Weekly Stewards And Commissions Rulings, Apr. 25-31

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

With the Horseracing Integrity and Safety Act (HISA) having gone into effect on July 1, 2022, the TDN will also post a roundup of the relevant HISA-related rulings from the same week.

California
Track: Santa Anita
Date: 04/28/2023
Licensee: Lisa Bernard, owner-trainer
Penalty: Suspended license
Violation: Failure to appear for hearing
Explainer: Owner/ Trainer Lisa Bernard, having failed to appear before the Board of Stewards at Santa Anita Park on April 18, 2023, to answer a complaint alleging violation of California Horse Racing Board Rule #1840 (Veterinary Practices and Treatments Restricted), Rule #1842.5 (Trainer to Maintain Medication Treatment Records) and Rule #1902 (Conduct Detrimental to Horse Racing) is suspended pursuant to California Horse Racing Board Rule #1547 (Failure to Appear).

Violation: Careless riding
Explainer: Mr. Dylan Davis having waived his right to an appeal is hereby suspended seven (7) Calandar days May 7th 2023,  through May 13th  2023,  inclusive. This for careless riding during the running of the 8th race at Aqueduct racetrack on April 22nd 2023.

Track: Aqueduct
Date: 04/30/2023
Licensee: Katherine Davis, jockey
Penalty: Three-day suspension
Violation: Careless riding
Explainer: Katherine Davis is hereby suspended three (3) NYRA racing days. This for careless riding during the running of the 8th race at Aqueduct racetrack on April 23rd 2023. Having appealed a stay has been granted.

NEW HISA STEWARDS RULINGS
The following rulings were reported on HISA's “rulings” portal, except for the voided claim rulings which were sent to the TDN directly. Some of these rulings are from prior weeks as they were not reported contemporaneously.

One important note: HISA's whip use limit is restricted to six strikes during a race.

Practical Move Scratched From Kentucky Derby

Leslie and Pierre Amestoy and Roger Beasley's Practical Move (Practical Joke) will be scratched from GI Kentucky Derby 149 due to an elevated temperature, according to trainer Tim Yakteen.

With the scratch of Practical Move, Albaugh Family Stables' Cyclone Mischief (Into Mischief), who is trained by Dale Romans, will draw into the field and break from the outside post 20, but his program number will remain the same as No. 21, Churchill Downs said in a release on Thursday afternoon.

“You have to be in it to win it,” Romans said by phone, who drew in after the defection. “I feel bad for Tim and all the connections. They have such a good horse. But I'm glad to be in the race. I think he's got a shot. Speed is dangerous and I think he's the speed of the race. I don't think the 20 hole will bother him because he'll come out of there running and get in good position in the first turn and, from there, we'll see what happens.” Cyclone Mischief's normal jockey, Joel Rosario, has already committed to Disarm (Gun Runner), and Romans said there had been no decision yet on a replacement. “We'll have to see who is available.”

All other horse's program numbers will also remain the same but those who were drawn outside Practical Move will break from one gate to their inside.

Princesa Celina Opens Up Belmont Meet With Debut Win

PRINCESA CELINA (f, 2, Quality Road–Lastofthsummerwine, by Sky Mesa) kept her trainer's momentum from the Keeneland spring meet rolling with an impressive performance to open Belmont's spring/summer meet. Bet like a sure thing at 1-5, the imposing bay broke alertly and chased outside of the early speed of Leslie's Loot (Fast Anna) through a quick quarter in :21.98. Kept under a hand ride by jockey Jose Ortiz, Princesa Celina easily maneuvered past her rival as they swung off the turn and opened up nicely down the lane while never really asked, winning by 6 1/2 lengths. Tickets On Sale Now For Breeders Cup ’23

Beginning Thursday, Breeders' Cup fans can secure their place at the 40th annual running of the international showcase, which will return Nov. 3-4 for the eleventh time to Santa Anita Park in Arcadia, California, the organization said in a release. Tickets can be purchased online or by calling the ticketing office at (859) 514-9428.

“Santa Anita Park is a special place for the Breeders' Cup, and we're excited to have fans join us in returning to this historic track for another incredible two days of international racing,” said Breeders' Cup President and CEO Drew Fleming. “We are thrilled to celebrate the 40th running of the World Championships at one of the world's most majestic and picturesque sports venues and are hard at work alongside our partners at Santa Anita to ensure that this year's running is the best and biggest yet.”

General admission prices start at $50 per person for Friday, Nov. 3, and $75 for Saturday, Nov. 4. Demand is expected to be high, so fans are encouraged to secure their tickets as soon as possible.
