NTRA Opens Office In Washington, D.C.

The National Thoroughbred Racing Association (NTRA) officially opened its Washington, D.C. office on June 1, 2022. NTRA's new presence in Washington, D.C., in conjunction with the hiring of President and CEO, former Congressman Tom Rooney, will increase the Association's federal presence and advocacy efforts.

“I've been hired and tasked to go to Washington and be the voice of the Thoroughbred racing industry to our nation's policy makers,” said President and CEO Tom Rooney. “Having spent a decade in Congress, I know how Washington works. The biggest part of that is by showing up and being in person. By opening this office, we'll be able to spend lots of time on the Hill, advocating for the industry, and making the voice of horse racing heard in Washington.”

Situated a stone's throw from Capitol Hill, the NTRA office will be fully staffed and open for visitors. Rooney and newly hired Washington, D.C. based staff will be available to the Thoroughbred racing constituency.

ABOUT NTRA PRESIDENT AND CEO TOM ROONEY

Tom Rooney served the people of Florida in the U.S. House of Representatives from 2009 to 2019, focusing primarily on economic, agricultural, national security, and military issues. Prior to serving in Congress, Rooney served with the U.S. Army as a lawyer in the JAG Corps. During his tenure, he was Special Assistant U.S Attorney at Fort Hood, Texas, prosecuting all civilian crimes on post in the 1st Cavalry Division. After completing active duty with the rank of Captain, Rooney taught constitutional and criminal law at the U.S. Military Academy at West Point, New York. He received his J.D. from the University of Miami School of Law and became a member of the Florida Bar in 1999. He also has an M.A. in Political Science from the University of Florida. Rooney played football for Syracuse University and Washington & Jefferson College, where he earned a B.A. in English Literature. Rooney is married to Tara and they have three sons.

ARCI’s New Sports Betting Bureau To Meet During Council Of Gaming State Legislators Confab In Boston

Three major organizations of gaming professionals will co-locate with the National Council of Legislators from Gaming States (NCLGS) at its summer meeting July 7-10 at the Westin Copley Place in Boston, Mass.

  • The GLI Regulators Seminar 2022 will be held from 1-5 p.m. ET on July 7 and is open to GLI event registrants. Attendees are also invited to the NCLGS Kickoff Reception at 5 p.m. that day.
  • The International Masters of Gaming Law (IMGL) will hold two Masterclasses on July 9 – one on federal and state taxation of gambling activity, and the other on the relationship between online gaming and cryptocurrencies. Both classes are open to NCLGS registrants.
  • The Association of Racing Commissioners International (ARCI) will hold its initial organizational meeting for its newly formed Sports Betting Regulators Association (SBRA) at 1 p.m. on July 10. The group's goal is to address the needs of a growing number of state agencies assigned responsibility for the regulation of sports betting in their jurisdictions. There is no cost for registration for the SBRA meeting.

The NCLGS semiannual meetings are the only gaming conferences where the legislative decision-makers meet. This unprecedented level of co-location for major organizations underscores the importance of NCLGS as a central meeting place where professionals can meet and discuss best practices in gaming law and regulation.

The NCLGS meetings attract legislators, regulators, operators, suppliers, attorneys, lobbyists, media, and other stakeholders to discuss all aspects of regulated gaming. More than 36 legislators from 20 states and Puerto Rico will be among the more than 250 expected attendees at the summer meeting.

New York-Sired Bonus Program To Enhance Purses For Owners At NYRA Tracks

The New York Thoroughbred Breeders, Inc. (NYTB) in conjunction with the New York Racing Association, Inc. (NYRA), New York Thoroughbred Horsemen's Association, Inc. (NYTHA) and the New York State Thoroughbred Breeding & Development Fund (The Fund) announced a lucrative new purse enhancement for owners of New York Stallion-sired New York-breds competing on the NYRA circuit.

Effective immediately, the New York-Sired Bonus will provide an additional $5,000 to the winning owner of a New York-sired New York-bred who finishes first in all open company and New York-bred restricted maiden special weight, allowance, and allowance optional claiming races. The bonus does not apply to horses entered for a claiming tag.

“This agreement, coupled with the updated residency requirements for mares, ensures the best incentives and opportunities for all who participate in the New York-bred program,” said Najja Thompson, NYTB executive director. “As we enter the heart of the racing season, there is no better time to get involved in the New York-bred program.”

The New York-Sired Bonus program is funded through the NYRA Purse Account and will be awarded retroactively for qualifying winners dating back to Nov. 18, 2021. NYRA will begin processing and paying out retroactive awards in the coming weeks. Moving forward, bonus payments will be made in the month following the qualifying win.

“The marketplace for New York-breds is extremely strong, and NYRA is pleased to support initiatives designed to fuel the continued growth of the breeding industry throughout New York,” said Dave O'Rourke, NYRA president & CEO. “Beyond their continued success on the racetrack, the New York-bred program generates jobs and positive economic impact in every corner of the state.”

Designed to further incentivize participation in the growing New York-bred program, the New York-sired bonus will remain in place at all subsequent NYRA race meets. The bonus aligns with the residency rules concerning mares purchased at public auction established by the New York State Thoroughbred Breeding and Development Fund in 2020.

NYRA offers some of the richest overnight purses of any jurisdiction in the country, with open maiden special weight races at $90,000; New York-bred maiden special weight races at $75,000; New York-bred non-winners of two at $85,000 and New York-bred non-winners of one at $80,000.

“This bonus is an innovative way to incentivize owners of New York-Sired horses to race at our NYRA tracks,” said Joe Appelbaum, NYTHA president. “Moreover, it strengthens New York's thoroughbred ecosystem by rewarding those who purchase New York-Sired horses with the ambition to compete in both our state-bred and open conditions. We are happy to work with NYTB, NYRA, and the Fund to get this accomplished.”

“The New York-Sired bonus is a result of working with our partners and fellow stakeholders in New York racing and the New York-bred program,” said Tracy Egan, executive director of the Fund. “The bonus will have a direct benefit to participants in the New York breeding and racing programs starting with owners of New York-sired horses.”
