Penny Breakage: United Tote Fined For Kentucky Miscalculations

The Kentucky Horse Racing Commission has ordered United Tote Company to “seed” a future exotic wagering pool with $4,445.77 after improperly calculating the state's new penny breakage rule at two Standardbred meets in July, reports the Thoroughbred Daily News.

Errors occurred at Oak Grove on July 17-19 ($1,916.56) and at The Red Mile on July 31 ($2.529.21). The errors were not intentional, the KHRC report explains, and were due to a software defect.

That mandated pool seeding must occur at a harness track in the year 2022, with details to be approved by the KHRC.

International Conference Of Horseracing Authorities Returns To In-Person Format On Oct. 3

After two years of convening virtually due to the Covid-19 pandemic, the 56th International Conference of Horseracing Authorities, organized by the International Federation of Horseracing Authorities (IFHA), will return to being an in-person event on Oct. 3, 2022, in Paris, France.

The Conference will aim to reunite members, highlight the work of the Federation, and orient the industry on key current and future issues. Topics to be covered include the Horseracing Integrity and Safety Authority (HISA) in the United States, broadening horse racing's appeal globally, addressing climate change through sport, and learnings from the pandemic.

“As the first in-person conference in three years, this event convenes at a critical junction of our industry as we examine the key reforms and issues impacting the sport and look forward to the key opportunities and challenges ahead,” said IFHA Chair Winfried Engelbrecht-Bresges, who will deliver the Conference's opening and closing remarks. “I personally look forward to the sharing of ideas that the conference will bring, and for us to connect in person once again.”

The first focus of the Conference will be the impact of HISA, which was signed into federal law in 2020 and is responsible for drafting and enforcing uniform safety and integrity rules in Thoroughbred racing in the U.S. Stuart S. Janney III, Chairman of the U.S. Jockey Club, and Lisa Lazarus, CEO of HISA, are scheduled to present.

The Conference will examine ways to broaden racing's appeal to new fans as well as the lessons it can take from other sports on fan engagement. A planned pre-recorded interview by Rishi Persad of Tony Parker, who is a former National Basketball Association (NBA) player and current racing enthusiast, will delve into Parker's experiences and insights. Emmanuel Vacher, the Chief Marketing Officer of the PMU, and Julien Levilain, Manager Director of Buzzman, the ad agency responsible for a number of PMU campaigns, are scheduled to discuss the topic in-person with Persad as well.

Climate change through sport will also be in the spotlight during the Conference. Presenters will include Brant Dunshea, the British Horseracing Authority's Chief Regulatory Officer and Project Executive Sponsor for the report on Environmental and Sustainability in British Horseracing.

The Conference will also examine what lessons have been learned from the Covid-19 pandemic and how different racing nations approached the challenges it has created. Anticipated presenters include Masayuki Goto, President and CEO of the Japan Racing Association; Vee Moodley, Chief Executive Officer, The National Horseracing Authority of Southern Africa; and Daniel Krüger, Managing Director, Deutscher Galopp e.V. (Germany).

Additionally, Carly Dixon, Executive General Manager, Stakeholder, Customer & Corporate Affairs, Racing Victoria, in her capacity as Executive Director of the 39th Asian Racing Conference (ARC) Organizing Committee, is scheduled to showcase the 39th ARC, which will be held in Melbourne in February 2023.

The first International Conference of Horseracing Authorities was organized and hosted by the Société d'Encouragement in Paris, France, on October 9, 1967. Since 1994, the annual conference has been organized by the International Federation of Horseracing Authorities at France Galop. In 2019, the last year the Conference was held in-person, delegates from more than 50 different countries convened along with a number of other racing executives and media members.

Monmouth Park Meet Concludes With Solid Handle Gains; Lopez Takes Jockeys Title, Gonzalez Tops Trainers

Monmouth Park showed a 25.2 percent increase in total handle and a 16.07 percent increase in on-track handle while Paco Lopez won his ninth riding title and Claudio Gonzalez earned his first training title as the Jersey Shore track closed out its 77th season on Sunday.

Total handle was $217,243,199 this summer compared to $173,511,611 a year ago. On track handle was $17,753,794 in 2022 compared to $15,216,978 a year ago.

Total attendance was 368,101.

Monmouth ran 60 live days of racing this year compared to 55 a year ago.

“We're extremely pleased by the increase in handle for the 2022 meet, which we feel is a reflection of the quality of the product we were able to offer and the commitment from the horsemen to our program,” said Dennis Drazin, Chairman and CEO of Darby Development LLC, operators of Monmouth Park. “The numbers show the strength of our product and the willingness of bettors to wager on it.

“From start to finish this was a meet everyone involved with Monmouth Park can be proud of, highlighted by Cyberknife's track record performance in the TVG.com Haskell Stakes (G1). Thoroughbred racing in New Jersey now shifts to the Meadowlands Racetrack for a nine-day all-turf meet that gets underway Friday, Sept. 23, and runs through Saturday, Oct. 22. First race post time throughout the meet will be 7 p.m. (ET).

Lopez, 36, easily outdistanced the competition with 91 winners. His nine riding titles leave him behind only Joe Bravo's 13 for the most in Monmouth Park history.

He punctuated his latest title with a four-winner day on Sunday.

“Every title for anyone I think is special,” said Lopez. “It's going to be hard to catch Joe Bravo but I'm going to try. It's not going to be easy.

“But I am going to enjoy this one. Winning the title at Monmouth Park is always special for me. I'm very grateful to all of the owners and trainers who put me up on horses and helped me have success.”

Gonzalez, who started his career at Monmouth Park as an assistant to Ben Perkins Jr. in 1995, owns 16 training titles at Laurel and two at Pimlico. But winning one at Monmouth Park, he said, is particularly meaningful.

He finished with 32 winners, three better than runner-up Kelly Breen.

“I started here. I still feel like this is my home,” Gonzalez said of Monmouth Park. “I feel this one is special for me. I really wanted to win the title here this year, especially after we got off to such a fast start. And we got it. I'm very happy. I have a great crew of workers. Any time you win a title it's a team effort.”

Leading owner wound up as a four-way tie with eight winners between Bergen Racing, Dave Gruskos, Monster Racing, and the partnership of Joseph and Gayle Ioa and Chuck Spina.

The six-race Meadowlands cards will be conducted every Friday and Saturday from Sept. 23 through Oct. 22 with the exception of Saturday, Oct. 15, when Far Hills conducts its 101st steeplechase meet.

The $75,000 Honey Bee Stakes on Friday, Oct. 7, and the $75,000 Born to Run Stakes on Friday, Oct. 14, highlight the abbreviated Meadowlands meet.

Assiniboia Downs Extends Race Meet An Extra Day

Racing at Assiniboia Downs has been extended an extra day as a result of the most recent cancellation.

The 2022 closing day will now be Wednesday, September 28.

The track had an unexpected malfunction with a small section of the track lighting following the first race of the last program. As a result, the remainder of the race card was canceled, and the issue has since been rectified.

The Downs worked with the industry to extend the meet for one more day to reclaim the racing opportunities for their loyal racing colony.

“It was important for us to ensure that there were alternate opportunities for those horses to race,” said CEO Darren Dunn. “Everyone wants to get another race in before the 'end of the season and we fully anticipate full fields for the remaining programs. We are very thankful for the cooperation of the industry to make this happen.”

The excitement continues to grow at the Downs. Racing resumes Monday, September 19 featuring the 93rd running of the Winnipeg Futurity Stakes and the guaranteed $50,000 Pick 4 pool.

The ASD Jackpot Pick 5 currently stands at a whopping $412,194. If there isn't a single winner on this pool before closing day, there will be another mandatory payout event with a carryover that could be the largest in the track's history. This would happen on Wednesday, September 28. The Jackpot Hi-5, with a carryover of $14,465, will be paid out on Tuesday. September 27.
