowlands-at-Monmouth Park meet Jose Ferrer was the leading rider with 11 winners over the eight live racing cards. Wayne Potts topped the trainer standings with seven winners.

Trainer Kelly Breen, who captured his third Monmouth Park training title during the summer meet, ended the New Jersey racing season with a flourish by winning three races on Saturday's 11-race card, including two of the three Jersey-bred stake races.

Breen trainee Stay Smart, a daughter of Smart N Classy, won the $75,000 Smart N Classy Handicap while stablemate Royal Urn upset heavily-favored Golden Brown to capture the $75,000 Dan Horn Handicap.

Long-time New Jersey breeder and owner John Bowers bred and owns both winners.

Lil Miss Moppet ran her winning streak to four and improved to 4-for-4 at Monmouth Park with an easy victory in the $75,000 Pinot Grigio Stakes. Peter Miller trains the 4-year-old filly. She was one of three winners on the day for jockey Joe Bravo.

Thoroughbred racing is set to return to New Jersey next spring.

Delaware Stewards Suspend Trainer Gaffney Through Remainder Of The Year For Numerous Rule Violations

Stewards in Delaware have suspended trainer Hubert Gaffney through the end of 2020 and issued a $2,500 for conduct detrimental to racing last week. The Aug. 31 ruling cites a long list of Delaware Thoroughbred Racing Commission rules Gaffney allegedly violated, including entering/aiding in the entry of ineligible horses, assuming responsibility for horses not in a trainer's own active care, conduct/utterance which adversely affects public confidence in racing.

According to the ruling, Gaffney's license had been granted conditionally due to a prior violation.

“Mr. Gaffney will no longer be entitled to a license at Delaware Park,” the ruling read. “Hubert Gaffney is denied access to all grounds under the jurisdiction of the Delaware Thoroughbred Racing Commission.”

Sarah Crane, investigator and acting executive director for the commission, indicated Gaffney is appealing the ruling and therefore the commission could provide no additional details about the source of the alleged rule violations.

As reported here on Aug. 20, Gaffney's name came up in the course of an investigation by the Maryland Jockey Club (MJC) as its officials examined the activities of Wayne Potts. MJC determined Gaffney had been serving as a program trainer for Potts at several tracks where Potts was not permitted to participate.

MJC President Sal Sinatra Talks Cleaning Up Racing On TDN Writers’ Room

In a sport crying out for more strict, no-nonsense regulators and administrators, Maryland Jockey Club president Sal Sinatra fits the bill. Just in the past week and a half, Sinatra has made major waves in the industry, first by calling for the eventual end to claiming races at The Jockey Club Round Table and then by busting Wayne Potts for “paper training” for a banned trainer in Maryland. Wednesday, Sinatra joined the TDN Writers’ Room presented by Keeneland as the Green Group Guest of the Week to discuss an array of issues plaguing racing and the steps, big and small, that can be taken to clean up the game for good.

“When I see forged health certificates, when I have repeated claims for not paying bills, when there’s theft, when I’m watching horses race and return and run under others’ names, [situations] that everybody’s aware of, action should’ve been before it gets to my desk,” Sinatra said of the challenges he faces as a head regulator. “Unfortunately, since I’ve been in Maryland, [Potts] is the sixth person I’ve actually tossed. And I don’t know why I seem to be the only one doing it.”

Sinatra went on to say that one of the reasons cheating trainers aren’t more severely punished is that they fill races, a byproduct of there being too much racing on the whole in America and specifically too much cheap claiming races.

“Coming from the racing secretary side, we’ve got too many races,” he said. “Most of these [cheating] guys run their horses a lot. They help you when you call them. So they’re kind of racing office favorites, and the gray area becomes not so gray when you need the horse to make six or seven to fill the entries and close.”

Sinatra added that while racing is making strides in certain areas of correcting itself, there remains one more basic long-term problem it hasn’t addressed: the morality of its participants.

“We’re all trying to make a living. We’re trying to be proud. We’re trying to clean our image as best as we can,” he said. “We have to make ourselves look better. We’re trying with the breakdowns. We’re trying with the medications. But there’s a character flaw. There has become a real character issue. There’s people in the game right now that–I hate to say it–but they shouldn’t be around animals, let alone horses.”

Sinatra caused a stir when he suggested at the Round Table that America should move toward a future without claiming races. He expounded on how a transition to that future could look.

“For one, we have too many categories for horses to enter into,” he said. “You got non-two, non-three, non-four, one win in six months, two wins in six months. I think a ratings system reduces that, so if you put two horses at a rating of 80, maybe a horse that only has three wins runs against a horse with nine wins. You could hypothetically replace starter allowances with these ratings races. There may be a way of combining claiming and letting people who don’t want to lose their horse run their horse against like horses.”

Sinatra further lamented the lack of growth in the worth of claimers over the years, despite inflation and higher purses, leading inevitably to animal welfare issues.

“We’ve created this arena, and especially with the [revenue from] slots, we never valued the horse part of it. When I worked at Monmouth in the mid-80s, the last race was always a Jersey-bred nickel [claimer]. And today the bottom is a Jersey-bred nickel. We’re talking 35 years later. That horse has to be worth a little more than that. But we keep it low so people can get in the game, and then the poor horse gets chewed up. We have to fix it.”

Sinatra said that a lot of racing’s ills come back to the core issue that has been discussed at length on the Writers’ Room in the past: an oversupply of races that exists despite the realities of declining foal crops and horses who run less frequently overall.

“A lot of things got broken down over time because we have too much racing, there’s too many opportunities and we’re trying to fill all this stuff with no supply,” he said. “That’s really the biggest problem. A horse used to run eight or nine times a year. And you have the same amount of stalls that aren’t filled as much. You do the math. Most of the tracks now are propped up by slot machines. Companies can afford to lose $5-10 million on racing when they’re printing money across the parking lot. It’s not good for our sport. So we need to clean it up. We need to look at the whole model and reboot or it’s going to go away.”

NYRA Will Allow Potts To Continue Racing, Pending Regulatory Investigation

The New York Racing Association issued the following statement on Saturday afternoon concerning trainer Wayne Potts, who earlier this week was told by the Maryland Jockey Club to vacate his stalls at Laurel Park over allegations that he had started horses in his name that were being conditioned by Marcus Vitali at a private training center in New Jersey. Vitali's one-year suspension from Delaware Park stewards for interfering and impeding with an investigation recently ended.

Maryland Jockey Club president Sal Sinatra said the racing office at Laurel would not take entries from Potts and that his name was on a list at Charles Town, Parx Racing and Delaware Park and was not permitted to run horses at those facilities. The allegations by the Maryland Jockey Club were presented in a Paulick Report article published Aug. 20.

The NYRA statement reads:

Wayne Potts is a licensed trainer in the state of New York with full rights to participate in thoroughbred racing at tracks in the state. No regulatory body in any state or jurisdiction has acted against Potts in a way that would trigger a reciprocal suspension in New York. As such, the New York Racing Association, Inc. (NYRA) is presently accepting entries from Potts at NYRA tracks, including Saratoga Race Course.

“NYRA is aware of the allegations publicly leveled against Wayne Potts earlier this week,” said Martin Panza, NYRA SVP of Racing Operations. “These allegations must be thoroughly investigated and adjudicated by the relevant regulatory agencies in order to provide due process to this trainer or any trainer in question. NYRA will take additional actions only as warranted by the facts developed and presented by regulators.”

Prior to accepting any entry from Potts, NYRA reviews the individual circumstances and movements of the horse with heightened scrutiny to ensure that each horse is only under the direct care of Potts.

“Transparency and accountability for owners and trainers is critical for our sport,” said Joe Appelbaum, President of the New York Thoroughbred Horsemen's Association. “When the hard questions on integrity arise, it's imperative that we have full investigations and open hearings. This is how we develop confidence in the system.”

Potts is the trainer of three starters at the 2020 Saratoga summer meet including American Sailor, who was elevated to first in the Grade 3 Troy on August 8; Hoffenheim, who ran on August 19; and Our Destiny, who won a maiden special weight on Friday, August 21. Potts' lone additional NYRA starter in 2020 is Runabout, who finished second in a February 14 claiming race at Aqueduct Racetrack.
