Delaware Thoroughbred Racing Commission Comes Out Against HISA

Citing lack of financial information outlined in its framework, the Delaware Thoroughbred Racing Commission (DTRC) unanimously voted Oct. 14 to oppose U.S. Senate Bill 4547, the Horseracing Integrity and Safety Act. The U.S. House of Representatives passed its version (HR 1754) Sept. 29 by a voice vote. The Delaware Harness Racing Commission (DHRC) has also come out in opposition of the pending legislation, claiming the bill is an “unnecessary burden that could be potentially harmful to the entire horseracing industry.”

According to a release, the DTHC claims that unknown costs will be “detrimental” to an industry where profit margins are slim to begin with and that the addition of an extra layer of governmental oversight will fuel an increase in costs.

The DTHC also says in its release that they believe that the governing body established by HISA would not necessarily include individuals with experience in Thoroughbred racing and the control of the drugs used in the business.

The DTHC points out that while they find the standardization of rules pertaining to drug use included in the new legislation to be “laudable,” they already follow the guidelines and standard testing rules of the Association of Racing Commissioners International (ARCI), rules that are adhered to by U.S. racing jurisdictions that account for 90% of the handle in the country.

Delk Joins St. Elias Stables

Monique Delk has been hired by St. Elias Stables to the newly created position of Executive Director of Racehorse Development, where she will be responsible for, among other things, identifying yearlings and horses of racing age for purchase and monitoring and advising on their development and race plans.

Delk previously worked with the late Jimmy Crupi at Crupi’s New Castle Farm for 10 years. Crupi was a long-time, trusted advisor for St. Elias Stables and Delk worked closely with Vinnie Viola’s operation during that time. Delk received her trainer’s license in 1987.

“After working closely with the Violas for a number of years while working with JJ Crupi,” Delk said. “I am honored and excited to be joining the St. Elias Stables team and utilizing the skills that Crupi taught me and look forward to working with the entire team and their exciting stable of racehorses. I worked closely with them at the recently completed September sales, and it feels like we picked up right where we previously left off.”

“Since Jimmy Crupi’s passing, there has been a huge hole in our team and, while no one can replace Jimmy, after working with Monique at the recent sales, it became clear to Teresa and me that we had the perfect candidate to join our team right in front of us,” Viola said. “Monique learned from the best in Jimmy and will really help advance and improve our stable. We are extremely fortunate to land such a talented horsewoman.”

McMahon of Saratoga Releases 2021 Stud Fees

McMahon of Saratoga’s 2021 roster is headed once again by Central Banker (Speightstown), whose fee was reduced from $7,500 to $6,000 LFS&N for 2021.

Solomini (Curlin), who will be standing his second year at stud in 2021, also had his fee cut from $6,5000 to $5,000 LFS&N. Redesdale (Speightstown) was decreased from $5,000 to $3,000 LFS&N.

“Recent months have been very hard for everyone involved in racing and breeding and we are reducing the fees for our stallions for the 2021 breeding season to reflect the challenges brought on by 2020,” Joe McMahon said. “We feel confident that the New York breeding program remains the strongest of its kind in the world and our goal is to offer the best valued and most attractive stallions outside of Kentucky. We hope these reduced fees help New York breeders through this difficult time and we look forward to working with our breeders in the coming months.”
