TPA Installs New Officers for 2022-23

During the Turf Publicists of America award luncheon at the Global Symposium Tuesday, Dave Zenner and Tom LaMarra were re-elected as secretary-treasurer and vice-president, respectively, and Ryan Martin was elected as vice-president; his first time on the board.

Dave Zenner is a freelance publicist, a racing official at Hawthorne, and was the stakes coordinator at Arlington Park. Tom LaMarra holds a diverse set of positions including Communications Director for the Maryland Thoroughbred Horseman's Association, and Coordinator for the Mid-Atlantic Thoroughbred Championships. NYRA's Ryan Martin is a racing communications specialist. The new slate of officers was installed immediately and will serve a two-year term.

LaMarra, Zenner, and Martin join TPA President Wendy Davis and Vice-Presidents Najja Thompson, Kevin Kerstein, and Clare Crawford, each of whom was elected last year to serve for 2021-22.

NTRA-NHC Contest Workshop to Be Held at Racing Symposium

New research findings on contest player habits, case studies on the impact of contests at several racetracks, including Kentucky Downs and Hawthorne Race Course, and a perspective from a longtime contest player highlight the upcoming National Horseplayers Championship (NHC) Contest Workshop this coming Monday, Dec. 6. The workshop, which will be held in the Catalina Ballroom – Salon L, will begin at 3:00 p.m. MST, and is part of the 47th annual University of Arizona Global Symposium on Racing. Any registered symposium attendee will receive a $500 discount on the purchase of an NHC berth to be awarded at their organization's contest during the 2022 NHC Tour season.

RTIP Global Symposium to be Streamed Live

The 47th annual University of Arizona's Race Track Industry Program (RTIP) Global Symposium on Racing, to be held in Tucson Dec. 6-8, will be streamed live online for the first time. Roberts Communications Network (RCN) will make the live streaming package, which will include archived sessions of each panel, available for $195 on Racetrack Television Network (RTN), with all proceeds from the sales going back to the RTIP.

“We are thrilled to stream the symposium to a global audience for the first time,” said RTIP Chair Robert Hartman. “While there will be a huge turnout of industry attendees, we also understand that travel may not be possible for some, and felt it was important to make these panel sessions available to everyone. We are very appreciative of RCN's help in this endeavor and especially their generosity in donating all of the proceeds back to the program.”

The agenda for this year's symposium includes panels on and/or reports from the Horseracing Integrity and Safety Act (HISA), industry leaders sharing their three-year plan, ways to increase field size, seizing the fixed odds and sports betting opportunities, growing sponsorship revenue, and more.

TIF Wagering Insecurity, Part 2 – Intertwined

This is Part 2 of the Thoroughbred Idea Foundation's (TIF) series “Wagering Insecurity.”

   Faced with remarkable competitive pressure from the rise of legal sports betting, horse racing is at a crossroads. Confidence amongst horseplayers and horse owners is essential to the future sustainability of the sport. Efforts to improve the greater North American Thoroughbred industry will fall flat if its stakeholders fail to secure a foundation of integrity. Achieving this is growing increasingly difficult after the sport has neglected its core base–horseplayers–for decades. “Wagering Insecurity” details some of that neglect, and the need to embrace serious reform. Fortunately, there are examples across the racing world to follow.

Corruption resides at the intersection of significant financial gain and loose regulation. Purses boosted by subsidies from slots and other non-racing wagering present a robust opportunity for illicit activity but the sport's regulatory structure has not kept pace, either with other racing jurisdictions around the world or modern sports.

Jack Anderson, a leading global expert on sports integrity, was the keynote speaker at the University of Arizona's Global Symposium on Racing in 2018, presenting “Integrity in the World of Commercial Sport.”

Director of Sports Law at the University of Melbourne, he advises the Asian Racing Federation's Council on Anti-Illegal Betting and Related Financial Crime (ARFCAIB), whose work will also be referenced later in this series, and is a current member of both the World Athletics Disciplinary Tribunal and the International Tennis Federation's Ethics Commission, among other roles.

He spoke with TIF about the relationship between doping and other illegal activity to affect the outcomes of sporting events.

“Effective doping control is of course a vital element of the integrity objectives of a sport such as racing but it should not be the sole integrity concern and should not be seen in isolation.

“Doping in a sport such as racing is often intertwined with gambling interests, which in turn may be symptomatic of wider illicit or even criminal involvement in the sport.

“Studies commissioned by racing regulators in Great Britain and Australia noted an immediate concern with levels of criminality in the sport, attracted to the money and image laundering opportunities presented by the sport's long association with gambling.”
