Blacker Issues Statement, Accepts Responsibility For Not Following Rules Regarding Pre-Workout Exams

Trainer Dan Blacker, who has been charged by the California Horse Racing Board with failing to comply with regulations that require that a horse undergoes a veterinary exam within 72 hours of a workout and that the work is entered into a CHRB database, has issued a statement in which he said he takes “full responsibility” for not following the rules.

The issue came to light when an unraced Blacker-trainee named Animae (Speightstown) suffered a fatal injury after a July 1 workout at Santa Anita. The CHRB investigated and found that no pre-workout report on Animae had been filed within three days of the work and that veterinary reports were also not filed for two of three workouts by the filly prior to the July 1 work. The 2-year-old suffered a fatal musculoskeletal injury to her pelvis and vertebrae.

“During a horse-fatality investigation for the horse Animae,” the CHRB complaint read, “it was found the horse did not have an examination by his attending veterinarian entered into EquiTAPS database during the 72 hours immediately preceding an official workout. Three out of the four official workouts listed for Animae did not have a veterinarian exam listed, including the official workout when the horse suffered the fatality.”

Blacker wrote that Animae is the only horse under his care to suffer a fatal injury. He has been training since 2011.

After a  further investigation, the CHRB discovered that from Jan. 1, 2002, when the rule requiring horses to undergo a vet's inspection prior to a workout went into effect, to July 1, 2023, Blacker-trained horses worked 789 times but veterinary reports were not filed for 527 of those workouts.

On Saturday, Blacker posted a statement to his X account, writing that he had always been careful to make sure his horses were properly examined before working out.

“I want to make it clear that I am in contact with my veterinary team daily,” he wrote. “We jog up every horse, every day before they go to the track. The horses in training are thoroughly evaluated by myself, my team and my veterinarian on a daily basis.”

He wrote that after Animae broke down, he learned that his pre-work procedures did not comply with CHRB rules.

“Subsequently, I learned that our long-established procedures, while complying with Santa Anita workout rules were not always in line with the California Horse Racing Board rule regarding pre-workout inspection and reporting,” he wrote. “As soon as I was made aware, we immediately began to operate in compliance with the rule.”

Despite implying that he thought he was doing everything by the book, Blacker admitted that he now understands that he may have been in violation of CHRB rules.

“I take full responsibility for this matter and the consequences it will bring forth,” he said in the statement. “I stand firm in saying that all the horses in my program have always received the highest level of care.”

CHRB spokesman Mike Marten told the Paulick Report that the regulators have filed 18 complaints regarding workout and pre-race veterinary checks since the rule went into effect. According to Paulick, stewards have primarily opted to fine violators of the rule, with amounts ranging from $100 up to $1,000 for multiple violations.

Blacker, 41, has 120 career wins from 840 starters. His biggest win came in the 2021 GI Kilroe Mile S. with Hit The Road (More Than Ready).

According to the Daily Racing Form, a hearing into the Blacker matter was originally scheduled for Oct. 13 but has been postponed.

‘Rising Star’ First Mission Returns Victoriously at Keeneland

10th-Keeneland, $120,000, Alw (NW2$X), Opt. Clm ($80,000), 10-14, 3yo/up, 1 1/16m, 1:45.63, ft, neck.
FIRST MISSION (c, 3, Street Sense–Elude, by Medaglia d'Oro), making his first start since winning this track's GIII Lexington S. during the April meeting, validated 2-5 favoritism–if only just–to give Godolphin a sweep of the late Daily Double. Off alertly from the inside stall, the homebred allowed himself to be taken back to sit in the second flight of horses behind a pace that was slow to materialize. Up into third and remaining glued to the fence entering the far turn following a half-mile that was clocked in just :49.73, First Mission came under a Luis Saez ride with 2 1/2 furlongs to race, but was scrubbed on vigorously to pick up the bridle. Short of running room in upper stretch behind a wall of horses, First Mission was forced to come across the heels of several rivals to find daylight five off the rail with time ticking away and kicked home gamely to prevail. The homebred earned a 96 Beyer on Fair Grounds sprint debut Feb. 18, good for only second to 'Rising Star' Bishops Bay (Uncle Mo) before dusting rivals by 6 1/2 lengths to pick up his own 'Rising Star' laurels. After besting future GI Woody Stephens S. hero Arabian Lion (Justify) in the Lexington, First Mission was being pointed to a start in the GI Preakness S., but a left hind issue forced his withdrawal 36 hours prior to the race. A daughter of Argentinan champion Forty Marchanta (Arg) (Roar), Elude is bred on that same Medaglia d'Oro cross over Forty Niner mares that has resulted in the likes of Rachel Alexandra, Songbird and Elate, to name a few. The mare was purchased by Oussama Aboughazale's International Equities Holding for $105,000 infoal to Street Sense at Keeneland January in 2022 and that full-brother to First Mission was hammered down to Richard Santulli's Colts Neck Stable for $500,000 at Keeneland September last month. Guineas Winner Mawj Triumphant In QE II Challenge Cup

Flight delays kept one of Europe's leading jockeys, Oisin Murphy, from piloting Aspen Grove (Ire) (Justify) in last weekend's Woodbine's GI E. P. Taylor S. Thankfully for the connections of 'TDN Rising Star' Mawj (Ire) (Exceed and Excel {Aus}), he experienced no such issues this weekend–arriving in time to guide the G1 QIPCO 1000 Guineas S. winner to victory in Keeneland's GI Queen Elizabeth II Challenge Cup S.

Making her first start across the pond, the Irish-bred filly entered on a three-race win streak, having crossed the wire first in every start this calendar year culminating with her half-length win over Newmarket's straight mile in May's 1000 Guineas S. Despite being unraced since that spring effort, Mawj did little to dissuade the wagering public who dispatched her as the 6-5 favorite.

Away evenly, Mawj was guided out several paths off the rail over a turf course labeled as good and quickly had a neck in front of a pair of rivals to her inside passing the wire for the first time. Murphy left the rail open around the turn but guided his filly down in time to slam the door on Mission of Joy (Kitten's Joy) and gain a clear lead as the 3-year-old fillies began the backstretch run. 5-2 second choice Elusive Princess (Fr) (Martinborough {Jpn}) rated off the leader's heels in a group that stayed mostly intact through opening fractions in :23.26 and :47.72. Mawj maintained her advantage around the far turn but Elusive Princess made a run at her as the top flight straightened for the final furlong. Mission of Joy, undeterred and still with plenty of run, again made a move on the leader but was put away as the 'Rising Star' stretched out to secure the win over a fast-closing Lindy (Fr) (Le Havre {Ire}). The victory secured a historic 500th group win for trainer Godolphin trainer Saeed bin Suroor.

“Thank God,” said the winning trainer when asked about his result. “This is great (for me) to win 500 (grade and) group (races) and a Group 1 with the filly Mawj, a classic winner. To come to America, to Keeneland, to win is a great result for everybody.”

When asked about a next start in the either the GI FanDuel Breeders' Cup Mile against males or the GI Maker's Mark Breeders' Cup Filly and Mare Turf at 1 1/4 miles, Suroor said: “It looks to me she has plenty of speed as a miler and she made it today nine furlongs. But we'll see. The mile might be the best for her, sure, but I want to decide closer to the race.”

“(Trainer) Saeed (bin Suroor) was delighted with her work at home and he asked me to sit on her last week just before she flew (to the U.S.) and she felt brilliant,” added Murphy. “She felt back to her best. We did quite quick sections (fractions) in the first half of the race, but she is a superstar filly. She found plenty. She's got a great heart and mind. I'm delighted to win for (owner) Godolphin and Saeed here; it's his 500th group winner, so for me to ride it for him means the world.”

Purloin Brings Up a Century of Winners for Arrogate

PURLOIN (f, 2, Arrogate–Smooth Path, by Scat Daddy), a $200,000 Keeneland September yearling turned $400,000 OBS April breezer, was bet down to 6-5 favoritism in a race scratched down to just four entrants when it was washed onto the sloppy main track. Content to trail, but always in touch beneath Kendrick Carmouche, the gray filly raced two wide around the turn, came out and around rivals into the lane and pulled clear in the final eighth of a mile to open her account by 1 1/2 lengths at first asking and become the 100th individual winner for her late sire (by Unbridled's Song). Grantley Acres purchased the unraced Smooth Path, a half-sister to the ill-fated MSW Taraz (Into Mischief), for $160,000 with this filly in utero at the 2020 Fasig-Tipton November Sale. The mare's foal of 2022, a filly by Authentic, was a $250,000 purchase out of last year's FTKNOV sale and was hammered down to FMQ Stables for $400,000 at KEESEP last month.
