Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

CALIFORNIA

Violation: Careless riding (reinstatement of original ruling)
Explainer: Having received notice from the California Horse Racing Board that the appeal of LATS Ruling #90 (April 15, 2022) has been withdrawn, the original ruling is reinstated. Jockey Ryan Curatolo is suspended for 4 racing days (May 13, 14, 15 & 20, 2022). Pursuant to California Horse Racing Board Rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

Explainer: After a hearing before the Board of Stewards, Gerardo Corrales, who rode Cool Rags in the third race at Keeneland on April 24, 2022 is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner (2nd offense).

Penalty: Three-day suspension
Violation: Excessive use of the whip
Explainer: After a hearing before the Board of Stewards, Declan Cannon, who rode Hometown Hero in the first race at Keeneland on Apr. 24, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Cannon was given the option and chose to serve a suspension. Declan Cannon is hereby suspended 3 racing days, April 30, May 3, and May 4, 2022 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Violation: Joint injection too close to a race, according to the DRF
Explainer: Mr. Michael Miceli is hereby suspended thirty (30) calendar days May 8th 2022 through June 6th 2022 inclusive and fined the sum of two thousand five hundred ($2,500) dollars, this for failing to follow New York State Gaming Commission code rules and regulations pertaining to Horse Cover Photo which raced on March 13th 2022. The above matter has been referred to the commission. Ordered that during your period of suspension , you shall not directly or indirectly participate in New York State pari-mutuel horse racing. You are denied the privilages and use of the grounds for all racetracks, you are forbidden to participate in any share of purses or other payment. Every horse is denied the privilages of the grounds and shall not participate in pari-mutuel racing in New York State, that (a) is owned or trained by you, or by any individuals who serves as your agent or employee during your suspension; or (b) for which you during your suspension are directly or indirectly with training, including any arrangements to care for, train, enter, race, invoice, collect fees or other payments, manage funds, employ or insure workers, provide advise or other information or otherwise assist with any aspect of the training of such horses.

‘Indescribable’: Rene Diaz Breaks Through With First Winner At Gulfstream

Apprentice jockey Rene Diaz broke through to notch his first career win Thursday at Gulfstream Park after guiding Jessica ($14) to a three-length victory in the afternoon's third race.

The 21-year-old jockey achieved the ever-important milestone in front-running fashion aboard the Michael Yates-trained 5-year-old mare, capturing a seven-furlong sprint for $12,500 filly and mare claimers.

“It feels amazing. It felt like the wire was getting further and further away from me,” Diaz said. “Thank God, my parents and everyone that supported me. I'm grateful for the connections, also — Mr. Yates, Shadybrook Farm. It's just amazing, an amazing feeling. Indescribable.”

Diaz, who grew up in South Florida and played high school soccer with fellow Gulfstream jockey Romero Maragh, worked his way up the ladder on the South Florida backstretches.

“I was just freelancing in the backstretch, working for everybody and helping everyone out. Picking up things little by little, learning little by little,” he said. “It's been a long three years of practicing until I decided this was my year to start. So much has happened due to the coronavirus. I'm just happy to be here and blessed.”

Diaz, who won his first race on his 18th career mount, expressed gratitude to the trainers who helped him realize his dream of becoming a jockey.

“I first started in the shedrow, shedrowing horses for [trainer] Aubrey Maragh. He gave me a huge chance. He was a big support. Also, [trainer] Monica McGoey was a big support. She's really the person that let me get my gate card and gave me a whole bunch of horses to breeze,” Diaz said. “Then I started expanding my horizons with [trainers] Joe Orseno, Happy Alter, and Louis Roussel, where I learned a lot.”
