Weekly Stewards and Commissions Rulings: Dec. 20-27

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public and where.

There are two important notes. One is that Florida is expected to begin a new system, whereby a panel of stewards–one from the state and two association stewards–will hear medication and riding offenses (more on this in the primer).

There is currently no information on when that panel will begin hearing cases. We will be following developments and updating these weekly reports accordingly.

The other is that, due to the holidays, any rulings from this period that weren't publicly posted in time will be included in subsequent ruling roundups.

California

Track: Santa Anita

Date: 12/26/2021

Licensee: Kyle Frey, jockey

Penalty: Three day suspension

Violation: Careless riding

Explainer: Jockey KYLE FREY who rode JAMMING EDDY in the fourth race at Los Alamitos Race Course Dec. 12, 2021 is suspended for THREE (3) racing days (Jan. 2, 7, 8, 2022) for altering course without sufficient clearance in the turn and causing interference, which resulted in the disqualification of his mount from first to fifth place. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules-Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

Date: 12/27/2021

Licensee: Roimes Chirinos, jockey

Penalty: $500 fine

Violation: Riding crop offense

Explainer: Jockey ROIMES CHIRINOS is fined FIVE HUNDRED DOLLARS ($500.00) for violation of California Horse Racing Board rule #1688(b)(7) (Use of Riding Crop–more than two times in succession–first offense within the past sixty days) during the eighth race at Santa Anita Park Dec. 26, 2021.

Licensee: Jose Ortiz, jockey

Penalty: $200 fine

Violation: Failure to fulfill jockey agreement

Explainer: Jockey JOSE ORTIZ who was scheduled to ride #11 CROSBY BEACH in the first race Dec. 26, 2021 at Santa Anita Park is fined TWO HUNDRED DOLLARS ($200.00) for violation of California Horse Racing Board rule #1872 (Failure to Fulfill Jockey Agreement).

Licensee: Eduard Rojas Fernandez, jockey

Penalty: $500 fine

Violation: Riding crop offense

Explainer: Jockey EDUARD ROJAS FERNANDEZ is fined FIVE HUNDRED DOLLARS ($500.00) for violation of California Horse Racing Board rule #1688(b)(8) (Use of Riding Crop–more than six times during the running of the race–first offense within the past 60 days) during the ninth race at Los Alamitos Race Course  Dec. 12, 2021.

‘That Gave Me Goosebumps’: Racing Industry Reacts To Flightline’s Malibu Performance

In just the third start of his career, Flightline lit up the racing world with a monster performance in the Grade 1 Malibu Stakes at Santa Anita Park, completing seven furlongs in 1:21.37. The 3-year-old son of Tapit is undefeated through three starts by a combined 37 ½ lengths, and his big run on Sunday earned the year's best Beyer Speed Figure of 118.

Trainer John Sadler has not committed to a next start for Flightline, though he mentioned the Saudi Cup and the Met Mile as possible targets in 2022.

“The bigger picture point I was trying to make is that he could run in any race, but we haven't honed in on anything, obviously,” Sadler told the Santa Anita publicity department. “The horse is on a different level. All has to go right, but we might be looking at a historic-type horse before it's all over.”

Owned by his breeder, Summer Wind Equine, as well as Hronis Racing, Siena Farm, Woodford Racing, and West Point Thoroughbreds, Flightline commanded a million-dollar price tag at the Fasig-Tipton Saratoga Select yearling sale.

Business Brisk For Santa Anita Opener

In spite of six races moved from the turf to the dirt, resulting in 10 program scratches, a total of $2.3 million was wagered on track and total pari-mutuel handle was $19.4 million, making it the third-best opening day figures ever.

“We really want to thank the fans for supporting us and the horsemen for going with the changes and participating,” said Santa Anita Senior Vice President and General Manager, Nate Newby. “Although it didn't rain yesterday, we had over 4 1/2 inches of rain in the five days leading into Sunday, so the decision was made to come off the turf.

“I want to acknowledge the great job Dennis Moore and his team did yesterday in having the main track in tremendous shape. We had great racing and some great performances, just a fabulous day,” Newby added.

Santa Anita Cancels Thursday Card Due To Rain; Friday’s Stakes Pushed To The Weekend

With substantial rain forecast for Southern California later this week, Santa Anita Park has proactively cancelled racing for Thursday, Dec. 30.

Live racing will return Friday, Dec. 31, but the three turf stakes races slated for that day have been moved to the weekend when the weather should be much improved.

The Grade 3 Robert J. Frankel now will be run on Saturday, Jan. 1, with the two 2-year-old turf stakes (Eddie Logan & Blue Norther) to be held on Sunday, Jan. 2.

With six races shifted from turf to dirt, resulting in 10 program scratches, business prospects for Santa Anita's 85th Winter/Spring Meet opener were a bit subdued on Sunday, but business was indeed brisk. With $2.3 million wagered on-track, total pari-mutuel handle was $19.4 million, making it the third-best Opening Day handle ever.
