‘Flaw In The System’: Under HISA Whip Rule, One Extra Strike Costs Drafted’s Owners $26,000

Drafted has been disqualified from the purse earnings from his fifth-place finish in Saturday's Grade 1 Forego Stakes, according to the Daily Racing Form. The disqualification, worth $26,000 to Drafted's ownership group, stems from the whip rule put in place Horseracing Integrity and Safety Authority.

New York Racing Association steward Brook Hawkins told DRF that jockey Luis Rodriguez-Castro used his whip 10 times aboard Drafted during the running of the Forego. The rider was fined $500 and suspended three days for misuse of the whip.

Had Rodriguez-Castro used the whip nine times instead of 10, Drafted would not have been disqualified from purse money. The limit under HISA rules is six strikes; for one to three strikes over the limit, riders are given a one-day suspension, a $250 fine, and there is no loss of purse money.

Owners Kevin Hilbert, Thomas O'Keefe, Dublin Fjord Stables, and Racepoint Stables have 10 days to appeal the decision. Trainer David Duggan said the owners are still discussing their options.

“It's like being caught on camera speeding,” Duggan told DRF. “It shows there's a flaw in the system. He popped him three times quick. It's not like he was trying to beat up the horse. I don't think he abused the horse by no means.”

Pimlico To Host College Day At The Races On Sept. 18

Pre-registrations are being accepted for the Maryland Jockey Club's College Day at the Races to be held Sunday, Sept. 18 at historic Pimlico Race Course.

Students are encouraged to sign up for the unique opportunity to experience a day of live racing, music, food, and a chance to win $10,000 in scholarship money.

A total of 10 prizes will be awarded of $1,000 each throughout the day. The event will run from noon to 6 p.m.

To be eligible for a chance to win, students must pre-register by showing valid college/university ID and photo ID. Students who have yet to obtain a school ID may show proof of admission.

Following pre-registration, students must check in on-site between 12:30 and 2:30 p.m. the day of the event. Once completed, each student will receive a betting voucher.

Winners will be announced throughout the day and invited to have their photo taken in the winner's circle after each race.

HISA Establishes Horsemen’s Advisory Group To Expand Ongoing Collaboration

As promised in remarks made by HISA CEO Lisa Lazarus during the Aug. 14 Jockey Club Round Table, the Horseracing Integrity and Safety Authority (HISA) has formally announced its intent to establish a Horsemen's Advisory Group to provide feedback to its executive team and Standing Committees on the implementation and evolution of HISA's regulations and protocols. HISA is inviting all horsemen and women who wish to be considered for membership in the Advisory Group to email horsemenadvisory@hisaus.org indicating their interest and qualifications by Friday, Sept. 9, 2022.

“We look forward to building upon our existing efforts to collaborate with participants in all facets of the sport by seeking more targeted input from active horsemen and women. Their hands-on experience will help ensure the practicality and effectiveness of our rules for all racing participants,” said Lazarus. “HISA is proud of and grateful for the unparalleled expertise that has informed the development of our regulations – the first ever national rules to govern our sport. As we continue the implementation phase of our mandate from Congress, HISA will benefit immensely from additional perspectives from the trainers and owners who are on the backside, standing trackside and in the racing office every day.”

HISA's executive team will select a diverse group of 10-12 horsepersons with input from its Standing Committees and is seeking members who are involved in both small and large racing operations across the country to represent the broad array of viewpoints that make up the American horse racing community. Those interested should expect to participate in monthly meetings with HISA leadership and to serve as individual sounding boards on specific issues on which they may have unique knowledge or insights on a more frequent basis.

“Establishing the Horsemen's Advisory Group will significantly enhance our regulatory system and allow us to account for the wide range of environments found at tracks across the U.S. as we continue to implement HISA's safety and integrity programs,” said Ann McGovern, HISA Director of Racetrack Safety.

The Advisory Group's membership is expected to be announced and hold its first monthly meeting in October.

About the Horseracing Integrity and Safety Authority

Established when the Horseracing Integrity and Safety Act was signed into federal law in 2020, the Horseracing Integrity and Safety Authority (HISA) is responsible for drafting and enforcing uniform safety and integrity rules in thoroughbred racing in the U.S. Overseen by the Federal Trade Commission (FTC), HISA was created to implement, for the first time, a national, uniform set of rules applicable to every thoroughbred racing participant and racetrack facility. HISA is comprised of two programs: the Racetrack Safety Program, which went into effect July 1, 2022, and the Anti-Doping and Medication Control (ADMC) Program, which will go into effect in January 2023.

The Racetrack Safety Program includes operational safety rules and national racetrack accreditation standards that seek to enhance equine welfare and minimize equine and jockey injury. The Program expands veterinary oversight, imposes surface maintenance and testing requirements, enhances jockey safety, regulates riding crop use, and implements voided claim rules, among other important measures.

The ADMC Program will create a centralized testing and results management process and apply uniform penalties for integrity violations efficiently and consistently across the United States. These rules and enforcement mechanisms will be administered by a new independent agency, the Horseracing Integrity and Welfare Unit (HIWU), established by Drug Free Sport International (DFSI). HIWU will oversee testing, educate stakeholders on the new system, accredit laboratories, investigate potential integrity violations and prosecute rule breaches.

Runhappy Travers Day Generates Record Handle

Saturday's blockbuster 13-race Runhappy Travers Day card, highlighted by Epicenter's victory in the 153rd running of the $1.25 million Runhappy Travers (G1), generated record-setting all-sources wagering handle of $55,559,315

The 2022 figure eclipses the prior Runhappy Travers Day record of $52,129,346 in wagering from all-sources, which was established in 2019.

Paid attendance on Saturday was 49,672, which is the highest on a Runhappy Travers Day since 2015 when Triple Crown winner American Pharoah ran at Saratoga Race Course. Paid attendance in 2021 was 44,507.

On-track handle was $10,373,124, or 10.3% higher than 2021 when on-track handle was $9,406,526.

The Runhappy Travers was the centerpiece of a card featuring five Grade 1s among six stakes in total including the Grade 1, $750,000 Resorts World Casino Sword Dancer offering a “Win and You're In” berth to the Grade 1 Breeders' Cup Turf; the Grade 1, $600,000 Personal Ensign; the Grade 1, $600,000 Forego, the Grade 1, $500,000 H. Allen Jerkens Memorial and the Grade 2, $400,000 Ballston Spa.

For the fourth consecutive year, fans nationwide watched the Runhappy Travers action unfold on FOX as part of a special 90-minute telecast. Overall, the networks of FOX Sports broadcast 7 ½ hours of live racing action from Saratoga which included all six graded stakes on Runhappy Travers Day.

Saratoga's 2022 summer meet continues through Labor Day, Monday, September 5.
