Ontario: Quarter Horse Industry Eligible For Equine Benefit Payments

Ontario Racing is pleased to announce that Quarter Horse horsepeople will have the opportunity to access certain purse funds that remain available under the Long-Term Funding Agreement with Ontario Lottery and Gaming Corporation (OLG) in the event that live racing at Ajax Downs is suspended due to the COVID-19 pandemic.

The funds made available in the form of equine support payments correlate directly to Long-Term Funding Agreement purse funds that have been foregone as a result of the lockdown measures from the cancelled May race days. If live racing is still prohibited under provincial orders related to COVID-19 at the end of May, a new round of funding may be available to Quarter Horse horsepeople (subject to approvals) with new requirements for eligibility. Information pertaining to a potential benefit payment beyond May will be provided in a subsequent communication.

The aforementioned funds were already committed to the industry through the Long Term-Funding Agreement for Live Horse Racing between Ontario Racing and OLG.

In response to the COVID-19 pandemic, Ontario Racing created a task force, as it did during the spring lockdown in 2020, to address the financial impacts to horse racing in Ontario.

“We are pleased to be in a position to offer these equine benefit payments to the Quarter Horse industry,” said John Hayes, Chair, Ontario Horse Racing. “From the onset of the pandemic last spring, Ontario Racing, along with OLG, and industry representatives, have worked diligently to assist horsepeople across the province whose livelihoods have been affected by COVID-19.”

Eligibility Requirements

Horses are currently stabled in the province of Ontario; 3 YO and older horses are in active training for the upcoming 2021 Quarter Horse season at Ajax Downs as verified by the Quarter Horse Task Force.
Horses must have made a start during the 2020 racing season as verified on Equibase. 3 and 4 YO horses that did not make a start during 2020 but were in training during 2020 may apply. Approval is at the discretion of the Quarter Horse Task Force and supporting documentation may be required.
Horses meeting this criterion must apply for eligible equine welfare payments using the below application form.

Important Notes:
·       All payments received must be used for the care and maintenance of Quarter Horse horses.
·       Any horse receiving assistance under this program must be in the province of Ontario. Horses that are trained by an AGCO licensed Trainer who predominantly races at Ajax Downs but are not stabled in Ontario may apply. Approval is at the discretion of the Quarter Horse Task Force. Horses approved under this criterion will be required to race at Ajax Downs for the entire 2021 meet, if approved to receive funding.
·       Once racing resumes in Ontario, horses who have received benefits under this program MUST make their first start at an Ontario Quarter Horse racetrack.
·       Ontario Racing reserves the right to request additional information to ensure all criteria has been met. Those receiving benefits under the program could be subject to an audit by Ontario Racing. Failure to meet the criteria will result in all amounts being repaid to Ontario Racing.
·       All decisions are at the discretion of Ontario Racing and are ABSOLUTE and FINAL.
·       Horses are currently under the care of an AGCO licensed trainer at the time the application is submitted.

Over Two Million Canadians To Enjoy Free Access To 24-Hour Racing Coverage In March

As of today, more than two million households in Canada now have access to live horse racing 24 hours a day for the entire month of March.

Ontario Racing, in partnership with Woodbine Entertainment, announced today that it is presenting a free preview of HPItv throughout the month of March for Bell Television subscribers.

“As part of our mandate to promote our sport, Ontario Racing is proud to present this free preview as a fantastic opportunity for both casual and dedicated fans to experience world-class horse racing from across the globe, including outstanding live racing coverage from racetracks across Ontario,” said John Hayes, Independent Chair, Ontario Racing. “Viewers will also be able to access professional handicapping tips, in-depth race analysis, and get the chance to see some of the sport's top stars, both equine and human, vie for victory at racetracks throughout North America and beyond.”

Since 2005, HPItv, which is owned and operated by Woodbine Entertainment, has delivered thrilling, worldwide horse racing action to fans in the comfort of their homes or through their preferred mobile device. The March free preview on Bell features three premium racing channels, each with its own unique programing, that combine to showcase a multitude of races daily from across the world.

“Horse racing is an exciting sport and we are confident that if we continue to provide opportunities to make our sport more accessible, especially while fans cannot attend racetracks in person, interest in our sport will only grow,” said Christina Litz, Vice President, Business Development and Revenue, Woodbine Entertainment. “Last year we launched Racing Night Live on TSN and saw hundreds of thousands of new fans engage with horse racing. Ontario Racing: Purse Funds From Cancelled Races Will Continue To Support Horsemen

Ontario Racing is pleased to notify industry participants that Thoroughbred horsepeople will have the opportunity to access certain purse funds that remain available under the Funding Agreement with Ontario Lottery and Gaming Corporation (OLG) as a result of the suspension of live racing in the Toronto Region due to the COVID-19 pandemic.

These funds were already committed to the industry through the Funding Agreement for Live Horse Racing between Ontario Racing and OLG. To enable this access, Ontario Racing, OLG and the other parties to the Funding Agreement have entered into an amendment to the Funding Agreement, a copy of which will be posted on the Ontario Racing website.

In response to the COVID-19 pandemic, Ontario Racing created a task force, as it did during the spring lockdown, to address the financial impacts to Thoroughbred horse racing in Ontario.

Eligibility Requirements

Due to the Toronto lockdown coming at the end of the Thoroughbred racing season in Ontario, Ontario Racing Management Inc. (ORM) will work closely with WEG and HBPA to obtain the list of active horses who either raced since Nov. 1 and/or were stabled at Woodbine Racetrack. The distribution of these funds will not require an application.

Subject to being deemed eligible based on the above criteria, racehorse owners will receive a one-time payment of $1,500 for each eligible Thoroughbred horse, which is estimated to cover half of the monthly costs associated with boarding, feed and training fees (veterinary, blacksmith, shipping, and other fees are not included in this estimate).

Ontario Racing will continue to pay the 1.5 percent of purses to the horseperson's associations so they can continue to offer benefits, benevolence activities and additional assistance to those in need.

In addition, Ontario Racing has arranged for increased flexibility when dealing with potential future lockdowns in the province by sharing the details of a streamlined support payment process with OLG.

Upon OLG's approval, Ontario Racing will be in a position to apply a consistent approach to reallocating undistributed purse funds in the event of a lockdown, similar to other support programs offered to the industry in the past year. This increased flexibility and consistent approach will allow Ontario Racing to provide industry support in a timely manner should other racetracks in Ontario be impacted by future pandemic control measures.

Woodbine, Ontario Racing Express Concerns About Legalization Of Sports Wagering In Canada

Racetracks of Canada, Ontario Racing and Woodbine Entertainment are raising significant concerns with Private Member's Bill C-218. The bill is currently being debated by Members of Parliament in the Canadian House of Commons.

PMB C-218 seeks to legalize Single-Event Sports Betting in Canada, but damage to the horseracing industry may end up being an unintended consequence of the legislation. It creates an opening for international companies and others to offer wagering on horseraces in Canada at the expense of the local industry.

Canada's horseracing industry is sustainable because of the carefully constructed agreements between betting establishments, horsepeople groups and others in the industry, to ensure that a fair portion of the revenue generated by wagering is circulated back into the horse racing ecosystem. C-218 legalizes wagering on horseracing outside of this framework, jeopardizing the industry support model that serves as the basis of more than 50,000 jobs and $5.7 billion in economic activity across Canada, in both rural areas and in cities.

“We recognize there is an opportunity for the Canadian economy to benefit from the legalization of sports wagering,” said Jim Lawson, CEO, Woodbine Entertainment. “However, we want to ensure it does not come at the cost of the horse racing industry which has been an important part of the economy for decades. We would be supportive of the legalization of sports betting in Canada if our concerns were addressed through a legislative process.”

The horseracing industry is calling for the Trudeau Government to take over the sports betting initiative and proceed with a legislative package in the upcoming Fall Economic Statement or the 2021 Budget that legalizes Single-Event Sports Betting with measures that ensure the local horseracing industry is not an unintended casualty.

This can be done by ensuring only horse racing establishments can offer wagering on horse races. A new revenue source, Historical Horse Racing, should also be provided to the industry to offset any revenue loss to the new competitive product of single-event betting on other sports.

These measures will ensure horse racing can remain sustainable in Canada along with the more than 50,000 jobs it supports across the country.
