TOBA Names Officers and New Trustees to Board

The Thoroughbred Owners and Breeders Association re-elected Brant Laue as chairman of its Board of Trustees. Also joining Laue on the Board of Trustees to serve three-year terms as new members are Billy Koch, Braxton Lynch, and Francis Vanlangendonck.

Re-elected to three-year terms were current trustees Doug Cauthen, Marshall Gramm, Stephanie Hronis, Jason Loutsch, and David O'Farrell.

Officers named for 2022-2023 are: Laue, chairman, O'Farrell, vice-chairman, Dan Metzger, president; Doug Cauthen, secretary; and Garrett O'Rourke, treasurer.

The TOBA Board also approved the appointment of O'Farrell and reappointment of Barbara Banke to the American Graded Stakes Committee. The 2022-2023 committee is comprised of TOBA members Everett Dobson (chair), Banke, Craig Bernick, Walker Hancock, Laue and O'Farrell and racing officials Frank Gabriel (NYRA), Rick Hammerle (Oaklawn Park and Kentucky Downs), Ben Huffman (Churchill Downs and Keeneland), Chris Merz (Santa Anita Park), and Thomas Robbins (Del Mar).

HISA Changing Rule on Dirt Shoes

The Horseracing Integrity and Safety Authority will be implementing changes to HISA Rule 2276, which pertains to full outer rim shoes and toe grabs. The rule will not be enforced for horses racing on dirt that are shod with traction devices on their hind feet in the form of either a full outer rim shoe or a toe grab, both up to 4mm in height. All other provisions of the rule will remain the same and be enforced Aug. 1 as previously announced.

Click here to read the full HISA release, which states, “The concerns are that reduced traction will result in horses either slipping, falling, or otherwise being unable to firmly grip the track surface, with resulting injury to horses and their riders. In response to these concerns, the [Racetrack Safety] Committee invited a representative group of horsepersons including trainers, owners, a veterinarian, and a blacksmith to present their concerns to the Committee.”

The Thoroughbred Horsemen's Association was one of the organizations involved and they released a statement that included the following, “HISA is the law and it is in effect. Notwithstanding that there is ongoing litigation, we believe that it is our responsibility on behalf of our constituencies to engage with HISA as necessary to ensure that our horses are protected, our horsemen are treated fairly and responsibly, and that the integrity of racing is preserved.

The fact that horsemen are not represented on any HISA Committee is a missed opportunity that we believe needs to be corrected. In the meantime, we will continue to vigorously advocate for the best interests of the safety and welfare of the horse and the best interests of our horsemen. We continue to engage with HISA as the best way to serve our membership and the industry at large and this decision underscores their willingness to engage with us and make changes as necessary.

We thank the HISA Safety Committee for its willingness to consider and act on thoughtful input from those who can best provide it.”

Speakers and Itinerary Announced for TOBA Breeding Clinic

The Thoroughbred Owners and Breeders Association will be hosting a Breeding Clinic on June 3-4 in Lexington, Kentucky. Attendees will learn about a variety of topics pertaining to the breeding side of the Thoroughbred industry while visiting five central Kentucky farms and hearing from experts in the field.

The clinic will include tours of Godolphin's Stonerside Farm, Spendthrift Farm, WinStar Farm, Mt. Brilliant Farm, Hagyard Equine Medical Institute, and Summerwind Farm.

Topics and speakers at the Breeding Clinic include: Breeding For the Athletic Thoroughbred and Conformation in Foals, presented by Gerry Duffy, Stonerside and Raceland Farm Manager; Tour of Spendthrift Farm/Stallions and Breeding Procedures, presented by Ned Toffey, General Manager of Spendthrift Farm; Matings and Stallion Conformation, presented by David Hanley, General Manager of WinStar Farm; and more.

Speakers Announced for TOBA Seminar

The Thoroughbred Owners and Breeders Association is hosting an Ownership Seminar on Wednesday, May 4, at Churchill Downs in Louisville, Kentucky. Attendees will learn insights on different aspects of Thoroughbred ownership from industry professionals and enjoy a day of racing at Churchill Downs during the week of the Kentucky Derby. Topics include, but are not limited to, Thoroughbred veterinary care, aftercare, purchasing & managing of racehorses, equine insurance, and handicapping basics. Some of the speakers include trainer Kenny McPeek, Erin Halliwell of Thoroughbred Charities of America, and Dr. Russell Freeland, DVM, DACVS-LA from Hagyard.

The TOBA Ownership Seminar is aimed towards all levels of education – from prospective to new owners, to knowledgeable owners or industry professionals and enthusiasts looking to continue their education. The seminar is open to the general public, with a special discount for TOBA members. Meals, materials, access to racing in the afternoon, and a TOBA gift bag are included with registration.
