Training Begins Over Gulfstream’s New Tapeta Surface; Racing Scheduled For Next Thursday

Training on the newly installed Tapeta track got underway Friday morning at Gulfstream Park, where horses galloped on the all-weather surface that is tentatively scheduled to open for races next Thursday afternoon.

Jockey Chantal Sutherland said she was impressed with the Tapeta surface after galloping Leon McKanas-trained Thenorthremembers, a 5-year-old Violence gelding who captured a mile turf race for $25,000 claimers in his most recent start.

“Of all the Tapetas and Polytracks this is, by far, one of the better ones. This is beautiful. The horse went over it effortlessly. It was super-soft, and you could not hear horses beside you making any noise on it. My horse, I couldn't hear hitting the ground,” Sutherland said. “They've done a great job on it. It seemed all level and really soft, very forgiving for horses.”

Joe Orseno-trained Timmy M. was among the first horses to gallop over the track that replaced the outer turf course. Twice stakes-placed on turf during his juvenile campaign, Timmy M., a 5-year-old son of Morning Line, has been competing in allowance optional claimer and claiming races since a fourth-place finish in November of 2019 in the Millions Turf Preview at Gulfstream Park West.

“He just ran the other day and we thought he was in a good spot where he could win. He didn't run very well. I was actually going to sell him, but then I said, 'You know what? Tapeta – let's try him,'” said Orseno, who was pleased with how Timmy M. looked getting over the new surface Friday. “We're going to run him at the end of the month on it, but today was just galloping for the sake of galloping. I thought it was a good experiment.”

Although most horses will be entering unknown territory on the Tapeta track, the new surface provides trainers with hope that some of their horses will improve over the new surface.

“You might get that odd horse that will go right up the ladder on it. Everyone's hoping that they have the one,” Orseno said.

Kathy Mongeon-trained Anonymous Source, a 4-year-old Florida-bred filly who won a $12,500 maiden claiming race on turf three starts back, was the first horse to step onto the Tapeta surface Friday with veteran exercise rider Walter Blum Jr. up.

“This felt amazing on the horse I was on. I think she really loved it,” Blum said. “People ask how do you know? When she first stepped on it, she was very light-footed, and when I went to pull her up, I could barely pull her up. She didn't even get tired and I let her clip around there finishing up.”

Blum has a wealth of experience galloping and breezing horses over all-weather surfaces.

“I rode Polytrack at Keeneland and Santa Anita. [The Tapeta surface] was so soft and nice. It had a lot of cushion to it, a lot of bounce,” Blum said. “I think it's going to be a fantastic surface once it works in in a week's time, once these guys are able to work on it, they're going to like this.”

Due to the closure of Gulfstream Park West, Gulfstream Park is scheduled to conduct racing year-round, prompting the construction of the Tapeta track. The new surface will provide a measure of relief to the turf course while offering a varied racing program for horses of all abilities. Gulfstream Park will become the first track to offer racing on dirt, turf and all-weather surfaces.

Thursday's program will mark the opening of the Fall Meet, during which races will not be scheduled on the turf course, which will undergo renovation for the Championship Meet. Six stakes, formerly run on turf, will be renewed on the Tapeta course.

Stronach Group Bans Embattled Trainer Amber Cobb From Its Racetracks

Embattled trainer Amber Cobb, already suspended by the Delaware Racing Commission for her mistreatment of a filly in her barn, has been banned from training and racing at the five racetracks owned by the Stronach Group and 1/ST Racing.

The Stronach Group and 1/ST Racing issued a statement this week regarding Amber Cobb on Friday:

“In August, 1/ST RACING reviewed the video of the abhorrent conduct of Amber Cobb as presented to the Delaware Stewards and we immediately elected to permanently ban her from training and racing at our facilities. Cobb's actions are completely reprehensible and are totally out of line with 1/ST's commitment to safety, integrity, and accountability. 1/ST RACING believes that the care and safety of horses is the duty of all industry stakeholders. Individuals who abuse horses have no place in racing and certainly have no place at any 1/ST RACING venue.”

The five racetracks owned by the Stronach Group include Golden Gate Fields in San Francisco, Calif., Santa Anita Park in Arcadia, Calif., Gulfstream Park in Hallandale Beach, Fla., Laurel Park in Laurel, Md., and Pimlico Race Course in Baltimore, Md.

CHRB Meeting Highlights NorCal Race Dates

The June California Horse Racing Board (CHRB) meeting put to bed a problem that has been brewing for a few months in the North of California.

Due to the fallout from COVID-19, and the ongoing issues surrounding stabling and staff accommodation in the north of California, commissioners voted to switch the three-week State Fair–scheduled to run July 14 to Aug. 3 at Cal Expo–to Pleasanton to be run over a shortened window: July 14 through July 20.

Golden Gate Fields has also been allocated an additional two weeks of racing, to be run from July 21 to Aug. 3, with no residual compensation to the State Fair. Golden Gate will now remain open for training and stabling throughout the summer.

Fire plans at San Luis Rey Downs

Back in December of 2017, 46 horses died in the wildfire that engulfed the San Luis Rey Downs training facility.

In the aftermath of the fire, the Stronach Group (TSG), which owns the training center, built new barns kitted out with automatic sprinkler systems and a fire bell.

In order to issue a fire clearance, CHRB mandated TSG to retrofit the existing historic barns with similar sprinkler systems and fire alarms by July 31 of this year.

According to TSG, the COVID-19 pandemic threw a spanner in these works, the contractors responsible for the work either shut down or else short staffed, along with a shortage in necessary supplies.

According to Santa Anita Park general manager, Nate Newby, there are nine or 10 historic barns left to finish, plus additional buildings.

As such, TSG asked for an extension to the deadline, giving them until Jan. 31, 2022, to finish fitting out the historic barns, and until April 30, 2022, to complete the entire project.

Some of the commissioners voiced reservations about granting the extension without conditions attached.

“I'm a little concerned by this, as it's gone on so long,” said CHRB chair Dr. Greg Ferraro.

In the end, the board denied the extension on recommendation of revisiting the issue next month.

In the meantime, TSG must submit to the CHRB a detailed weekly work plan by the end of the month. Ferraro also mentioned that any extension would be incumbent upon TSG providing a progress report, possibly in September.

Fantasy Sports Wagering

One of the items opened a window into the future of wagering in the state. It concerns an intent by the California Association of Racing Fairs (CARF) to start offering fantasy sports wagering at licensed betting locations. At least 19 such facilities are slated to start offering the product, Golden State Fantasy Sports, this summer, barring any legal challenge in the interim.

Golden State Fantasy Sports is described as a “compliment” to the pari-mutuel industry, “and can be integrated into operators' existing infrastructure and tote system.”

Board members and CHRB staff expressed a variety of concerns surrounding these plans, however, many of which revolved around the issue of legality and regulatory oversight.

“It's unclear who would regulate this particular activity, if anyone,” said CHRB executive director, Scott Chaney.

As such, one of the issues raised revolved around the fact that CHRB-licensed pari-mutuel clerks would be the ones processing the bets. Another is that fantasy sports betting might “cannibalize” some of the wagering revenue intended for racing.

Ferraro also questioned how this development might potentially impact any pending legislation concerning legalized sports betting at licensed racetracks.

Chaney said that it's “unclear” how this might affect any such future legislation, and added that the next likely state-wide movement on sports betting would be through referendum.

All this aside, commissioners were largely in favor of the plans, adopting what is best described as a wait-and-see stance.
