Ontario Racing’s Mare Purchase Program Back for 2023

Ontario Racing's Thoroughbred Improvement Program's (TIP) Mare Purchase Program (MPP) is back in time for the upcoming breeding stock sales, with a total budget of $800,000.

The MPP provides Ontario residents, who purchase an in-foal mare at a recognized public auction outside of Ontario, a rebate of 50% of the purchase price up to $25,000 CAD. There is a maximum distribution of $75,000 CAD for any one individual, partnership, corporation or other ownership group.

The MPP is operated on a first come, first served basis, and in order to qualify for the program, participants must provide specific documents as part of their application. Please review the information page on the TIP website to ensure your application is correctly submitted in full. Ontario residents applying for the program must possess a valid AGCO license.

In addition to the 50% rebate of the purchase price, there is a $2,500 CAD breed back bonus for every mare that is bred back to a Registered Ontario Sire in the 2023 breeding season upon declaration of live foal with The Jockey Club.

Half-Sister to Derby Winner at Home in Ontario

Susan Foreman got outbid in a hot market at the Keeneland January sale earlier this year, but found a mare to bring home to her Ontario farm from among the sale's RNAs, purchasing Unostrike (Macho Uno) privately for $25,000 after the 12-year-old failed to meet her reserve in the sales ring the previous day. While half of the mare's purchase price was paid for by Ontario Racing's Mare Purchase Program, the acquisition was made even better when Unostrike's half-brother Rich Strike (Keen Ice) upset the GI Kentucky Derby two weeks ago.

“I didn't even know Rich Strike was entered into the Derby until Saturday,” said Foreman. “I was watching on the farm, because I was foal watching with a friend, and I turned to her and said, 'I have the half-sister to the Kentucky Derby winner.'”

Foreman had been bidding on behalf of a client when shut out at the Keeneland January sale. Back in her hotel after the session, she was looking through the supplement book when she saw Ontario-bred Unostrike was an RNA at $22,000.

“What immediately caught my attention was she was in-foal to Caravaggio, a gorgeous son of Scat Daddy,” said Foreman. “She's out of a Canadian champion mare [Gold Strike], a Smart

Strike mare. It was a just beautiful page for me to take home to Canada.”

Foreman arranged to look at the mare the following day at the St. George Sales consignment.

“When I got there, it took me two seconds to say, 'I'm not leaving without this mare,'” said Foreman. “She's beautiful. She's 16.1. She's correct and very good looking and had an early

cover date to Caravaggio.”

Unostrike produced a filly by Caravaggio Feb. 17.

“She is a lovely mare to be around, a good mom, and it's a beautiful foal,” said Foreman. “Her nickname's Fancy. She's the niece of the Derby winner out of a hot stallion. I couldn't be

happier.”

Foreman plans to sell the filly as a yearling next year, while Unostrike is currently in foal to Maximum Security.

Ontario Racing's Thoroughbred Improvement Program has $5.89 million available to breeders in the province.

C$1M Set To Be Distributed To Ontario Breeders

A total of C$1 million will be distributed to Ontario breeders in 2022, owing to enhancements made by Ontario Racing's Thoroughbred Improvement Program (TIP) Committee in its Mare Purchase and Recruitment Programs for the 2021-2022 sales season.

Focusing on the Mare Purchase Program (MPP), the TIP Committee increased the maximum credit available to C$75,000 from C$50,000, lowered the minimum purchase price from US$15,000 to US$10,000 and removed the $100,000 maximum purchase price restriction.

We made changes to the Mare Programs to make them less restrictive, but never in our wildest dreams did we think all the funding would be exhausted,” said David Anderson, Breeder representative on the Ontario Racing Board and TIP Committee member. The result is we are a leading jurisdiction worldwide in terms of percentage increase of Ontario-bred foals.”

The MPP has 42 mares from 31 breeders enrolled in the program, 32 of which will be bred to a stallion based in Ontario. The Mare Recruitment Program has 49 mares enrolled from 33 mare owners/purchasers and 19 will be bred to a stallion in Ontario.

“David and the TIP Committee have done a great job to open it up,” said Arika Everatt-Meeuse, who received $64,000 through the MPP. “Now it can be accessed be accessed by more people and really allows people to reach out and buy a better mare.

She added, “I would have not gone shopping without it. It just would not have fit in my budget. Stud fees and everything are going up. But with the support of the program, I was able to make it work.”

Alberta Introduces Mare Purchase Incentive Program For 2022

The HBPA of Alberta Directors in agreement with CTHS of Alberta are excited to announce the following program to our eligible participants starting in 2022.

This program is open to Alberta residents who have purchased in the sales ring at a recognized public auction outside of the province of Alberta, a Thoroughbred mare in foal to a Thoroughbred stallion that will foal in 2022. The application can be obtained from the CTHS Alberta website: cthsalta.com. All applications to be sent to CTHS at jkruse@cthsalta.com.

The purchase price of the mare must be $5,000 or more. For the purposes of this program, purchases in U.S. funds will be considered at par, i.e., $1 USD = $1 CND. A reimbursement of 40 percent of the hammer price paid (not including any sales taxes), to a maximum of $5,000(CDN) is available to a qualified purchaser who meets the following conditions:

•Applicants must be an individual, corporation or a partnership;

•If an individual, the applicant must have been resident in Alberta for at least one year prior to the date of the purchase of the mare;

•If a partnership, all partners must be individuals that have been resident in Alberta for at least one year prior to the date of the purchase of the mare;

•Mares must be purchased in a sales ring at a recognized public auction held outside of Alberta. Mares who do not reach their reserve price or for which no bid is received, do not qualify;

•All mares purchased must have ownership transferred directly from the sales company to applicant and/or applicants (no third-party transfers of ownership in part or whole with the exception of using an agent). If an agent is used to purchase the mare, proof of formal appointment of the agent must be provided.

•The mare cannot be over 12 years old at the time of the purchase;

•The mare must foal in Alberta in 2022 and be bred to a Thoroughbred stallion standing in Alberta during the 2022 breeding season;

• Applicants must be the registered breeders of the foal produced by the purchased mare. No added or deleted breeders;

• If a mare aborts or otherwise loses her foal, the applicant will still qualify if the mare was confirmed in foal at the time of the purchase and is bred to a Thoroughbred stallion standing in Alberta during the 2022 breeding season. (A veterinary certificate will be required confirming that the mare was in foal at the time of the purchase);

• If the mare did not conceive when bred to a Thoroughbred stallion standing in Alberta during the 2022 breeding season, proof will be required that the mare was bred during at least two (2) estrous cycles. An attestation that this requirement has been met will be required from the stallion owner or stallion manager.

• The application deadline for the 2021-2022 mare purchase rebate will be July 1, 2022 with the approved rebate being paid to successful applicants by July 31, 2022. Since this program is limited to $100,000, there is a limit of two applications per individual, corporation or a partnership. In the event that the program is oversubscribed, one application per individual, corporation or partnership will be given priority before the second application will be considered.

• The Applicant accepts all other terms and conditions relating to the program, which may be amended from time to time, including the right to public disclosure.
