All Gulfstream Stakes Races To Be Held Without Lasix In 2021

1/ST RACING announced Friday that 2021 stakes races run at the company's premier Florida racetrack Gulfstream Park will be carded Lasix-free effective Jan. 1.

The move to medication-free racing reflects the commitment made in April 2019 by 1/ST, along with other major racing organizations and associations, to eliminate Lasix in all stakes races in 2021 and is consistent with the International Federation of Horse Racing Authorities (IFHA) standards.

Gulfstream Park in Hallandale Beach will be the first racetrack in Florida to move to medication-free racing. The medication-free format for stakes races will apply to the $3 million Pegasus World Cup Invitational (G1) and the $1 million Pegasus World Cup Turf Invitational (G1) set to take place on Jan. 23, as well as to the beloved Florida Derby (G1) and Fountain of Youth (G2), held annually at Gulfstream Park.

In 2020, the administration of race day Lasix was also banned for 2-year-old horses entered at any of 1/ST RACING's racetracks, including at California's Santa Anita Park and Golden Gate Fields and at Laurel Park and Pimlico Race Course in Maryland.

No Lasix for Most Santa Anita, Del Mar, Golden Gate Stakes in 2021

Lasix will now be barred through at least 2021 in the vast majority of stakes races at California’s three major commercial tracks–Santa Anita Park, Del Mar Thoroughbred Club, and Golden Gate Fields.

The Lasix ban was part of a revised race-day medication agreement between the Thoroughbred Owners of California (TOC) and the managements of those three tracks.

The California Horse Racing Board voted unanimously Dec. 17 to approve the terms of that medication agreement for the upcoming Santa Anita and Golden Gate meets. The Del Mar-specific commission approval will presumably come up for a vote closer to the start of that meet in July.

The agreement also includes language mandating a stand-down period for intra-articular injections, a rule that has been agreed to among the parties and approved by the CHRB since March 2019.

An exception to the no-Lasix rule was written into the agreement that will allow the drug’s usage in California-bred stakes races for 4-year-olds and up, so long as that provision is agreed to in writing by the TOC and the track hosting the stakes race.

In a separate vote, the CHRB unanimously advanced a set of proposed rule amendments that deal with the requirements for horses being on and getting removed from the state veterinarian’s restricted list.

The changes were largely administrative and were proposed for the purpose of bringing the CHRB’s rules into alignment with Assembly Bill 1974, which was signed into law Sept. 29 to “protect and advance the health, safety, welfare, and aftercare of racehorses.”

That new law takes effect Jan. 1, 2021.

Pending a final vote after the public commentary period, one of the key provisions that will be changed in CHRB’s related Rule 1688 will be that, “The official veterinarian may require any horse on the Veterinarian’s List to undergo diagnostic procedures, including, but not limited to, diagnostic imaging, endoscopy, and biological sample analysis as part of their veterinary examination prior to being allowed to train or race…”

The revised version of Rule 1866 goes on to state that the owners of the horse desiring to get off the vet’s list shall “pay all costs associated with the administration of diagnostic imaging.”

Arkansas Commission Approves Rule Changes On Clenbuterol, Lasix

During its regularly scheduled meeting on Thursday, Dec. 10, the Arkansas Racing Commission approved 16 rule changes originally proposed by Oaklawn Park and the Arkansas HBPA, reports the Northwest Arkansas Democrat Gazette. Key provisions include the prohibition of Clenbuterol (and other beta2-agonists) within 60 days of a race, reduction in the maximum amount of Lasix without specific veterinary approval, and the mandatory use of safety whips in races.

The Clenbuterol regulations will be confirmed through hair testing, and will also provide for claimed horses to be tested for the bronchodilator, with the ability to void a claim if the claimed horse tests positive.

Lasix administration has been cut by 50 percent, to 250 milligrams, unless the official veterinarian approves a dose up to 500 milligrams. Since the Road to the Kentucky Derby and the Road to the Kentucky Oaks will not award points to horses racing on Lasix, the commission will prohibit the use of Lasix in any 3-year-old stakes race awarding points. These include: the Smarty Jones, Southwest (G3), Rebel (G2), Arkansas Derby (G1), Martha Washington, Honeybee (G3), and Fantasy (G3).

Additional rule changes include:

• The use of extracorporeal shock wave therapy, radial pulse wave therapy, or similar treatments will not be allowed within 30 days of a race. Also, shock wave equipment will not be allowed on Oaklawn's grounds at any time.
• Trainer and veterinarian records must be made available upon request for review by the pre-race exam veterinarians.
• The only riding crops allowed during races will be the 360 Gentle Touch (360 GT), Pro-Cush or other similar riding crops approved by the stewards.
• Horses will be required to be on the grounds at least 72 hours before races unless approved for late arrival. To facilitate this, entries will be scheduled at least four days prior to a race.

According to Byron Freeland, attorney for the commission, the rule changes won't go into effect until after review by the Legislative Council's Administrative Rules Subcommittee, which is scheduled to meet on Wednesday.
