Owens, Forney Retire from TOC; Egan Named Executive Director

Jack Owens, the longest-serving board member of the Thoroughbred Owners of California, and executive director Mary Forney, will retire from the organization effective July 1. Jordyn Egan will assume the executive director role effective July 20.

An owner and breeder of Thoroughbreds for more than 30 years, Owens races predominately in Northern California. His legal acumen has been invaluable to the TOC Board over the years, and he has worked tirelessly to advance and protect the interests of owners at the legislative and regulatory levels and in negotiations with other members of the industry.

Following Owens' decision not to seek reelection to the board in 2022, TOC membership elected owner Johnny Taboada as one of its three Northern California representatives. The new board takes office July 1.

After 18 years with TOC and over 40 years in the horse racing industry, Forney retires from her role as executive director. In addition to her time with the TOC, Mary worked for Santa Anita Park, the California Thoroughbred Breeders' Association and held various roles during her career in the industry.

“The board joins me in congratulating and thanking both Jack and Mary for their many years of service to TOC and this industry,” said TOC Chairman Gary Fenton. “We know Jack is looking forward to spending more time with his racing and breeding operation, and we hope to see Mary at the races with her family, including her new grandson. California racing is forever grateful to them.”

Egan, born and raised in Fallbrook, Ca., graduated from the Race Track Industry Program and completed the Godolphin Flying Start management training program. Since 2013 she has served as Director of Special Projects for the Maryland Horse Breeders Association.

“It is an honor to be chosen for this position,” said Egan. “I was an intern for TOC in 2006 and had the privilege of working for Mary at that time. I look forward to joining TOC and working closely with the team to effectively represent and grow the pool of Thoroughbred owners in the state of California.”

Owners Permitted to Attend Races at Santa Anita

Starting on opening day Friday, Sept. 25, licensed owners with a horse entered may attend the races at Santa Anita. Due to COVID-19, space is limited to two licensed owners per horse.

Owners wishing to attend should email Mary Forney, Executive Director of TOC (mforney@toconline.com) to be put on a reservation list each day. Reservations can be made up until 24 hours before race day. For more information, contact her at (626) 826-3782.

The quickest and safest way to access Santa Anita Park is to apply for a Virtual Badge before you arrive at the track. Once your badge is approved remotely, enter through Gate 8 and show your badge to the Association Gate attendant. After you park in the Owner/Trainer lot, go straight to the temperature check and wristband tent to receive your complimentary box. For instructions on accessing the Virtual Badge, click here.

Owners must adhere to the following safety protocols while at Santa Anita Park:
-Masks must be worn at all times unless you are eating or drinking in your box.
-Maintain a social distance of six feet from others.
-Stay on pathways and within the box and apron area.

Licensed owners may come see their horses work between 5:00 a.m.-10:00 a.m. at Clocker’s Corner.

Del Mar To Increase Attendance Limits To Four Owners Per Horse

The Thoroughbred Owners of California received significant positive feedback from the owners who attended the races at Del Mar last weekend, and space has been increased to four licensed owners per horse for the upcoming race dates.

Unfortunately, non-licensed guests are still not permitted. If a horse has more than four owners wishing to attend the races, TOC will do its best to accommodate if space is available. Owners wishing to attend should email Mary Forney, Executive Director of TOC (mforney@toconline.com) to secure access, and reservations can be made up until 24 hours before race day.

On race day, owners must show their license when entering the Del Mar Race Track and park in the designated area just outside the clubhouse. Owners will enter through the gate on the east side of the track across from the receiving barn. Owners will be required to be on the owner reservation list, provide their CHRB owners license, and undergo a full Covid-19 health screening including a temperature check. Masks will be required to be worn at all times, and owners must respect social distancing guidelines.

The first come, first served seating is located in the spacious clubhouse box seat area. At this time, owners must remain in the clubhouse seating area and may not enter the paddock or the winners circle. Owners are still not permitted to access the backstretch. Any violation of this strict policy will result in a forfeiture of racetrack privileges.
