Pennsylvania Racing Commission Releases Welfare and Safety Quarterly Report

The Pennsylvania State Horse Racing Commission reported Monday on the progress of its Equine Safety and Welfare Plan, a list of tangible steps intended to increase protections for horses racing at Pennsylvania's six tracks. The measures, which the commission began implementing Mar. 1, 2022, included an Integrity Hotline for reporting suspected illegal or unethical behavior.

“Early results from the hotline and other measures have been promising and reinforce the thorough consideration that went into developing the action plan,” said Agriculture Secretary Russell Redding, who chairs the commission. “Implementing the strategy will be a long-term effort. The commission is committed for the long haul to protecting the integrity of the sport and the safety and welfare of the horses and participants.”

The development of an equine fatality database was among the plan's 10 measures. Thoroughbred fatalities from Apr. 1-June 30 were 30 in 2021 and 17 in 2022. Fatalities to date in 2022 include 10 at Parx Racing in Philadelphia, five at Penn National in Dauphin County, and two at Presque Isle Downs in Erie County. Harness racing fatalities included three in 2021 and two during the same period in 2022–one at The Meadows in Washington County and one at Pocono Downs in Luzerne County.

Other new measures included an independent, third-party analysis of the racing surfaces at each track. No racing surface issues were flagged as a result of the analysis.

As a result of increased commission veterinary oversight of morning workouts, eight horses were placed on the veterinarians' list and deemed ineligible to race. As a result of enhanced post-race supervision and stricter criteria, 17 horses were placed on the veterinarians' list and six horses were retired from racing.

Five horses were deemed ineligible to race in Pennsylvania based on the new rule providing for the disqualification of any horse that finished 12 or more lengths behind the winner in five consecutive starts.

The Integrity Hotline received 51 calls from Mar. 1 through June 30. Every call is investigated and referred for action as warranted. Ten calls are pending investigation and 41 alleged issues have been closed. No fines or penalties have been issued as a result of issues alleged in calls.

Allegations at Thoroughbred tracks accounted for 32 calls, including unethical conduct by race officials and horsemen, use of illegal devices by a jockey, unethical treatment of horses, unauthorized ingress or egress by horses, wagering irregularities and monetary disputes.

Among 17 allegations made regarding standardbred race tracks were incorrect decisions by judges, unethical conduct by horsemen and training center officials, unethical treatment of horses, licensing concerns, and administration of performance-enhancing medications.

Two calls without a specific location included an allegation of unethical treatment of horses, and a question about standardbred racing.

Summer Front’s Wow Whata Summer Upsets Penn Mile

Wow Whata Summer sprung the second biggest upset of the year so far when he crossed the finish line in front for the first time, besting previously undefeated 'TDN Rising Star' Annapolis at odds of 83-1 in the GII Penn Mile S. Uncaptured Spirit (Uncaptured) hustled up to take immediate control with heavily favored Annapolis dueling another foe two lengths back in second and Wow Whata Summer engaged in a three-battle off their heels. Wow Whata Summer moved up inside the chalk as the first quarter went up in :24.08 as the pacesetter continued to enjoy a comfortable lead.

An overeager Wow Whata Summer tugged his way up to pressure the leader, sticking his nose in front as the half went in :49.50 as Annapolis continued to bide his time. Wow Whata Summer kicked clear turning for home as Irad Ortiz began to call upon the favorite. Annapolis bore out a bit in early stretch, giving up some ground, but Ortiz quickly righted the ship and sent his mount after the longshot leader, but Wow Whata Summer kept on finding, holding Annapolis at bay by 1 1/4 lengths.

Placed first via DQ in his unveiling at Colonial in July, Wow Whata Summer checked in third in the Hickory Tree S. there a month later and was fourth in that venue's Kitten's Joy S. four weeks after that. Checking in fourth again in the Laurel Futurity S. Oct. 2, he was a soundly beaten ninth when trying dirt in a Laurel optional claimer Nov. 21. Returning to the grass in a 5 1/2-furlong allowance at Laurel Apr. 23, the dark bay rallied from well back to be third behind the re-opposing Uncaptured Spirit.

Wow Whata Summer is the fourth graded winner for his young sire Summer Front. His dam Loan Guarantee is a half to SW Strong Incentive (Warrior's Reward), who is the dam of SW & MGSP Highly Motivated (Into Mischief), who captured a Belmont allowance over Memorial Day weekend. Loan Guarantee is also responsible for a 2-year-old filly named Cherished Wish (Mshawish) and a yearling colt named Wow Whata Party (Desert Party).

Haughty Dusts Rivals in Penn Oaks

Having been scratched from the GIII Soaring Softly S. last weekend, 'TDN Rising Star' HAUGHTY (f, 3, Empire Maker–Soaring Emotions, by Kingmambo) was re-routed for Friday's $150,000 Penn Oaks at Penn National and may have been a touch ring-rusty, but proved far too classy for her four overmatched rivals. A bit hesitant to load and on edge waiting for the gates to spring, the 2-5 chalk was tugging for her head as they raced under the wire with a circuit of the soft-rated turf course to travel as 60-1 outsider and turf debutante Irie Empress (Shackleford) went along at a snail's pace. Flavien Prat had the favored settled better entering the turn and cut the ribbons approaching the quarter pole, and though she drifted wide into the stretch and took enough time to gather in the front-runner, Haughty never felt the stick and waltzed under the line the handiest of winners. Somewhat controversially disqualified and placed third from an apparent debut victory at Belmont last September, the $70,000 Keeneland September buyback turned $310,000 OBS April breezer earned the 'Rising Star' designation on the strength of a four-length romp at Keeneland the following month. Despite a 16-day turnaround and some uncertainty as to whether she would make the race, Haughty gave an outstanding account of herself in the GI Breeders' Cup Juvenile Fillies Turf when third and beaten three-parts of a length. PHBA Releases 2022 State-Bred Stakes Schedule

The Pennsylvania Horse Breeders Association has released the 2022 stakes schedule for state-bred horses with 27 stakes to be run at Pennsylvania tracks throughout the year totaling over $4 million.

The stakes action kicks off Apr. 25 at Parx Racing with two seven-furlong $100,000 races for older horses: the Unique Bella for fillies and mares, and the Page McKenney H. Seven $100,000 stakes will be carded on Pennsylvania Day at the Races Aug. 22 at Parx, including the first two events of the inaugural 2-year-old PA-Sired PA-Bred Stallion Series. The 2-year-old sire series continues on Parx's Pennsylvania Derby Day card Sept. 24 with the $200,000 Prince Lucky S. and Imply S. Also carded are two $200,000 races for older horses, the Plum Pretty for fillies and mares and the Alphabet Soup H. on the turf.

New on the calendar is the $100,000 Jump Start S. for Pennsylvania-sired and bred older horses over seven furlongs Oct. 18 at Parx. Presque Isle Downs will host five $100,000 PA-bred stakes starting in July. Penn National's Penn Mile card June 3 includes four $100,000 Pennsylvania-bred stakes. In late November, Penn National is once again the host track for the $200,000 Shamrock Rose for juvenile fillies. The final stakes on the schedule is the $200,000 Pennsylvania Nursery at Parx.
