Weekly Rulings: May 24-30

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

CALIFORNIA
Track: Santa Anita
Date: 05/28/2022
Licensee: Abdul Alsagoor, jockey
Penalty: Three-day suspension
Violation: Careless riding
Explainer: Apprentice Jockey Abdul Alsagoor, who rode Poseidon's Kid in the eighth race at Santa Anita Park on May 27, 2022, is suspended for 3 racing days (June 4, 5 and 10, 2022) for failure to make the proper effort to maintain a straight course in the stretch, causing interference which resulted in the disqualification of his mount from second to fourth place. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules – Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

NEW YORK
Track: Belmont Park
Date: 05/28/2022

Penalty: $500 fine
Violation: Failure to report a shockwave treatment
Explainer: Trainer Mr Edward Barker is hereby fined the sum of $500 dollars for failing to report a shockwave treatment.

KENTUCKY
Some of the following rulings were not posted on the Kentucky Horse Racing Commission website in time for inclusion last week.

Track: Churchill Downs
Date: 05/20/2022
Licensee: Eder Martinez, jockey
Penalty: Three-day suspension
Violation: Excessive use of the whip
Explainer: After waiving his right to a hearing before the Board of Stewards, Eder Martinez, who rode Youvsaiditall in the third race at Churchill Downs on May 15, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Martinez was given the option and chose to serve a suspension.

Date: 05/21/2022
Licensee: Isaias Ayala, jockey
Penalty: Three-day suspension
Violation: Excessive use of the whip
Explainer: After waiving his right to a hearing before the Board of Stewards, Isaias Ayala, who rode El Gavilan in the second race at Churchill Downs on May 20, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Ayala was given the option and chose to serve a suspension. Isaias Ayala is hereby suspended 3 racing days, May 27 through May 29, 2022 (inclusive) for his improper use of the crop by exceeding the allowable use in the overhand manner.

Date: 05/21/2022
Licensee: Jack Gilligan, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: After waiving his right to a hearing before the Board of Stewards, Jack Gilligan, who rode Jeremy's Jet in the second race at Churchill Downs on May 20, 2022 was found to have violated the crop regulation (2nd offense). Jack Gilligan is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Violation: Improper scratch
Explainer: After waiving his right to a hearing before the Board of Stewards, Paul McEntee is hereby fined $500 for the scratch of Jeremy's Jet from the first race on May 19, 2022, which violated the regulation that governs scratches.

Will Take Charge Colt Upsets Hollywood Gold Cup

There Goes Harvard, the second-longest shot in a field of five, pulled off the upset under invading rider Irad Ortiz, Jr. in the GI Hollywood Gold Cup S. Monday at Santa Anita.

Taking six starts to break his maiden, doing so on the Ellis turf last summer, the chestnut was second in the Runhappy Ellis Park Derby on the main track two tries later. Runner-up off a seven-month layoff in a local dirt optional claimer Mar. 19, the homebred dead-heated for the victory in a similar spot Apr. 17 before capturing a local turf allowance May 14. Settling last at the rail behind dueling Defunded and Stilleto Boy (Shackleford) through a sharp :22.72 quarter, There Goes Harvard moved up a spot as the half went up in :46.13. Creeping into third going by six furlongs in 1:10.99, he swung into the three path for racing room approaching the stretch, sidled up to Defunded entering the final furlong and proved best in deep stretch for the victory.

“I was pretty excited, when I saw him stick his head in front coming to the three-sixteenths pole, I got a little emotional but things just worked out properly,” said winning trainer Michael McCarthy, who notched his first Gold Cup win, as did Ortiz. “Small field, you have to take a shot. The horse is doing well and sometimes you just have to take a chance. I just can't thank Irad enough here. Every body involved, my grooms, my guys, everyone in barn 59, big day. The way things are going lately, it's nice to get a win anywhere, but yes these are the kinds of races you get up for in the morning. You hope you are lucky enough to participate in, let alone win.”

“I had a perfect trip,” said Ortiz, who shipped in for the Memorial Day card from his Belmont Park base. “My horse was fighting a little bit with me going into the first turn, they went a little fast. I tried to let him relax, settle a little bit and he did come back to me on the backside. That was the key, after that, I was just biding my time and kicked him out down the stretch and he responded really well.”

Pedigree Notes:
With the victory, There Goes Harvard becomes the first Grade I winner for Three Chimneys' Will Take Charge, as well as his 11th stakes winner and fourth graded stakes winner. He is the first black-type performer from three foals to race out of his dam, a half to two stakes winners out of GSW Michigan Bluff. Third dam Middlefork Rapids was a GSW as well. Soul Crusader, who sold to Bud Petrosian for just $22,000 at Keeneland January in 2020, was represented by a juvenile Nyquist colt who sold for $700,000 to Zedan Racing at Fasig-Tipton Gulfstream after breezing a furlong in :9 4/5. She produced a filly by Sir Prancealot (Ire) this season.

Going Global Favored in Gamely

Going Global (Ire) (Mehmas {Ire}) will put her perfect five-for-five record over the Santa Anita lawn to the test as the 8-5 morning-line favorite in the GI Gamely S. at Santa Anita Monday. The 4-year-old was first or second in seven of eight starts last term, with her lone off-the-board finish coming in the off-turf GI American Oaks in December. Her 2021 campaign included wins in the GI Del Mar Oaks–at the Gamely's nine-furlong distance–and in the GII Goldikova S. She opened 2022 with a win in the one-mile GII Royal Heroine S. in Arcadia Apr. 9.

Reddam Racing's Eddie's New Dream (Square Eddie), a winner over nine furlongs of the Santa Anita turf in an optional claimer last November, won the Mar. 19 Irish O'Brien S. down the hill against fellow Cal-breds before a rallying runner-up effort behind the reopposing Canoodling (Pioneerof the Nile) in the one-mile GIII Wilshire S. May 1.

“On paper, she definitely fits in there,” said trainer Ben Cecil. “I think the extra furlong is probably good for her. She runs hard and gives her all every time. I know she'll run well. It will just be a question of if she's up to it.”

In addition to her front-running score in the Wilshire, B-4 Farms' Canoodling also captured the one-mile Jan. 29 GIII Megahertz S. at Santa Anita. She will be trying to stretch out to nine furlongs for the first time in her career Monday.

Stilleto Boy Aims for Gold Cup Glory

Steve Moger's Stilleto Boy (Shackleford), who has been knocking on the door to top-level success, will attempt to gain that first Grade I victory while facing four rivals in the GI Gold Cup at Santa Anita Monday. The chestnut gelding, 7-5 on the morning line, was second in last year's GI Awesome Again S. and third in the GI Malibu S., GI Pegasus World Cup Invitational, and GI Santa Anita H. before scoring a front-running victory in the Apr. 30 GII Californian S. last time out.

Pegram, Watson and Weitman's Defunded (Dialed In) looked poised for big things when second in last year's GIII Affirmed S. and GIII Los Alamitos Derby, but went to the sidelines following an optional-claimer romp at Del Mar in August. The 4-year-old, 3-1 on the morning line, resurfaced with a powerful victory in a one-mile optional claimer at Santa Anita May 8 in his first start for trainer Sean McCarthy.

Fox Hill Farms and Siena Farm's Royal Ship (Brz) (Midshipman) missed by just a head to subsequent G1 Dubai World Cup winner Country Grammer (Tonalist) in last year's Gold Cup. He returned from eight months on the sidelines to score a front-running victory in the Apr. 10 John Shear S. last time out.
