Harness Trainer Found Dosing Horse On Race Day Suspended Through March 2024

Harness racing trainer Santiago Porfilio has been issued a total of six rulings by the Pennsylvania State Horse Racing Commission thus far in 2022, the cumulative result of which is fines equaling $12,000 and a suspension that will last through March 16, 2024. The most egregious of his penalties stem from being caught dosing a horse on race day and continuing to race horses while under summary suspension.

According to the UStrottingnews.com's Fines and Suspensions Bulletin for the week of Aug. 5 through Aug. 11, Porfilio withdrew his appeals against all six rulings on Aug. 5. He will be required to pay all relevant fines by Aug. 15, 2022, and will wind up serving nearly two years worth of suspensions, through March 16, 2024.

On Jan. 27, 2022, the Porfilio-trained Vector finished first at the Meadows and later tested positive for Dexamethasone, a Class 4 drug at a level of 2772.5 picograms per milliliter. Vector was disqualified from that victory, and Porfilio was fined $1,000. 

On Jan. 28, 2022, Porfilio's trainee Humboldt finished fifth at the Meadows and later tested positive for Dexamethasone, a Class 4 drug at a level of 1927.5 picograms per milliliter. Humboldt was disqualified, Porfilio was fined $1,500, and the trainer was suspended 15 days which were served from March 19, 2022, through and including April 2, 2022.

On Feb. 2, 2022, the Porfilio-trained Rollin Withholly A finished first at the Meadows and later tested positive for Dexamethasone, a Class 4 drug at a level of 588.3 picograms per milliliter. Rollin Withholly A was disqualified, and Porfilio was fined $2,500 and given a 30-day suspension which was served from April 3, 2022, through and including May 2, 2022.

On Feb. 17, 2022, commission investigators searched Porfilio's tack room at the Meadows. They found numerous bottles and tubs of drugs that did not have prescriptions. These drugs included, but are not limited to, Clenbuterol, Regu-Mate, SMZ tablets, along with a syringe capable of accepting a needle. During a hearing conducted on March 3, 2022 in the Judges' office at the Meadows, Porfilio admitted that all the items found during the search belong to him. Porfilio was fined $1,000 and issued a 45-day suspension, which was served from May 3, 2022, through and including June 16, 2022.

On March 10, 2022, commission investigators observed Porfilio administrating an unknown substance to the horse She'sonehotwriter, who was in to go in race 7 that day at the Meadows. The horse was scratched. The unknown substance and a 60cc dose syringe were seized by commission investigators and found to contain Benzoic acid, Bicarbonate, DL-Lactic Acid, Methansulfonic Acid, Palmitic Acid, and Saccharin. Porfilio was fined $5,000 and suspended a full 365 days, which began on June 17, 2022, and is scheduled to continue through and including June 16, 2023.

Though Porfilio was issued a summary suspension on March 11, 2022, beginning that day, he proceeded to race two horses at Miami Valley Raceway on March 13, 2022. For this violation of commisison rules, Porfilio was fined $1,000 and issued a second 365-day suspension. After dropping all his appeals, Porfilio's final suspension was reduced to 274 days, running from June 17, 2023, through and including March 16, 2024.

Harnessracingupdate.com indicates that Porfilio was born in Buenos Aires where his father and grandfather had made their name as top-level harness trainers. The family moved to the United States when Porfilio was 4 years old, and he eventually launched his own training career in 2019.

NYRA Entity Buys 49 Percent Stake In United Tote From Churchill Downs

Churchill Downs Incorporated (Nasdaq: CHDN) announced on Thursday that it has entered into an agreement to sell 49 percent of United Tote Company, a wholly-owned subsidiary of CDI, to NYRA Content Management Solutions, LLC, a subsidiary of the New York Racing Association, Inc.

NYRA is a not-for-profit corporation that operates the three largest Thoroughbred horse racing tracks in the state of New York – Aqueduct Racetrack in South Ozone Park, Queens; Belmont Park in Elmont; and Saratoga Race Course in Saratoga Springs.

The transaction is subject to usual and customary closing conditions, including applicable regulatory notices and approvals, and is expected to close by the end of 2022. As part of the agreement, the United Tote pari-mutuel settlements business will be excluded and will remain with CDI.

CDI and NYRA intend to work together to create and provide a comprehensive and efficient industry-leading pari-mutuel solution through United Tote that will expedite the expansion of horse racing seamlessly onto sports wagering platforms to reach new customers. Pending the appropriate regulatory approvals, NYRA will transition its pari-mutuel wager processing to United Tote in 2023 under a separate agreement.

Additional Streaming Options Made Available For Sunday’s Jockey Club Round Table Conferenc

The Jockey Club's Annual Round Table Conference on Matters Pertaining to Racing, scheduled for Sunday, August 14, at 10 a.m. ET, will be available via livestream on multiple media and industry outlets. These options will be in addition to jockeyclub.com and The Jockey Club's Facebook page, facebook.com/USJockeyClub.

The conference, which is being held at the Saratoga Springs City Center in Saratoga Springs, New York, will be available via BloodHorse, Daily Racing Form, National Thoroughbred Racing Association, New York Racing Association, Paulick Report, Thoroughbred Daily News, Thoroughbred Racing Commentary, and TVG. In addition, Roberts Communications Network is making the feed available on RTN.tv as well as to racetracks, OTBs, and ADWs.

A video replay of the Round Table Conference and an official transcript of the proceedings will be available on The Jockey Club website following the conference. The conference is expected to last approximately two hours.

Louisiana Downs Opts To Delay Return Of Super Derby Until 2023

With support of the horsemen, Louisiana Downs has decided to postpone the return of Super Derby until 2023. This move will allow the track to realize the benefit of adding revenue from the Historical Horse Racing machines, the additional Off Track Betting locations, and sportsbook that will contribute to the purse structure. Additionally, Louisiana Downs is adding over one hundred new slot machines to the casino floor which will increase slot revenue, therefore enhancing future purse structure.

“We truly want to position this special race to be nationally recognized and better support our local horsemen who support our track by choosing to race here,” Louisiana Downs said in a statement. “We want to highlight Louisiana Downs in the best way possible and ensure we can provide a unique experience to guests whether it be for the first time or for a return visit… We want to make sure we are putting Louisiana Downs in the best possible position for growth, which is why postponing this event is the best decision at this time.

Shane Wilson, current Louisiana Downs meet Leading Trainer, said: “All the horsemen here are for the postponing of the Super Derby. With the current purse cuts for the remainder of the season we feel giving $300,000 to one day of racing doesn't support the local horsemen who are here every week. Let's give the new slots, the HHR machines, and the OTB locations time to produce purse revenue which supports hosting a large race like Super Derby. Postponing the event until next year is what is in the best interest of the horsemen and the property.”

Ron Faucheux, Thoroughbred Horse trainer and LAHBPA Board Member, said: “I think this is definitely the right decision to postpone the event given the current purse structure. With the different forms of gaming, which will increase purses in the future, this is a great long-term event to have, just definitely not this year. Bottom line is I am excited about the future at Louisiana Downs with Kevin and Matt and better Louisiana racing overall. This is very exciting from a horsemen's standpoint.”

Matt Crawford, Louisiana Downs Racing Secretary, said: “I came to Louisiana Downs in the middle of July and with figures from accounting we decided to lower the overnight purse distribution for our 5th condition book with all intentions of getting back up for the last condition book in September. That being said, my recommendation was to not run Super Derby this season. We have serious plans to bring back our premier race in 2023 with hopes of attracting an outstanding field for the race.”

Kevin Preston, Louisiana Downs President, said: “While we were excited to potentially bring the Super Derby back this year we simply feel it's not in the best interest of the property or horseman at this time. We value our relationship with the horseman and have been working hard to bring this property back to its iconic status. Ultimately, the closing of our acquisition simply did not allow us enough time to truly set Louisiana Downs apart and put us on the map from a timing perspective with the Super Derby. Over the course of the last 7 months, we've been able to make significant improvements to our infrastructure as well as improve various areas on both the backside and frontside of our property. We are gearing up to open our Mound OTB with new HHR machines on Aug. 18 and have submitted locations to the Racing Commission for additional locations. Additionally, we've added new slot machines to our gaming floor which will significantly help with slot revenues and we continue to add games weekly. Finally, we will begin construction on new restaurant offerings next week that will enhance our customer experiences. With all those things said, we feel the property will be in a much better situation next year when the HHR, Sportsbook, and OTB revenues truly kick in which will significantly add to our purse structure not to mention our restaurant offerings and continued improvements to the property which will truly put Louisiana Downs in the spotlight and in a much better position for great things ahead.”
