Michael Taylor Named President of Turfway Park

Michael Taylor has been named President of Turfway Park and President of Newport Racing & Gaming. Taylor brings 20 years of gaming leadership experience in both regulatory and corporate roles, it was announced Tuesday. He has led a variety of operational teams including gaming, racing, food and beverage and security and has served on the opening teams for three gaming properties. As President, Taylor will be responsible for leading Turfway Park and Newport Gaming including compliance and regulatory requirements and the management of live and historical racing.
“I am incredibly excited to join the team in Northern Kentucky as we continue preparations leading up to Turfway's grand opening,” Taylor said. “I also look forward to developing strong relationships with the community and growing our team to continue building on the legacy of Turfway Park and our success in Newport.”

CALIFORNIA

Track: Santa Anita

Explainer: Owner Donald Palmer (DBA: Live Your Dream Racing), having failed to respond to written notice to appear before the Board of Stewards at Santa Anita Park on March 10, 2022, is suspended for violation of California Horse Racing Board rule #1547 (Failure to Appear) pending an appearance at a hearing before the Board of Stewards to answer to charges alleging violation of CHRB rule #1876 (Financial Responsibility- $2,000.93 to DVM John Araujo). Suspension to commence on March 18, 2022. During the term of this suspension, all licenses and license privileges of Donald Palmer are suspended and pursuit to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction.

Track: Santa Anita
Date: 03/12/2022
Licensee: Kyle Frey, jockey
Penalty: Four-day suspension
Explainer: Jockey Kyle Frey who rode MAGNIFICENT RIDE in the second race at Santa Anita Park on March 11, 2022, is suspended for FOUR (4) racing days (March 19, 20, 25 and 26, 2022) for failure to maintain a straight course in the backstretch and causing interference, which resulted in the disqualification of his mount from second to fifth place. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules-Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

KENTUCKY

Track: Turfway Park (for a medication violation that occurred at Churchill Downs)
Date: 03/12/2022
Licensee: Grant Forster, trainer
Penalty: 30-day suspension (15-days stayed) and $500 fine
Violation: Medication violation
Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission, and confirmed at Analytical Forensic Testing Laboratory, sample number E491165 taken from Epicurean, who finished sixth in the seventh race at Churchill Downs on November 26, 2021 contained Gabapentin in blood (Class 8). After waiving his right to a formal hearing before the Board of Stewards, Grant T. Forster is hereby suspended 30 days and fined $500. Due to mitigating circumstances (number of violations in relation to overall record), 15 days are to be served from March 28, 2022 through April 11, 2022 (inclusive). The remaining 15 days are stayed on the condition that no Class A or class 8 medication violation occurs in any racing jurisdiction within 365 days from the date of this ruling. EPICUREAN is disqualified and all purse money forfeited. Pari-mutuel wagering is not affected by this ruling. During his suspension, Mr. Forster is denied the privileges of all facilities under the jurisdiction of the Kentucky Horse Racing Commission. Entry of all horses owned or trained by Mr. Forster is denied pending transfer to persons acceptable to the stewards. Upon receipt of this ruling, it is required within thirty (30) days to pay any and all fines imposed to the Kentucky Horse Racing Commission. Failure to do so will subject the licensee to summary suspension of license pursuant to 810 KAR 3:020 Section 15 (cc).

Explainer: Jockey Abel Cedillo, who rode Dream Robber in the second race at Santa Anita Park on Feb. 18, 2022, is suspended for three racing days (Feb. 26, 27 & Mar. 4, 2022) for altering course without sufficient clearance shortly after the start and causing interference. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules – Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

Ruling #92 issued on May 15, 2021, at the Los Angeles Turf Club, Inc. is hereby set aside. Further Jose Luis Delgadillo shall remain on a testing agreement as long as he is licensed in California.

New York

Track: Aqueduct

Violation: Poor business practice leading to scratch
Explainer: Mr. Ralph D'Alessandro has been fined the sum of $500.00 for failing to tend to business in a proper manner necessitating a scratch in the first race at Aqueduct racetrack on Feb. 19, 2022.

Kentucky

Violation: Medication violation
Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission, and confirmed at University of California, Davis (Laboratory No: 210525-424136), sample number E427258 taken from Medina Spirit, who finished first in the 12th race at Churchill Downs on May 1, 2021, contained betamethasone in blood (Class C drug) (fourth medication violation in 365 days in any racing jurisdiction). After a formal hearing before the Board of Stewards Robert A. Baffert is hereby suspended 90 days, Mar. 8, 2022 through June 5, 2022 (inclusive) and fined seven thousand five hundred ($7,500) dollars. Medina Spirit is disqualified and all purse money forfeited. Pari-mutuel wagering is not affected by this ruling. During his suspension Mr. Baffert is denied the privileges of all facilities under the jurisdiction of the Kentucky Horse Racing Commission. Entry of all horses owned or trained by Mr. Baffert is denied pending transfer to persons acceptable to the stewards. Upon receipt of this ruling, it is required within thirty (30) days to pay any and all fines imposed to the Kentucky Horse Racing Commission. Failure to do so will subject the licensee to summary suspension of license pursuant to 810 KAR 3:020 Section 15 (cc).

Track: Turfway Park

Penalty: Disqualification and purse money forfeiture
Violation: Medication violation
Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission, and confirmed at University of California, Davis (Laboratory No: 210525-424136), sample number E427258 taken from Medina Spirit, who finished first in the 12th race at Churchill Downs on May 19 2021, contained betamethasone in blood (Class C drug). Amr F. Zedan was present at a formal hearing before the Board of Stewards. MEDINA SPIRIT is disqualified and all purse money forfeited. Pari-mutuel wagering is not affected by this ruling. All purse monies must be returned to the association. The purse of this race is ordered redistributed.

Constitutionlawyer Could Provide Uplifting Weekend For Ray Handal Barn

Trainer Ray Handal will be in search of his first graded stakes win when he saddles Perrine Time Thoroughbreds and West Paces Racing's Constitutionlawyer in Saturday's Grade 3, $250,000 Withers at Aqueduct Racetrack.
The Constitution colt enters the nine-furlong test for sophomores, which offers 10-4-2-1 Kentucky Derby qualifying points to the top-four finishers, from an impressive gate-to-wire maiden score under Dylan Davis in a race contested at the Withers distance over a muddy and sealed main track on Jan. 2 at the Big A.
The $170,000 Keeneland September Yearling Sale purchase kept good company in his first two outings, overcoming slow starts to finish fourth on debut traveling 1 1/16-miles at Belmont Park in a race won by eventual G2 Remsen winner Mo Donegal. He followed with a third-place effort on Dec. 2 at the Big A, finishing within 3 1/2-lengths of Jerome-winner and Withers rival Courvoisier.
Handal said he schooled Constitutionlawyer at the gate multiple times to prepare for his recent front-running triumph from post 1 and has followed that method into Saturday's test where the colt will again exit the inside post under new rider Jose Lezcano.
“I had really been schooling him. He missed the break in his first start and I thought it was just a young horse thing because he broke and then was a little hesitant,” Handal said. “In his second start, he did the same thing and was hesitant and got himself shuffled back. So, I did a lot of schooling with him and three days out from the race, I popped him out of the gate and broke him out and went one furlong with him as a refresher and he really sharpened up.
“Since the last race he's matured a lot mentally. He might have just been doing it on talent at the beginning, but after winning I think he's realized what his job is and the proverbial light has come on,” Handal added. “He's a little more aggressive in the morning and is willing to do whatever we ask him to. We're excited about Saturday but we drew the one post again, so I took him back to the gate yesterday and popped him out again to make sure he had his mind on racing and he came out real good.”
Handal said he expects a forward trip for Constitutionlawyer in an 11-horse Withers field that includes potential speed threats in the Chad Brown-trained Early Voting as well as Courvoisier.
“We need to come out of there running because I don't want to be getting caught in traffic from the one-hole in a big field going two turns. We'll use a little gas up early and see where the dust settles and go from there,” Handal said.
Although focused on preparing his Derby hopeful for Saturday's test, Handal noted his thoughts are with his longtime assistant Jose Mejia, who incurred multiple injuries during a training accident Sunday at Turfway Park.
Handal's traveling assistant was unseated from his mount who stumbled and landed on top of him, causing the 33-year-old Mejia to incur 10 broken ribs and four broken vertebrae.
Handal said Mejia has undergone surgery but currently has no feeling below his ribcage.
“He's a great guy and has given us so much. He's like a brother to me,” Handal said. “He's been with me since I started training about six years ago. He's the first rider I hired when I started. He's a tough guy and no matter what he's always going to be a part of the Handal racing team.”
In addition to assistance from The Jockey Club's Safety Net Foundation, a GoFundMe campaign has been launched to assist with Mejia's recovery. The GoFundMe page can be found at https://gofund.me/e7043f0a.
Handal said he is also forming plans with some of his owners for an online auction to raise further funds for Mejia.
“Jose has been so important to the barn and has put so much into the horses that race for us. It's good to see people coming together to help,” Handal said.
Handal will also be represented in Saturday's opening race – a seven-furlong sprint for state-bred sophomore fillies – by first-time starter Menily, who will exit post 3 under Jalon Samuel.
A dark bay daughter of Malibu Moon out of the Empire Maker mare Comme Chez Moi, Menily breezed in company with maiden winner Mischievous Diane on January 13, covering a half-mile over the Belmont dirt training track in 48.50 seconds.
“She's a big, rangy type of filly and she's shown a bit of talent in the morning,” Handal said. “I gave her a real strong one with Mischievous Diane, who broke her maiden pretty impressively. Mischievous Diane outworked her that day but she was only just outworking her, so it gives me confidence this filly will run pretty well.”
