Stronach Group Outlines Plans for Southern California

Two weeks after an initial company announcement on the closure of Golden Gate Fields at the end of the year, The Stronach Group (TSG) issued details Friday on their plans for consolidating racing operations at its Southern California racing and training facilities, Santa Anita and San Luis Rey Downs.

The plan–shared via Zoom during a press briefing lasting about 30 minutes–appeared large on big-ticket promises though short on specifics in other key areas, including the broader industry impacts from the closure of Golden Gate Fields.

The following details were divulged in the form of a press release:

  • Over $1 million to support the relocation of horses, trainers, jockeys, backstretch employees and caregivers from Golden Gate Fields to Santa Anita Park as part of the consolidation of racing in Southern California, and to support the California breeding program.
  • A $4.5 million, brand-new all-weather synthetic track that will replace the existing training track at Santa Anita Park. This change will not only allow for the seamless transition of horses used to running on the synthetic track at Golden Gate Fields but will serve to improve the overall safety environment at Santa Anita Park.
  • A commitment to fund a portion of 2024 heath care premiums for Golden Gate Field employees.
  • The creation of a job board accessible to backside employees to support the transition to Santa Anita Park.
  • An investment of $500,000+ (over two years) toward building a state-of-the-art equine pool for hydrotherapy and horse exerciser, accessible to trainers at Santa Anita Park, that will help horses more easily recover from injury.
  • $23.2 million toward a backside barn improvement program.
  • In addition to returning a fourth day of weekly racing to Santa Anita Park resulting in 26 extra race days, 1/ST RACING will invest $2.5 million into building a turf chute at the track.

During the course of the press conference, CEO of 1/ST Racing and Gaming Aidan Butler and Craig Fravel, executive vice-chairman of 1/ST Racing and Gaming, expanded upon some of these details.

The biggest ticket item concerns the $23 million toward backstretch improvements. “The initial piece of work is to replace every single roof and outer extremity of the barns,” said Butler.

“This is a huge undertaking. We have 2,000 stalls on the backside of Santa Anita. To quickly carve into that answer, there's not a lot of room at Santa Anita to add extra stalls. But the job when completed should have a very modern-looking and -feeling backside.

“The larger plan which we'll touch upon at a different time is that we have future proofed what would happen if we needed more stalls. Some would argue that's a great problem to have. We do have quite a few answers for that, but nothing that would be wise to announce today,” said Butler.

When asked to expand upon what he meant by cutting edge, Butler described it as an overarching theme, meaning “we're going to try to be best in class and cutting edge in everything we do.”

TSG aims to begin work on the synthetic replacement to the training track at the end of the fall meet in November. “The hope…would be to get this ready and operational by opening day,” said Butler.

The new one-turn turf chute at Santa Anita would start in the north parking lot, said Butler, who explained that the idea sprung from the growing inventory of turf horses in Southern California.

“We appreciate and understand that the ecosystem currently in California is quite turf heavy from a racehorse perspective, so, adding new turf options and turf distances and starts is going to be hugely beneficial,” said Butler.

As to the economics behind these proposals, Fravel appeared to leave the door open to the possibility that proceeds from simulcasting handle in Northern California could be diverted south.

“We will be meeting with other stakeholders and looking at gaps in the calendar and looking at how we can reconfigure the economics of California racing,” said Fravel.

In its initial statement, TSG explained that a key “goal” of the consolidation was to increase field sizes at Santa Anita and add “another day of racing to the weekly racing calendar at Santa Anita Park, come January 2024.”

When asked how long Santa Anita could remain financially viable if that extra day of racing doesn't materialize, both Fravel and Butler described the proposed investments as spurs of economic activity.

“I think with an influx of horses from the north, along with the positive impact these changes would have, we have a very realistic chance of making that happen,” said Fravel, who said contingency plans were in place in case the four-day race week didn't materialize, but declined to say what they were.

In answer to concerns that the horses in Northern California will become swamped in the Southern California circuit at the entry box, Butler discussed bringing staff from Golden Gate Fields to help smooth the acclimatization process.

“I think the intent over time is that it will become one population,” said Butler. “We've had some experience in other parts of the country where we can, during bigger meets, run higher quality from a purse perspective, and then middle tier racing on the same card.”

Butler added: “There is another Thursday. Really the intent is to not completely load that day up with horses from Golden Gate, but to mix them across the whole four days' racing.”

In tune with Butler's comments, Fravel discussed the possibility for the “creative” carding of races with an expanded horse population.

“We fully expect that we'll be able to write condition books, racing conditions, be creative in terms of making sure that, not only the current population at Golden Gate has a place to run, but also that we'll be able to support additional racing hopefully at Los Alamitos,” Fravel said.

In terms of a totally reconstituted Southern California racing product, Butler raised the possibility of additional 'Ship & Win' incentives.

“There are lots of plans in the works to not only attract international runners, but keep up the good work that's been done,” said Butler.

As for the Golden Gate diaspora, the number of trainers and horses that can be accommodated at Santa Anita and San Luis Rey Downs is limited, admitted Butler–a restriction dictated by limited stall space in Southern California, he added.

“We're going to give every trainer and every horse as much as we can to get down here,” said Butler, pointing to the proposed industry support fund.

“Not only a stipend per horse that comes down, but also stipends for jockeys to try to integrate down in the south. There is a separate piece that covers the trainers themselves, humans as they're moving around, and their employees,” Butler added.

After the meeting concluded, TDN asked if the relocation funds would also be used to help those trainers, backstretch staff and horses who are unable to relocate south to Santa Anita or San Luis Rey Downs.

“Yes, if there is any left,” wrote a TSG spokesperson.

One enormous question stemming from TSG's plans is how the closure of Golden Gate Fields will impact the state breeding industry, which has been contracting for years.

As a sign of just how integral Cal-breds remain to the state racing product, however, during Santa Anita's recently concluded six-month meet, Cal-breds made up about 37% of all individual starts, according to DRF chart data. Cal-bred races constituted more than 20% of the overall races.

At Golden Gate Fields, Cal-breds made up nearly 70% of all starts last year, according to DRF chart data–a number that had grown from 60% of all starts at the track in 2013.

TSG has proposed hosting the annual Cal-bred sale at Santa Anita. When asked if TSG has run the numbers on the impacts on the state breeding industry from the closure of Golden Gate fields, Fravel admitted the company had not made such calculations, but pointed toward the additional funds earmarked for the breeding industry.

“We have had breeders who have said to us they're very encouraged with the prospects for Santa Anita, and increased purse money that should be available to them,” said Fravel.

“We're going to sit down with the leadership of the CTBA [California Thoroughbred Breeders Association]. They have some ideas in terms of how they can promote additional breeding, and support the existing program,” Fravel added.

In Friday's press releases, TSG wove in remarks from the Thoroughbred Owners of California (TOC) and from prominent California breeder Terry Lovingier.

“While we continue to work diligently on what the north might look like in 2024, today's announcement answers important short-term questions about the future of California racing and Santa Anita Park,” said Bill Nader, TOC president and CEO. “This represents both an investment and a commitment by Belinda Stronach and her team to not only stabilize but likely improve California racing for stakeholders, horsemen/women, backstretch workers and the betting public. These initiatives will provide a much better environment for our horses and make our overall racing stronger for the immediate future.”

“With these renovations and the commitment to California-bred racing, I see the opportunities for Cal-breds greatly increasing and providing more value for those horses because of it. I'm going to breed more mares to take advantage of it. This is going to benefit the entire industry in the state,” said Lovingier.

“We're a racing company,” said Fravel during Friday's press conference. “We love racing, and we want it to succeed. Hopefully the breeders will share that optimism with us.”

“We are confident that this comprehensive package of important measures will not only bolster the racing, training, owner and fan experience at Santa Anita Park, 'The Great Race Place', but also support Northern California stakeholders through a challenging transition period, and lead the way with state and industrywide changes that will result in a healthier, competitive and sustainable future for Thoroughbred racing in Southern California,” said Belinda Stronach, TSG chairwoman, CEO and president.

On Thursday, news broke that Stronach has been in talks over the last year to become an investor in the Sacramento Republic Football Club.

Letter to the Editor: Bill Casner

Editor's note: Bill Casner, a long-time participant in many facets of racing, is probably best known for founding WinStar Farm with Kenny Troutt and winning the 2010 GI Kentucky Derby with Super Saver. Among Casner's many roles in the sport have been founding director of the Race for Education and Kentucky Equine Education Program (KEEP). He has sold his interest in WinStar to Troutt and currently operates as Casner Racing.

Horse racing is in a firestorm. We are at survival tipping point. The decisions that are made in the short term will determine whether horseracing can endure as we know it. The American public has no tolerance for what they perceive as a sport that is immersed in carnage. I commend Churchill Downs for suspending racing to take a hard look at their future and to explore solutions that will be significant in mitigating breakdowns and restoring confidence to our fans.

The one decision that would be a major game changer is to convert the racing surface at Churchill Downs to synthetic. In the released 2022 The Jockey Club (TJC) Equine Injury Database (EID) for the year 2021, injuries on dirt were 1.44 per 1,000 horse starts. Turf injuries were 0.99 per 1,000. Injuries on synthetic were vastly diminished with 0.41 per 1,000. This data shows that synthetic surfaces are 3.5 times safer than dirt and 2.2 times safer than turf. These stats are compelling in showing the exponential safety of today's synthetic surfaces over dirt and turf.

The data is compelling but it doesn't tell “WHY” synthetic tracks are safer. Back in 2006, I chaired the shoeing committee for TJC Welfare and Safety Summit. We were tasked to examine the safety of toe grabs which Dr. Sue Stover at UC Davis had shown to significantly contribute to breakdowns. We employed sophisticated high-speed cameras with a closed group of nine horses provided by Chris McCarron's jockey school to understand why toe grabs were contributing to breakdowns. We filmed the hoof's contact with the racing surface using a variety of shoes with varying toe grab lengths on both dirt surfaces and Keeneland's synthetic track.

The results were dramatic. What we learned was the effect of “slide” on the lower limb of the horse. With Queen's Plates, the front foot has an average slide on dirt of 3 1/2 to 5 inches. The average slide on synthetic was 1 1/2 inches. Slide is important to understand. It's the “give” in a horse's stride. The increased length of slide on dirt causes two things to happen. First, it magnifies torque on a horse's lower limb. If a horse “toes in” the limb incurs torque medially because of the increased forces on the outside of the hoof. If they toe out, then the torque is lateral with the increased forces on the inside of the foot. And when horses step in holes on a dirt track, the torque can go either way. This doesn't happen on synthetic tracks because of the shorter slide which greatly diminishes torque. Also, a horse's foot is always landing flat on a synthetic surface as opposed to the cuppy holes that cover a dirt track. Synthetic also provides a much higher energy absorption than dirt with a higher energy return.

The second important factor that we were able to measure was the magnified load on the pastern that was presented on dirt. Because of the exaggerated slide and delayed break over on dirt, the pastern continues to load through the stride, increasing its drop by as much as an inch over synthetic. We were also able to see this increased load when horses landed in the “holes” created on dirt tracks.

As you can visualize, the increased load or drop of the pastern creates excessive strains on the suspensory apparatus of the horse's lower limbs magnifying the opportunity for a catastrophic failure. When a horse blows out its suspensory apparatus in a race it leads to a broken leg in the next few strides.

Suspensory and tendon injuries are extremely rare on synthetic but occur way more frequently on dirt because of these magnified strains.

The videos also exposed how lethal toe grabs were on all surfaces. They were especially detrimental on synthetic because they abruptly stopped the foot not allowing any slide. This is why trainers were experiencing rear-end injuries early on because they were continuing to use toe grabs on the rear feet.

Catastrophic break downs are rarely caused by one bad step although this is more likely on dirt. As most orthopedic surgeons will testify, they are the result of cumulative microscopic injuries that accrue with the thousands of steps a horse accumulates in training and racing. It's the laws of physics. Excessive torque and loads on a horse's legs will eventually take its toll. With a synthetic surface these strains are greatly diminished and a horse's natural ability to remodel its bone will repair and strengthen it at a cellular level.

We not only have the irrefutable data over hundreds of thousands of horse starts on synthetic but we have the notable success of several major tracks that have employed them.

The first is Keeneland. The last meet they ran on synthetic in 2014 was the most successful meet in Keeneland's history at that point. All-time attendance and handle records were set. There were record field sizes, minimal scratches with inclement weather when races were taken off turf. And most importantly, there were zero breakdowns!

The second is Santa Anita. The last meet run at Santa Anita in 2009 had an injury rate of 0.57 per 1,000 horse starts compared to their pre-synthetic era on dirt of 2.78 per 1,000. That computes to a 4.8 times higher safety record. This is in spite of a poor-quality installation that would not properly drain, eventually having a subsurface membrane failure allowing aggregate to float to the surface.

Here are some compelling stats from three tracks currently running on synthetic surfaces: Golden Gate, Presque Isle, and Gulfstream.

Golden Gate had an injury rate of .38 per 1,000 with 12,986 horse starts in 2021 and 2022 on their Tapeta surfaces.

Presque Isle race meets in 2021/2022 had 0.24 injuries per 1,000 with 8,178 horse starts.

Gulfstream with its newly installed Tapeta track had the best record of all with only one injury out of 7,085 horse starts with 0.14/1,000. This translates to a 9.7 times safer surface than their dirt track.

Belmont has recognized the advantages of having a synthetic surface with its scheduled completion in the spring of 2024.

Injuries on a national basis have dropped significantly at certain tracks since the implementation of intensified pre-race veterinary examinations of our horses and have the promise of continuing to diminish injuries with mandated requirements by HISA. This high-level scrutiny of starters combined with the safest possible racing surface will dramatically reduce injuries and show the world that we care.

Horseracing is a sport with a rich history of tradition. The thought of changing the racing surface of the Kentucky Derby to a synthetic surface will not appeal to those that value tradition above the safety of our horses and the survival of our beautiful sport. If we do not take drastic proven steps to significantly eliminate breakdowns we are destined for the fate of Greyhound racing.

Today's public has no stomach or tolerance for what they perceive as abuse of our horses. The “writing is on the wall” or in our case the New York Times, CNN and the 6 o'clock news. We either embrace innovative change supported by the data to maximize safety for our horses and riders or we are destined to experience a slow painful death.

Facelift in Store for Saratoga, New Synthetic Track for Belmont Park

The main takeaway from Wednesday's meeting of the New York State Franchise Oversight Board is that the Saratoga Race Course and Belmont Park of today will look quite different by the end of 2024, with the bulk of the meeting spent outlining a series of proposed and ongoing capital improvement projects, which the board approved.

Arguably the news of most significance is planned installation of a new one-mile synthetic track to the inside of Belmont Park's inner turf course. This synthetic surface–the specific material of which is currently unknown–will serve as a fourth racing surface at the facility.

At the end of last year, the New York Racing Association (NYRA) finished installation of the Tapeta Footings synthetic surface at the facility's pony track.

Glen Kozak, NYRA executive vice president of operations and capital projects, explained that the initial positive feedback to this surface from the horsemen helped cement the decision to install the second synthetic surface at Belmont Park.

“The feedback from the horsemen has been excellent,” said Kozak, who explained how even in very inclement weather, training delays have been minimized.

On one day last week, “we got an inch and a half of wet snow that finished up as sleet, and we delayed training,” said Kozak. After removing the wet snow and working the track, “in a matter of 45 minutes, we had it available for training.”

With work recently completed on a vehicular tunnel accessing the Belmont infield, this opens the door to simultaneous renovation of the inner turf course when the facility's 2023 spring-summer meet concludes in July.

Work on both the inner turf track and the new synthetic surface are expected to be completed by spring of 2024.

According to the NYRA representatives, the new synthetic track's primary race-day purpose is to provide a viable option during the harsh winter months. However, it will also be used as a substitute during the summer months when racing is taken off the turf.

Other construction projects outlined for Belmont include a new backstretch dormitory near the existing two such buildings.

“What we're proposing is a single-story dorm, double-sided,” said Kozak, who added NYRA doesn't have the final specifications for the building yet, but that it would be “consistent” with dorm number two. “We'd like to get to 100 beds,” he added. “Three occupants per room.”

The plan, said Kozak, is to ultimately decommission some of the older existing living quarters.

Separately, NYRA plans to make upgrades and refurbishments to certain barns, including the quarantine barn. The barn area fire alarm system will be modernized. Another plan, said Kozak, is to connect the entire backstretch with Wi-Fi.

These projects form part of NYRA's multi-year, $40-million renovation and modernization initiative at both Belmont and Saratoga.

Over at Saratoga, NYRA will construct a new residential building adjacent to the lowlands on the Oklahoma training track side of the facility. This follows approval of the designs from the Saratoga Springs Preservation Foundation.

In addition, NYRA will continue renovations to existing housing on both the Oklahoma and main track sides of the facility.

Other projects include planned restoration of the “Resident Manager's House,” refurbishment of the grandstand and clubhouse, additional spa verandas near the existing ones, and construction of a new hospitality area near the Wilson Chute.

Interestingly, NYRA is looking to replace the temporary tent where horses are saddled with a permanent building due to the “safety issues” inherent with the current structure. “It's basically a tent built over wooden stalls,” said Kozak.

The saddling stalls are “probably the most visible spot on the track,” said Kozak. While plans are fluid, the intent is to use rubberized paver on the floor, enlarge the area at the front, and design a barrier to muffle traffic noise from behind.

“We've already engaged Saratoga Preservation to go over and get feedback from them,” Kozak said.

Earlier in the meeting, David O'Rourke, NYRA president and chief executive officer, announced plans for a single admission price at Saratoga of $10 a day, or $7 when purchased in advance.

The thinking behind the idea, O'Rourke said, was to give fans access to the entire property rather than just the clubhouse or grandstand.

In Horseracing Integrity and Safety Act (HISA)-related news, the Franchise Oversight Board remarked how NYRA already conducts an out-of-competition (OOC) program alongside the state's drug testing program.

When asked if NYRA will continue that OOC testing program when HISA goes into effect later this month, O'Rourke said that NYRA “will continue it in collaboration” with the new federal authority.

Belmont Park Fall Meet to be Held at Aqueduct Racetrack

The traditional fall meet at Belmont will instead be held at Aqueduct and kick off Sept. 15, the New York Racing Association announced Thursday. It is anticipated that racing will return to Belmont for the 2023 spring meet.

The switch to Aqueduct will allow NYRA to undertake the first phases of what could be a major renovation of Belmont Park. Tunnels have been constructed at Belmont that will give construction vehicles access to the infield. The tunnels will also pave the way for pedestrians to have access to the infield. According to a statement issued by NYRA, “the tunnels will serve as a conduit to the infield for commercial vehicles allowing NYRA to completely reconstruct the Belmont main track and its two turf courses.” In addition, the tunnels will provide NYRA with an opportunity “to consider the installation of a synthetic track in the future.”

NYRA officials have spoken often in recent years about a desire to make significant changes at Belmont, including ones that could make it feasible to some day close Aqueduct. That could include a rebuild of the massive grandstand, which would make Belmont a better fit to host the Breeders' Cup, which has not been run in New York since 2005.

“This investment in the future of Belmont Park will transform our racing operations and pave the way for a broader re-imagining of the facility,” Dave O'Rourke, NYRA President & CEO, said in a statement. “The shift to Aqueduct this fall will minimize the overall impact on the racing schedule, and ensure continuity for the Belmont spring/summer meet and Belmont S. presented by NYRA Bets. We appreciate the patience of our horsemen and fans as we enter this period of transition at Belmont, and look forward to an exciting fall at the Big A.”

According to NYRA spokesperson Pat McKenna, the current circumferences of the Belmont racing surfaces will not be changed.

The construction project will result in the closing of the main track and the turf courses at Belmont for training, starting with the conclusion of training on Aug. 7. Those tracks won't reopen until April of 2023. After a brief shutdown, the Belmont training track will re-open on Aug. 8 and will be the only outlet for regular training activities. Construction on the Belmont courses will begin following the conclusion of the 2023 Belmont Park spring/summer meet.

The New York Thoroughbred Horsemen's Association (NYTHA) President Joe Appelbaum expressed his support for the project in the NYRA statement.

“NYTHA membership recognize the importance of modernizing Belmont Park and look forward to competing at a world-class Thoroughbred racing venue,” said Appelbaum. “We will continue to work closely with NYRA to reduce any burdens on horsemen created by the temporary closure of the main track at Belmont.”

Trainer Christophe Clement had mixed feelings about the impending changes.

“They are going to make Belmont Park even better, so this is exciting when you consider the future,” he said. “I think they are going to create an amazing Belmont Park when they are done.”

But Clement is not looking forward to what will be a major disruption to his training routines.

“This is very depressing because a guy like me trains mostly on the main track at Belmont and I work a lot of horses every weekend on the turf,” he said. “I adore Belmont Park as a racetrack, to race at and to train at. But I will have to adapt. That's just the way it is. We were aware of this. NYRA has been talking to us about this for about six months. We're just going to have to adjust.”

The Belmont-at-Aqueduct meet will run through Oct. 30 and will include 41 stakes races worth $9.9 million. The stakes season at Belmont-at-the-Big A will commence on Sept. 17 with the running of the $1-million GIII Jockey Club Derby and the $700,000 GIII Jockey Club Oaks. The Oct. 1 card will consist of four stakes, including the GI Woodward S. and the GI Champagne S. The Oct. 8 card will include the GI Joe Hirsch Turf Classic and the GII Vosburgh, which has been shifted from six furlongs to seven furlongs. Six stakes were cut from the schedule, but none are graded stakes. The GII Kelso H., traditionally a prep for the GI Breeders' Cup Dirt Mile, has been shifted from late September to Oct. 29.

The good news for horsemen is that the Belmont-at-Aqueduct meet will offer significant purse increases with a particular focus on adding value to conditions impacting the broadest group of owners and trainers. Open allowance races will be run for six-figure purses while all claiming categories, New York-bred, and maiden races will enjoy purse enhancements. NYRA will also introduce a new bonus program to further reward horsemen for competing at the fall meet. The bonus will pay $500 to the owner and $500 to the trainer of any horse finishing outside of the top three in his/her first fall start provided the most recent start was during the 2022 summer meet at Saratoga Race Course. Stakes races at Aqueduct do not qualify for the Belmont at the Big A bonus.

The capital improvement project will also include the installation of a synthetic Tapeta track on the quarter-mile Belmont “pony track.”

From 1963 through 1967, racing moved to Aqueduct after the Saratoga meet concluded as Belmont Park was being rebuilt.
