Massive Laurel Horse Move-Out Preakness Week

Difficulties with the dirt track base repair and cushion resurfacing project at Laurel Park continue to mount, with the loose-ended timetable for the work now expected to extend at least until the start of July.

Executives with The Stronach Group (TSG), which owns both Laurel and Pimlico Race Course, said during a Friday tele-meeting that they now need to pause work on the problematic and expensive project at Laurel until management can relocate of all horses stabled at Laurel to other facilities in Maryland.

This news was delivered two weeks after TSG came under fire at a Maryland Racing Commission (MRC) meeting for an alleged “accumulation of bad decisions over time” that led to Laurel's main track safety concerns not being addressed sooner by track management.

At that Apr. 22 meeting, TSG's senior vice president of racing, Steve Koch, told commissioners that Laurel would tentatively be back up and running by the start of June, with limited training allowed at the facility and horses vanned to Pimlico for timed workouts. That plan changed last week when TSG announced all horses would instead have to vacate the property.

The cumbersome logistics of orchestrating such a large horse and worker migration on short notice couldn't come at a worse time for TSG and Maryland horse outfits, with the GI Preakness S. week on the cusp of getting underway at Pimlico.

During the May 7 meeting, Koch projected a new, albeit hazy, timeline for the completion of repairs.

“At the moment, we've requested of the racing commission that the race meet remain at Pimlico through the end of June, so returning early July to be back at Laurel,” Koch said. “There's a lot of unknowns as we get into this racetrack [project and] we'll know more as this thing unfolds.”

Aidan Butler, TSG's chief operating officer, likened the moving-target time frame as a “cat and mouse” game.

Although Butler's words were meant to be figurative, as Friday's meeting evolved, it became clear that felines and rodents were literally involved in the ever-widening scope of the project.

That's because TSG will use the opportunity of having a vacant barn area to launch its most thorough rat extermination attempt to date.

Back in January, TSG executives confirmed to the racing commission that spending $20,000 monthly to try and eradicate rodents while horses remained stabled on the grounds wasn't working, largely because of the abundance of unsecured or spilled horse feed kept the rats well satiated.

Dionne Benson, TSG's chief veterinary officer, said during Friday's meeting that in addition to everything else, that means backstretch outfits will have to attempt herd their barn cats and bring them along once they get stall reassignments at either Pimlico or the Timonium fairgrounds. This is because of concerns that the cats could be poisoned by eating either the rodenticide or a rat that has consumed it.

Then MRC commissioner David Hayden suggested that all hay and straw should also be removed from the backstretch to eliminate another readily available food source for the rats.

David Richardson, the executive director of the Maryland Thoroughbred Horsemen's Association, said that hay and straw removal would be done if the exterminators recommended it.

Richardson asked trainers to expediate getting their requests in to the Laurel racing office about their preference–either Pimlico or Timonium–for being relocated, and to note if their stable help will need living accommodations at either venue.

TSG will provide a shuttle service to those tracks for employees who wish to remain in their Laurel living quarters, and trainers can still keep tack and other personal property secured at Laurel, so long as nothing gets stored in stalls.

To date there have been 789 stall requests: 502 for Pimlico and 287 for Timonium, meaning the majority of outfits will not make the cut for the preferred stabling at Pimlico.

Richardson said that the day after the Preakness, construction will begin on three new 40-stall barns at Pimlico, and that temporary stabling there will also be made available.

As for the housing of backstretch workers, those who opt to live on the grounds at Timonium could end up relegated to either the jockeys' quarters or some other areas that have access to bathrooms and showers, because there are currently no dorm facilities there that meet fire code requirements.

“There are still a lot of items that are outstanding,” Richardson said, underscoring the difficult nature of the transition.

TSG executives also addressed the implications of turf racing in Maryland because of the  extended meet at Pimlico.

Koch said the grass course at Pimlico–which is only half as wide as the one at Laurel–will, per usual, get used “very, very heavily” on the Friday and Saturday of Preakness week.

“So yeah, there are [future] constraints on that course in the sense that, you know, how much [use] can 70 feet sustain compared to the 140 feet that we have at Laurel?” Koch asked rhetorically.

Butler then picked up the topic: “If it's usable we will use it. Once it's through the big weekend…we're going to use it as often as we can.”

Even before Laurel's main track woes arose this winter and spring, TSG executives were on record as contemplating the addition of a synthetic racing surface there.

Butler said on Friday that with the base now exposed, TSG has the opportunity to assess what the scope of that project might look like. But he added that the synthetic option won't be contemplated until a later date–which will eventually mean more logistical headaches.

“Because there is a very high likelihood of us putting in a tunnel at Laurel, there is no way to drill under the track,” Butler said. “That will have to be a section…cut completely down through the substructure. That means later, when we come to replacing and putting in tunnels and replacing surfaces, or having new surfaces, I should say, there is unfortunately going to be some more disruption.”

MJC Now Rehabbing Both Track Cushion, Base At Laurel; June Estimate For Project Completion

During Thursday's meeting of the Maryland Racing Commission, board members dug in to the issues with the dirt track at Laurel Park, grilling the senior vice president of racing for The Stronach Group (TSG), Steve Koch.

Racing in the state has already been moved to Pimlico on an emergency basis, but a finite timeline for the repairs to the Laurel surface has been hard to nail down, reports the Thoroughbred Daily News.

“I hesitate to put a firm timeline on this for the moment,” Koch said, adding: “I would not anticipate this running past the end of the current Pimlico meet.”

That meet is scheduled to end on May 31, with racing at Laurel booked to resume on June 4.

Initial estimates suggested that replacing the dirt surface's cushion would be the primary focus of the project, but Koch explained that the base of the track has been repaired in piecemeal locations over the past years, and now the Maryland Jockey Club is looking at completing “significant work” on that base to restore consistency.

Currently, experts are comparing three test strips of different base compositions in a location on the backstretch chute, working in concert with the Racing Surfaces Testing Laboratory to determine which is the best for local conditions.

A large part of the problem, Koch explained, is that the MJC has not been able to source the required materials from local quarries, and is subsequently shipping material from significant distances.

“These are very scarce, very technically specified [base] materials, and in fact they're much more scarce than the cushion materials,” Koch said. “We will continue to subscribe to the Racing Surfaces Testing Laboratory top-to-bottom quality control program. What we cannot do is control every aspect of winter racing and winter weather, and we cannot control the fact that sourcing stone from quarries all over the eastern half of the United States requires a significant shopping and laboratory exercise.”

June Now Best Guess for Laurel’s Main Track to Be Fixed

Mounting problems that have forced the closure of the main dirt track at Laurel Park are now tentatively anticipated to be fixed by the start of June. But difficulties related to the sourcing and testing of materials for the base and cushion are keeping the Maryland Jockey Club (MJC) from setting an exact timetable for the return of racing and training at its primary venue.

On Thursday, the Maryland Racing Commission (MRC) met at Laurel for the board's first in-person monthly meeting since the onset of the pandemic. But Laurel's scheduled racing for Apr. 22 had already been moved 28 miles north on an emergency basis to the MJC's sister track, Pimlico Race Course, which was pressed into action two weeks prior to its scheduled opening because the situation at the torn-up Laurel track has escalated into a “million or multi-million dollar project” that has no simple fix.

That time frame and the cost estimate were provided to the commission by Steve Koch, the senior vice president of racing for The Stronach Group (TSG), which owns the MJC and both tracks.

Commission members expressed frustration at how the main track problems got so out of hand so quickly, and they grilled Koch and TSG for not having the foresight to identify and remedy the difficulties earlier.

“I think it's an accumulation of bad decisions over time and not putting the money in the track to get us from 'We have no issues' three weeks ago until today, where we're shutting the whole thing down and tearing it up,” said commissioner Konrad Wayson.

Koch acknowledged the work is extensive and disruptive to Maryland racing, and he articulated that TSG is in a spare-no-expense mode to make sure Laurel's track is deemed safe.

“We are looking at a total cushion replacement of the main track and some significant work on the base to restore its consistency,” Koch said. “It is not news that we've made base repairs to this track since the day is was installed. This problem that brought us here today is all about the cushion. Now that we have the base exposed, it would be perhaps a mistake to cover that back up” without shoring up the base.

“I hesitate to put a firm timeline on this for the moment,” Koch said, although he added that “I would not anticipate this running past the end of the current Pimlico meet.”

Pimlico is scheduled to race through May 31. Laurel's summer meet is supposed to start June 4.

Koch gave a recap of how the problems progressed, citing adverse winter weather as a starting point. As the maintenance crew began adding in more material with the coming of spring to keep the cushion four inches deep, “it reached a point a couple of weeks ago where were observing the track had lost a lot of its binding qualities, and we weren't able to maintain a sufficient hardening,” he said.

It then became difficult for the MJC to source the proper cushion materials, because management has “very tight specifications” in terms of composition. Some truckloads had to be sent back because the material didn't pass quality-control checks, Koch said.

That material shortage led to last week's TSG decision to halt racing and training at Laurel to avoid “unnecessary risks.” Horses stabled there have had to be shipped to Pimlico for timed workouts, Koch said.

The only fortuitous thing about the switch, Koch said, is that Pimlico was getting race-ready for its upcoming GI Preakness S. meet anyway.

Once Laurel's base was exposed, the TSG team evaluated it more closely and decided that because of its extensive history of piecemeal repairs, it seemed “less than ideal to be laying brand new, very expensive cushion” onto a substandard base, Koch said.

Koch explained there is now an active project in the backstretch chute that consists of three test strips of various base compositions, “and we are undertaking a scientific exercise” to figure out which one will work best.

“These are very scarce, very technically specified [base] materials, and in fact they're much more scarce than the cushion materials,” Koch said.

One of the biggest cost factors is the expense of trucking in the materials. Koch said product from the closest quarry to Laurel have not worked. Materials from a different regional quarry that the MJC has used in the past are no longer satisfactory. Now management is looking to source base material from as far away as New York, which figures to be very expensive.

“We will continue to subscribe to the Racing Surfaces Testing Laboratory top-to-bottom quality control program,” Koch said. “What we cannot do is control every aspect of winter racing and winter weather, and we cannot control the fact that sourcing stone from quarries all over the eastern half of the United States requires a significant shopping and laboratory exercise.”

Koch added that Charles Town Races, which is about 75 miles to the west, is also in the midst of an unexpected post-winter track resurfacing project that has caused a stoppage in racing.

Commissioner Michael Algeo told Koch he didn't agree with that comparison or putting the blame on a winter transition, which happens every year.

“I don't know what they're doing at Charles Town. I don't really care what they're doing at Charles Town. I'm interested in what happened at Laurel,” Algeo said. “I'm not a horseman, but I don't recall this being a particularly bad winter, either by cold, snow, rain. I mean it was winter. This is what we get in Maryland.”

Other commissioners suggested that the MJC's management is overextended right now: First the pandemic. Then this year the combination of the Laurel turf course needing restoration, the equineherpes virus quarantine, and the Laurel main track problems. All of this while getting ready for the Preakness at Pimlico.

“I would not agree that we are spread thin,” Koch replied, noting that TSG is treating Maryland as an all-hands-on-deck situation right now, requiring TSG executives to be flown in from other properties and the hiring of outside track maintenance and safety consultants.

Another commissioner questioned the wisdom of even putting in a new dirt track at all considering TSG has been floating the idea of putting in a synthetic surface at Laurel in the near future.

“The economics are not desirable,” Koch agreed. “But you can't shortcut and expect to have a safe and viable racetrack.”

Koch explained that once testing is complete and enough materials have been obtained, work will commence in two phases, starting with the inside 50 feet of the main track followed by the outer 50 feet.

“What that allows us to do is get the horses back on the inside of the track sooner,” Koch said. “And that's an excellent feedback loop because then the horses can tell us in real time [how the renovated part is] performing. That will be really critical to the project's success.”

View From The Eighth Pole: If Weight Matters, Take It More Seriously

We can only guess how much the weight carried in a race affects a horse's performance. All other things being equal, a horse that carries 120 pounds in a race will have an advantage over one carrying 123 pounds. Maybe it's a length, maybe more, maybe less. But it is an advantage.

That's why racing officials everywhere should pay heed to the ruling against Alexander Crispin, the Eclipse Award-winning apprentice jockey of 2020, for riding under his assigned weight in a mid-January race at Laurel Park in Maryland.

As Maryland Racing Commission administrative steward Adam Campola said, “There are integrity issues.”

Here's the timeline in the Crispin case.

-In early to mid-January, there were rumblings going through the Laurel jockey colony that Crispin – who already has an edge over his fellow riders with a five-pound apprentice allowance – was allegedly weighing in after a race under the weight he was assigned to carry. Jockeys (including saddle and weighted pads or lead weights if necessary) are weighed by the clerk of scales before a valet takes their saddle out to the paddock.

-Stewards met informally with Crispin and clerk of scales Frank Saumell on Sunday, Jan. 10, and had what Campola said was a “discussion” on the subject. “We had heard the rumors,” Campola said, “but there was no proof.”

-After the meeting, stewards worked with Maryland Jockey Club management to turn on the security cameras in the TIPS Restaurant at Laurel, where the jockeys and the weigh-in scale had been relocated as part of the COVID-19 protocols. Starting on Jan. 15, Campola said, the cameras were able to capture on video and record the weights of riders as they weighed out and in before and after a race.

-On Saturday, Jan. 16, after the final race of the day, Campola said he was getting into his car when he received a call from Saumell. “He said, 'Adam, I've got a problem here,' and told me what had happened.”

Crispin's mount, Alpha Queue, who finished third in the seven-furlong race, was assigned 115 pounds, but after the race came in closer to 110, Saumell told Campola.

Campola asked Saumell – who works for the Maryland Jockey Club – to have track management retrieve video of Crispin on the scales before and after the race. According to Campola, officials produced images from the security cameras  that showed the discrepancy.

-A hearing was conducted on Feb. 24 (an attorney hired by Crispin asked for extra time because of his workload). Alpha Queue was disqualified and purse money redistributed. During the hearing, Campola said, Crispin offered no explanation for the discrepancy in weight.

-A ruling issued early this week said Crispin was being suspended 30 days and fined $1,000. For the final 10 days of the suspension, Crispin will be allowed to work horses in the morning. The suspension took effect on Monday, March 1.

“We were disturbed by this,” Campola said. “It doesn't sit well. We really had no guideline (on the extent of the penalty), so we called around to different places, but I didn't get anyone to say this has happened to them before. In the end, we thought it was a pretty fair penalty.”

Saumell is not suspected of any wrongdoing, Campola said.

There have, in fact, been a few cases of jockeys weighing in after a race with a lower weight than they registered just before the race. And keep in mind that, typically, riders come back after a race weighing more. In Kentucky for example, a rider is permitted an additional six pounds after riding in a race (three pounds for protective gear like safety vest, helmet and goggles and three pounds for rain, dirt or mud splattered or caked on their clothes).

In 1990 at defunct Bay Meadows in Northern California, jockey Ricky Frazier received a six-month suspension when he weighed in three pounds light after winning the $250,000 Final Fourteen Stakes by a nose.

In 2018, jockey Matt Garcia was suspended seven days by stewards at Los Alamitos in Southern California for twice weighing in about two pounds under his assigned weight.

In the 2010 Belmont Stakes in New York, Uptowncharlybrown  was disqualified from fifth place when an eight-pound lead pad slipped off from underneath the saddle and saddle towel during the running of the race, causing jockey Rajiv Maragh to weigh in well under the 126-pound assignment. Trainer Kiaran McLaughlin accepted the blame for that mistake.

How could a jockey and his or her equipment weigh less after a race than before? Jockeys and horsemen I spoke to provided some insights but asked that they not be named.

One way is for a jockey to slide lead weights into his or her boots before the race and then discarding them. Another is for a rider to gorge on a meal before getting weighed pre-race and then “flipping,” or self-induced vomiting.

Finally, there have been suspicions of jockey valets removing lead weights from the slots in saddle pads after the jockey weighs out pre-race. But in many jurisdictions, valets draw numbers to determine which horse they help saddle, so are not regularly assigned to their jockey's horse.

In all of these instances, the riders are going to depend on a clerk of scales who gives a cursory glance at the weight as jockeys quickly step on and off the scale, often with the indicator arrow still moving. Some clerks of scale have gotten in trouble for allowing incorrect weights post-race, but in these cases they usually involve riders who are unable to make assigned weights and are several pounds overweight, even after the safety equipment and dirt/mud allowances are taken into account.

Two steps should be taken to clean up this part of the business.

First, use digital scales that not only have an easy to read display but also can relay the information to the stewards and record all weights taken. Second, as many South American tracks do, focus a television camera on the scale and, after each race, let the wagering public see for themselves the weights of each rider.

As Adam Campola said, “There are integrity issues.” In this case, they aren't that difficult to fix.

That's my view from the eighth pole.
