Weekly Stewards and Commission Rulings, Jan. 10-16

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.
Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.
With the Horseracing Integrity and Safety Act (HISA) having gone into effect on July 1, the TDN will also post a roundup of the relevant HISA-related rulings from the same week.

California

Track: Santa Anita
Date: 01/13/2023
Licensee: Tim Yakteen, trainer
Penalty: $1,000 fine
Violation: Late notification of gelding operation
Explainer: Trainer Haitham “Tim” Yakteen, who entered the horse Code Runner, in the eighth race on November 6th, 2022, at Santa Anita Park is fined $1,000.00 for violation of California Horse Racing Board Rule #1865(e)(2) (Altering Sex of Horse – true sex not reported) necessitating a late declaration.

The following rulings were reported on HISA's “rulings” portal, except for the voided claim rulings which were sent to the TDN directly. Some of these rulings are from prior weeks as they were not reported contemporaneously.
One important note: HISA's whip use limit is restricted to six strikes during a race.

New Positions For Egan at Santa Anita; Hammerle at 1/ST

Veteran horseman and racing official Jason Egan was promoted as the Director of Racing and Racing Secretary for Santa Anita Park beginning Jan. 27. He served as the track's Racing Coordinator since 2020, and he was named to his new post after Chris Merz announced his desire to take a more expansive operational role in the racing industry.

Additionally, Rick Hammerle will join 1/ST Racing as a consultant. After stops in California, New Jersey and Florida, he was most recently the Racing Coordinator at Oaklawn Park and Director of Racing Operations at Kentucky Downs.

Like Hammerle, Egan is a graduate of the University of Arizona's Racetrack Industry Program. While there, Egan interned with trainer Michael Dickinson and went on to work for Hall of Fame trainer Todd Pletcher.

Jockey Ramsey Zimmerman Returns to the Saddle

Jockey Ramsey Zimmerman recorded his first victory in over five years on Friday when he guided Enchanted Nile (Pioneerof the Nile) to a front-running nose victory in the third race at Oaklawn Park.

A Chicago-area native, Zimmerman amassed 1,740 victories and owns riding titles at Prairie Meadows and Lone Star Park, but it was substance abuse that derailed his once-promising career several times since he began riding in 1998.

“All that's behind me,” Zimmerman said. “I'm actually really proud of having six years clean and sober.”

Managing a Thoroughbred farm and working as a driver for a horse-drawn carriage company in St. Louis were a couple of the jobs he did when he wasn't riding. Zimmerman recently reunited with agent Scott Hare of Hot Springs and he said he plans to ride the remainder of the Oaklawn meeting which ends May 6.

Licensee: Kazushi Kimura, jockey

Penalty: Three-day suspension

Violation: Careless riding

Explainer: Jockey Kazushi Kimura, who rode Luminiferous in the first race at Santa Anita Park on December 30, 2022, is suspended for 3 racing days (January 7, 8 and 13, 2023) for altering course without sufficient clearance and causing interference in the stretch. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules – careless riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.
