With Conditions, Baffert Cleared To Participate in 2021 Breeders’ Cup

Bob Baffert, the all-time leading Breeders' Cup trainer by money won, will be allowed to participate at this year's world championships on Nov. 5-6 at the Del Mar Thoroughbred Club in Del Mar, Calif., Breeders' Cup said in a statement on Sunday. Baffert's participation will be contingent on certain conditions being met, including enhanced out-of-competition testing of his horses and enhanced security at his barn.

On Sept. 18, the Breeders' Cup said it would be conducting a review process to determine Baffert's status in the wake of a failed drug test by Medina Spirit after the Protonico colt finished first in the Grade 1 Kentucky Derby on May 1.

The Medina Spirit positive test for the corticosteroid betamethasone was the fifth failed drug test by a Baffert runner – and third in a Grade 1 race – over a one-year period dating back to May 2, 2020.

Stewards have yet to conduct a hearing on the Medina Spirit positive while attorneys for Baffert and the Kentucky Horse Racing Commission have battled in court over testing of the split sample. Baffert is also engaged in a legal fight with the New York Racing Association, which attempted to ban the trainer from participating at its tracks.

Churchill Downs Inc. said it would not permit Baffert to stable or race at its facilities, including the flagship track in Louisville, Ky., where the Kentucky Derby is run. The Churchill Downs ban extends until the end of the 2023 spring meeting, effectively banning Baffert from the next two Kentucky Derbies.

Horses under Baffert's care will also not be awarded qualifying points for the Kentucky Derby, Churchill Downs officials have said. Among the official Derby qualifying points races is the G1 Breeders' Cup Juvenile Nov. 5, where Baffert has two leading contenders, G1 American Pharoah Stakes winner Corniche and G1 Del Mar Futurity winner Pinehurst. The latter was co-bred by former Breeders' Cup chairman Fred W. Hertrich III and co-owned by current chair Barbara Banke of Stonestreet Stables. Baffert has several other contenders in Breeders' Cup races, including Medina Spirit, who is pointing to the G1 Classic; Gamine, who is aiming to defend her title in the G1 Filly & Mare Sprint; and Private Mission, who is pointing for the G1 Distaff.

Following is the statement issued on Sunday by Breeders' Cup:

“Breeders' Cup conducts thoroughbred racing at the highest levels of safety and integrity for the benefit of our horses, riders, participants, fans, and bettors. To this end, the Breeders' Cup Board of Directors convened a special review under legal counsel to evaluate the recent conduct of Mr. Bob Baffert in order to determine whether he should be permitted to participate in the 2021 World Championships. In the interest of fairness, Mr. Baffert was provided with advanced notice and an opportunity to take part in the process, and the Board appreciated his participation and cooperation in connection with its inquiries.

“Based on the totality of the circumstances, Breeders' Cup has decided to require all horses trained by Mr. Baffert to undergo enhanced out-of-competition, pre- and post-race testing and other security protocols, at his own expense, in order to participate in the 2021 Breeders' Cup World Championships at Del Mar.

“In addition to operating under the rules and regulations of both the California Horse Racing Board and Del Mar for the 2021 World Championships, those competing in any Breeders' Cup race are subject to another set of rules specific to the Breeders' Cup, which include the Breeders' Cup Condition of Entry, the Prohibited Substance Rule and the Convicted Trainer Rule. On top of our industry-leading protocols and standards, additional testing and security requirements for any horse under Mr. Baffert's care will be administered at his expense under a signed agreement to provide a more targeted layer of accountability. These additional measures include increased randomized out-of-competition testing for all prohibited and restricted substances, additional tests administered the week of the World Championships, increased veterinarian and security checks, and in-person 24-hour security surveillance ahead of the horse or horses' respective events. Mr. Baffert has agreed to abide by each of these additional measures.

“Working with horses and competing in the World Championships is a privilege, and medication restrictions and testing protocols are in place for a reason. The Breeders' Cup expects Mr. Baffert's complete cooperation in ensuring that every horse under his care is in full compliance with all medication restrictions and safety standards.

“Breeders' Cup looks forward to the uniform rules and enforcement mechanisms that the Horseracing Integrity and Safety Authority's antidoping and medication control program will bring to our sport.”

Shantisara Wins Again, Gives Brown Another QE II Cup Victory

In her fourth American start, Shantisara (IRE) made it three wins in a row with her victory in the Grade 1 Queen Elizabeth II Challenge Cup at Keeneland Race Course in Lexington, Ky. Under jockey Flavien Prat, the 3-year-old filly stalked the pace through the far turn and then poured on the speed in the stretch to win by five lengths.

In the starting gate for the G1 stakes, with the field of ten lined up and ready to go, Lady Speightspeare acted up, necessitating all ten horses be backed out as the fractious filly required a veterinarian's examination before being allowed to continue. Lady Speightspeare was a late scratch, reducing the field to nine.

They broke cleanly from the Keeneland gate, with Chad Brown trainee Technical Analysis taking the lead over the yielding turf course. Prat settled Shantisara in fourth around the first turn, improving to third down the backstretch. Around the final turn, with Technical Analysis still the front runner, Shantisara angled three-wide to find a running lane for her stretch bid.

In the Keeneland straight, Shantisara took over the lead from Technical Analysis early, easily drawing away from the field in the last furlong. Technical Analysis held on for second, Burning Ambition third. Nicest was fourth, with Queen Goddess, Closing Remarks, Cloudy Dawn, Flippant, and Emperess Josephine rounding out the order of finish.

The victory is trainer Chad Brown's fourth in the G1 stakes. He has also won with Dayatthespa (2012), Rushing Fall (2018), and Cambier Parc (2019).

The final time for the 1 1/8 miles was 1:48.86. Find this race's chart here.

Shantisara paid $7.00, $3.80, and $3.00. Technical Analysis paid $4.20 and $3.80. Burning Ambition paid $6.20.

“I expected her to run really well because (of) the way she breezed last time (5 furlongs in 1:03.40 over the turf at Keeneland a week earlier). She improves all the time. She's coming along. This filly, she has a really good talent. She handled the turf really well here,” Baldo Hernandez, assistant to Chad Brown, said after the race.

“It was a good run. I was really pleased with the draw (post 3), to be honest. I thought the good horses were around me, and I was able to keep tracking them. She made a really good move around the turn – she came really handy around the turn – and when I asked her to make a move she responded well,” Prat told the Keeneland Press Office after the G1 stakes. “She broke well and I was able to tuck her in right away and she switched off nice. I was traveling super and, like I said, when it was time to go, she was there for me.”

Bred in Ireland by Oliver Donlon, Shantisara is by Coulsty (IRE) out of the Dalakhani mare Kharana (IRE). The 3-year-old filly is owned by Michael Dubb, Madaket Stables LLC, and Robert LaPenta. She was consigned by Aguiar Bloodstock and sold to agent Federico Barberini for $13,171 at the 2020 Tattersalls Guineas Breeze-Up Sale. With her win in the G2 Queen Elizabeth II Challenge Cup, Shantisara has three wins in six starts in 2021, for a lifetime record of 9-5-2-0 and career earnings of $788,108.

Change Of Control Takes Buffalo Trace Franklin County In A Keeneland Deluge

Perry Harrison's Change of Control was first out of the gate and first to the finish line in posting a 1½-length victory over 62-1 longshot Ambassador Luna in the 25th running of the $150,000 Buffalo Trace Franklin County Stakes  (G3) for fillies and mares on a rainy Friday afternoon at Keeneland in Lexington, Ky.

Trained by Michelle Lovell and ridden by Colby Hernandez, Change of Control covered the 5½ furlongs on a turf course labeled yielding in 1:05.89.

With the victory, Change of Control became the fourth horse to win the Giant's Causeway during Keeneland's Spring Meet and come back in the Fall Meet to win the Buffalo Trace Franklin County. The others were Dyna Da Wyna (2004), Confessional (2001) and Ayrial Delight (1999).

It is the second Keeneland stakes victory for Lovell and Hernandez, both coming with Change of Control.

Ambassador Luna quickly overtook Change of Control after the start and led the field of 10 through a first quarter-mile in :22.66 as Change of Control raced fourth while in the clear.

In the stretch, Ambassador Luna shook off bids from In Good Spirits and Yes It's Ginger but could not hold off the charge of Change of Control, who assumed control just before the sixteenth pole.

“It was a little tough,” said Hernandez. “When we broke out of the gate I looked over and she was a little in front, but you couldn't see that good out there. But she broke very sharp, I was able to get in a good position and then sit and wait, and when I called on her she finished up strong.”

A Keeneland sales graduate, Change of Control is a 5-year-old Kentucky-bred daughter of Fed Biz out of the Quiet American mare America's Blossom.

With Friday's $90,000 winner's share, Change of Control increased her earnings to $656,775 with a record of 30-8-6-6. It was her second graded stakes victory and fourth stakes triumph overall.

Change of Control returned $14.60, $7.60 and $4.20. Ambassador Luna, ridden by James Graham, returned $42.40 and $12.80 while finishing a neck in front of favored Campanelle (IRE), who rallied for third and paid $3 to show under Joel Rosario.

It was another 4¼ lengths back to In Good Spirits with Lagertha (CHI), Yes It's Ginger, Catch a Bid, Lead Guitar, Violenza and She's So Special following in order.
