Turf Paradise Reschedules Opening Day

Turf Paradise has rescheduled its opening day to Friday, Nov. 27. Originally the 133-day live meet had been scheduled to run from Oct. 17-May 1, 2021. The new schedule will run from Nov. 27-May 1, for 110 live race days.

“We are hoping that by opening later the Coronavirus situation will settle down in Arizona,” said track general manager Vincent Francia. “Regardless we will have health protocols in place when the meet opens.”

Francia added, “We are working with AZHBPA president Bob Hutton as to a date when the horses can begin to arrive in the stable area.”

Cinco Charlie Gets First Winner at Belterra

Spendthrift Farm’s Cinco Charlie (Indian Charlie) was represented by his first winner Tuesday when Patricia and Daniel Yates’ Big On Big scored a hard-fought victory in his career debut.

Showing a mostly pedestrian local worktab until perking up with a five-furlong bullet in 1:02 4/5 (1/7) July 18, the dark bay took a late punch to be 28-5 at the off and led narrowly as the middle marker in a three-way pace duel through a sharp :22.40 quarter. Starting to find a bit of daylight past a :47.26 half, he repelled the challenge of Armada (Paynter) and kicked away past the eighth pole before holding sway from late-running longshot Brig (Midshipman) for a 1 1/2-length success. The winner has a yearling half-brother by Jimmy Creed named The Real Guy.

Cinco Charlie, a $190,000 OBS March purchase in 2014, captured the GIII Bashford Manor S. as a juvenile, added a pair of stakes wins and a runner-up finish in the GII Woody Stephens S. at three and annexed the Duncan F. Kenner S. at four. He stands for $5,000 at Spendthrift.

Owners May Attend Races at Del Mar

Starting Friday July 31, licensed owners with a horse entered may attend the races at Del Mar. Space is limited to two licensed owners per horse. No guests are permitted.

Up until now, licensed owners have only been allowed on track in the morning to watch workouts. The first come, first serve seating in the afternoons will be located in the same area in the clubhouse box seating. Owners will be required to email Mary Forney, Executive Director of TOC (mforney@toconline.com) to secure access, and reservations can be made up until 24 hours before race day. If a horse has more than two owners wishing to attend the races, TOC will do its best to accommodate if space is available.

Owners must show their license when entering the Del Mar Race Track and park in the designated area just outside the clubhouse. Owners will enter through the same area they have been using in the morning, adjacent to the clubhouse entrance. Owners will be required to be on the owner reservation list, provide their CHRB owners license, and undergo a full Covid-19 health screening including a temperature check. Masks will be required to be worn at all times, and owners must respect social distancing guidelines.

Owners will be required to remain in the clubhouse seating area the entire time and may not enter the paddock or the winners circle. Owners are still not permitted to access the backstretch. Any violation of this strict policy will result in a forfeiture of racetrack privileges.

“We appreciate that owners have been practicing social distancing, wearing masks, and creating a safe environment for all horsemen in the morning,” said TOC Chairman Nick Alexander. “Because that has been successful, we are now able to watch our horses in the afternoon. We recognize owners have been attending races in Northern California, Kentucky, and New York, and for some it has been frustrating having limited access to watch our thoroughbreds race in Southern California. Please continue to respect the new rules and guidelines so we can hopefully safely allow more members to attend the races.”

NY Commission Again Punts on Whip Rule Reform

For the third consecutive meeting over a seven-month span, the New York State Gaming Commission (NYSGC) Monday again declined to take up any discussion of whip rule reform. Possible changes to whipping rules were initially brought up at the NYSGC’s December 2019 meeting. Since that time, a number of other major racing jurisdictions–including California, Kentucky, Maryland and New Jersey–have all advanced changes in whip rules at the commission level that are designed to be more humane to horses.

Near the conclusion of the 14-minute teleconference meeting July 27, commissioner Peter Moschetti, who was acting as moderator at the request of chairman Barry Sample, cited the voluminous amount of material to review as the reason that the NYSGC needed more time before deliberating any changes to whipping.

“During the middle of the week, staff circulated a lengthy memorandum outlining the various national and regional changes and deliberations relative to the use of the crop,” Moschetti said. “Given the volume of the material circulated, and I think it’s a rather important issue, perhaps it’s best to defer substantive discussion until the August meeting, when we can get into the meat of the memorandum.”

Back in December, NYSGC staffers had been “directed to discuss the proposed California crop use proposal with the NYRA jockey colony and with other leading regulatory jurisdictions and report back at a future commission meeting.”

Despite that directive, whip use did not get brought up the next time the NYSGC met in February for a meeting that lasted six minutes.

At the May NYSGC tele-meeting, Moschetti cited “the length of today’s agenda” [32 minutes] as the reason that the topic of whip rule reform had to be pushed off until the July 27 meeting.

None of the four rule-making issues that the NYSGC did act upon during Monday’s meeting pertained to Thoroughbred racing.
