Apprentice Jockey Finley Marsh Banned Six Months For Gambling On Racing

The British Horseracing Authority has handed down a six-month ban to apprentice jockey Finley Marsh, reports The Mirror, after he admitted to wagering over £5,000 (about US$5,660) on horse racing.

Betway notified the BHA about Marsh's activity in March, and an investigation found the apprentice had placed wagers with other entities as well. He never withdrew any winnings from the 118 wagers he placed.

Marsh had already not ridden since November of 2020, after receiving a six-month ban for skipping out on a drug test after taking cocaine.

“This is a sad case of a young man who has grappled with an addiction,” said solicitor Rory Mac Neice.

“The rule which says jockeys must not bet on horseracing is an important and a critical one,” said Panel chairman Tim Charlton. “It wasn't in any shape or form calculated behaviour and that, to our thinking, seriously reduces the blameworthiness of your conduct. We wish you well for your continued work on dealing with your problem. We've been very impressed with the efforts you've made.”

Marsh's suspension will end May 17, 2022, and he was given permission for the intervening months to exercise horses in the yard of trainer Richard Hughes, who gave a character reference at the disciplinary hearing.

Delaware Commission Upholds Disqualification Of Dream Marie Over Amicar Positive

The disqualification of Dream Marie from the Obeah Stakes was upheld by a 3-2 vote of the Delaware Thoroughbred Racing Commission during its Nov. 17 meeting, reports The Racing Biz. The Matthew Williams trainee was disqualified from her June 9 victory after testing positive for Aminocaproic acid, or Amicar, which is not allowed in any amount on race day.

Aminocaproic acid is a “Class 4” drug that calls for a “Class C” penalty on the Association of Racing Commissioners International's Uniform Classification Guideline of Foreign Substances and Recommended Penalties.

Williams' legal team contended that the trainer administered Amicar a week out from the race for a workout, and that the amount remaining on race day was too small to have a pharmacological effect. There is no recommended withdrawal time for Amicar.

In addition, the team suggested that the recent dismissal of multiple Amicar rulings in Maryland should play into the Delaware Commission's decision.

Commissioner Henry Decker proposed a “hybrid solution” that would allow Dream Marie to retain her win but redistribute part of the purse money to the other finishers. Chairman Duncan Patterson argued that the “a positive is a positive is a positive,” and that the stewards had been fair.

The Delaware Commission narrowly voted (3-2) to uphold the stewards' decision to disqualify Dream Marie and not to fine Williams.

CHRB: Balch Building Accident Prevention Task Force, Breeders’ Cup Investigation Ongoing

The California Horse Racing Board conducted a meeting by teleconference on Wednesday, Nov. 17. The public participated by dialing into the teleconference and/or listening through the audio webcast link on the CHRB website. Chairman Gregory Ferraro chaired the meeting, joined by Commissioners Dennis Alfieri, Brenda Washington Davis, Wendy Mitchell, and Alex Solis.

In brief:

· Alan Balch, the executive with California Thoroughbred Trainers who is spearheading the formation of a broadly based industry committee designed to develop regulations and procedures to further decrease equine injuries, reported there is widespread interest among all elements of California horse racing. He said the full committee and the smaller steering committee are in the process of being formed. Balch promised to give the Board reports every one or two months.

“I hope to have something very concrete by February,” he added.

· The Board approved two license applications for racing at Los Alamitos. The traditional night Quarter Horse meet conducted by the Los Alamitos Quarter Horse Racing Association will open Dec. 26, 2021, and run through Dec. 18, 2022. More immediately, a short, daytime Thoroughbred meet conducted by the Los Alamitos Horse Racing Association will run from Dec. 3 through Dec. 12.

· Pertaining to those two meets at Los Alamitos, the Board approved agreements between the meet operators and the horsemen's groups for those two breeds allowing the racing secretaries to set entry conditions limiting certain medications and procedures.

· The Board approved the license application for Watch and Wager LLC to conduct a harness meet at Cal Expo that will open Dec. 26, 2021, and run through May 1, 2022. General Manager Chris Schick said they will offer an expanded stakes schedule for this meet.

· The Board approved an amended license for NYRAbets, LLC, to provide Advance Deposit Wagering services, necessary because of a partial ownership change. NYRAbets President Tony Allevato reported that Fox Sports has acquired a minority interest of 25 percent in the company.

· CHRB Executive Director Scott Chaney reported on the Breeders' Cup that was run at Del Mar on Friday, Nov. 5, and Saturday, Nov. 6.

“Much of the press has centered on a premature scratch in the Juvenile Turf race, which was the last race on Friday's card,” said Chaney. “The CHRB is conducting an investigation, which will determine whether any regulations were violated and will offer suggestions with respect to how such mistakes can be avoided in the future. I also expect to convene a meeting of the Parimutuel Committee to determine if our rules relating to wagering can be improved or updated.

“On a more positive note, the Breeders' Cup achieved another record handle, which seems to be the case when it comes to California, but more importantly all races on both days, including undercard races, were conducted without Lasix or any other medication, and were completed without significant injury. Our restrictive crop rule was also in effect for the event, as it is on every racing day in California.”

Indiana Gaming Commission Selects Churchill Downs, Inc. To Build Casino In Indiana

Churchill Downs Incorporated announced Thursday that the Indiana Gaming Commission selected the Company's application for a casino owner's license to develop the Queen of Terre Haute Casino Resort in Vigo County, Indiana. The IGC unanimously voted to grant CDITH the sole Certificate of Suitability following a competitive proposal process that included applications from three other bidders.

“We are thrilled for this opportunity and honored for the trust that the Indiana Gaming Commission has placed in CDI and our plan to bring a true destination casino resort to West Central Indiana,” said Bill Carstanjen, Chief Executive Officer of CDI.

CDI's plan includes a $240 million investment that will feature 1,000 slot machines, 50 table games, a 125-room luxury hotel, a state-of-the-art TwinSpires Sportsbook and several food & beverage offerings. The concepts and design features for the approximately 400,000-square-foot Queen of Terre Haute development will reflect the unique heritage of Vigo County and the surrounding region.

“In the days ahead, we look forward to continuing our collaboration with local officials in Vigo County and the Indiana Gaming Commission as we work to turn our vision for the Queen of Terre Haute into a reality,” said Jason Sauer, Senior Vice President of Corporate Development for CDI.

The IGC will officially award CDITH the casino owner's license to operate an inland casino in Vigo County upon the final affirmation of the pending nonrenewal of the prior license holder.
