Derma Sotogake Drills; Thursday Oaks Schedule Quickens

Three GI Kentucky Derby hopefuls, as well as a GI Kentucky Oaks potential entrant, worked Wednesday morning over a fast surface at Churchill Downs, the track said in a release on Wednesday.

Hiroyuki Asanuma's G2 UAE Derby winner Derma Sotogake (Jpn) (Mind Your Biscuits) drilled five furlongs in 1:01.40 and was partnered with Lion Race Horse Co. Ltd.'s Continuar (Jpn) (Drefong), who worked a half-mile in :50.

Shortly after those breezes during the 7:30-7:45 training window for Derby and Oaks horses, R.T. Racing Stable and Cypress Creek Equine's Sun Thunder (Into Mischief) worked a half-mile on his own in :48.60 with jockey Brian Hernandez Jr. aboard.

“He pretty much just clipped 12s the whole way around,” Hernandez said. “They added blinkers to him this morning, and that seems to make him want to go forward, and kind of get into things a little earlier than he did before the blinkers. He finished in 48 and 3 [-fifths], with a good gallop out.”

Richard Bahde's Taxed (Collected), the runner-up in the GIII Fantasy S. and No. 15 on the Road to the Kentucky Oaks leaderboard, worked a half-mile in :47.60 under jockey Rafael Bejarano.

Derma Sotogake and Continuar's Work

The pair of Japanese workmates drilled continuing through five furlongs, with Continuar completing a half-mile.

Breaking off at the half-mile pole, Continuar was 3 lengths in front under Kazunari Yoshida. By the head of the stretch, Derma Sotogake had drawn even under Masatoshi Segawa and was clear at the wire.

Fractions for Derma Sotogake were :25.80, :37.20, :48.60 and 1:01.40. Continuar was clocked in :13.40, :26.40, :50 and out five furlongs in 1:04.40.

Both horses will walk in the Quarantine Barn on Thursday.

Kate Hunter, the Japan Racing Association representative for the Kentucky Derby, said that both riders were happy with the works with Segawa pleased with the response in the stretch from Derma Sotogake.

Yoshito Yahagi, trainer of Continuar, is scheduled to arrive in Louisville on Monday with Hidetaka Otonashi, trainer of Derma Sotogake, due in the following day.

Thursday Schedule

One Derby work is scheduled for Thursday morning and that is Wild On Ice (Tapizar). Jockey Ken Tohill is flying to Louisville this afternoon and will be aboard for the work for trainer Joel Marr.

The Kentucky Oaks work schedule Thursday is much heavier with nine breezes slated.

Trainer Brad Cox is expected to work his trio of Wet Paint (Blame), Botanical (Medaglia d'Oro) and The Alys Look (Connect). Trainer Todd Pletcher has his duo of Gambling Girl (Dialed In) and Julia Shining (Curlin) scheduled to breeze along with Southlawn (Pioneerof the Nile) for Norm Casse, Flying Connection (Nyquist) for Todd Fincher, Wonder Wheel (Into Mischief) for Mark Casse and possibly Pretty Mischievous (Into Mischief) for Brendan Walsh.

Keeneland Apr. 30 Sale Adds Supplements

A total of 114 horses cataloged to Keeneland's April Selected Horses of Racing Age Sale, to be held Sunday, Apr. 30 at 4 p.m. (EST), includes 16 horses in the latest round of supplements, they said in a release on Wednesday.

Among those latest editions are Campton (Uncle Mo), Hibernacle (Hootenanny), Mamba Wamba (Ire) (Mehmas {Ire}) and Peaceful Waters (Dialed In).

Keeneland will accept approved supplemental entries to the April Sale until the sale date. A printed catalog for the 80 horses initially cataloged in the sale is available, along with a supplement.

Prior to the sale, from 2-4 p.m. (EST) in the Pavilion, patrons can enjoy complimentary hospitality, and the auction will be livestreamed on Keeneland.com.

HISA’s Medication Control Program Reportedly Delayed Again

The Horseracing Integrity and Safety Act (HISA) Authority's Anti-Doping and Medication Control (ADMC) program, which was expected to go into effect May 1 after twice having its start delayed this year, is reportedly now not going to be implemented for an additional three weeks, until May 22, according to comments made by Tom Chuckas at Tuesday's Pennsylvania Horse Racing Commission meeting.

TDN is attempting to confirm that news with the HISA Authority after hearing the new ADMC start date discussed at the meeting.

Chuckas, the director of Thoroughbred horse racing for the Pennsylvania Department of Agriculture, brought up the ADMC's latest delay during his monthly briefing to commissioners about HISA and the Horseracing Integrity and Welfare Unit (HIWU), which is the entity that will operate the ADMC.

“Relaunch was scheduled for May 1,” Chuckas said. “I was contacted [Apr. 21] by HIWU to be advised that based on the Triple Crown, based on multiple tracks opening, that May 1 would not be the launch date. It would be May 22.

“From a commission standpoint, the commission staff, the livestock workers, the vets, and assorted personnel are in place and will continue to do whatever is necessary to maintain Pennsylvania racing,” Chuckas said.

A HISA spokesperson did not respond to email and voicemail requests for an explanation prior to deadline for this story.

Initially, the ADMC program had a Jan. 1, 2023, start date. In mid-December 2002, that date got scrapped when the Federal Trade Commission (FTC) declined to approve the rules that would make the program operational, citing legal issues.

The HISA Authority then ramped up for an expected Mar. 27 start date after receiving FTC clearance. The ADMC went briefly into effect for four days, but on Mar. 31, a federal judge in Texas issued a 30-day injunction that suspended the program. That ruling is part of a long back-and-forth struggle between pro- and anti-HISA forces.

The order out of United States District Court, Northern District of Texas, Lubbock Division, was in response to a motion filed by the National Horsemen's Benevolent and Protective Association (NHBPA) arguing that the rule violated a provision of the Administrative Procedures Act (APA), which governs the process by which federal agencies develop and issue regulations.

But the court only addressed that 30-day rule required by the APA, and not the NHBPA's larger claims that HISA remains unconstitutional despite recently added clarifying language.

Back when the Mar. 31 order was issued, Lisa Lazarus, the HISA Authority's chief executive officer, said, “Obviously we're disappointed by the decision out of the Lubbock court, but it has to do with the FTC process; it's not strictly related to HISA. As a result, we're going to suspend operations for a few days, and get ready to go again on May 1, and hand it over back to the states to essentially run the programs….

“At this point, it's just 30 days, so we can plan for that, communicate that. So in weighing all the interests, we thought it was best to accept the decision, communicate it, plan for it and use this 30 days to continue to improve our processes. The ruling does make it clear that as of May 1,  we're operational again,” Lazarus said back on Mar. 31.

Arrogate Colt Brings $1.45M at OBS Spring Opener

A colt by champion Arrogate lit up the board with a $1.45 million final bid late in the opening session of the OBS Spring Sale in Ocala.

Signing the ticket on Hip 253 was agent Donato Lanni, accompanied by Hall of Fame trainer Bob Baffert, also the trainer of the deceased champion. Purchased on behalf of Amr Zedan, the colt breezed an eighth in :10 flat last Monday.

Consigned by Hartley/DeRenzo Thoroughbreds LLC, the juvenile is out of unraced Destine (War Front), the dam of SP Sunset Promise (Broken Vow). This represents the family of champion sprinter Smoke Glacken.
