Q&A: ‘An Impact On Every Facet Of Our Industry’; New Race Track Industry Program Chair Previews Global Symposium On Racing

Robert Hartman has gone full circle, from a student in the University of Arizona's Race Track Industry Program to chairing a nearly 50-year-old program that has helped place graduates into a wide variety of vocations and executive positions within racing. In between, Hartman held marketing and management positions at the New York Racing Association, Santa Anita and Golden Gate Fields. He also served as associate athletic director at the University of California-Berkeley and as CEO of the American Contract Bridge League.

Since accepting the University of Arizona position in June, Hartman is responsible for putting together a strong agenda for the annual Global Symposium on Racing, to be held at the Loews Ventana Canyon Resort in Tucson Dec. 6-8. Hartman discussed the Race Track Industry Program and this year's Symposium in a Q&A with publisher Ray Paulick.

The RTIP and Symposium on Racing are separate but obviously intertwined. What were your short- and long-term goals for each when you became chair of the RTIP?

I see this as a rebuilding year for both the RTIP and the Global Symposium on Racing. The short-term goal for the RTIP is to increase student enrollment. The pandemic has a negative effect on college enrollment. Growing student enrollment begins with getting our message out to those who want an equine-related career.

If you were to look at the RTIP's past performances, the students who have come through the Program have made an impact in every facet of our industry.  We offer generous scholarship programs, summer internships, and the hands-on learning experience that prepare students to contribute to racing organizations on Day 1. Longer-term, we are looking to expand our curriculum to reflect changes in the industry. Students will need to understand gaming, sports wagering, and new technologies.

The Symposium lost a bit of its luster from its heyday when most industry organizations held meetings in conjunction with our event. When I was a student, all key industry stakeholders attended the conference, and the agenda focused on the key issues facing the industry. We provided a forum for meaningful debate and the students benefitted from listening to this exchange of ideas. Students and racing industry leaders also had the chance to interact, which benefited both groups. Our goal for this year's Symposium was to put together a powerful agenda with a strong lineup of speakers with the intent of reigniting that sense of debate and engagement and building anticipation for next year's Symposium. We also reached out to racing industry media to come back to cover the event. Our longer-term goal is to get the Symposium back on the map as the one key conference that industry stakeholders want to attend every year.

The agenda and speaker lineup for the Symposium is very impressive, with top executives of some of the biggest tracks participating. How did that come together and what do you see as the highlights?

I spent most of June and July reaching out to the industry. These listening sessions with stakeholders across different breeds and across different geographies served to inform me of the key issues that needed to be tackled at the Symposium. Everyone was very generous with their time, and they understand the positive impact the RTIP, and the Symposium can have on the future of the industry.

Once the topics were finalized, I went back to many of those same folks that I engaged in the listening sessions. Given their original input helped to shape the agenda, most agreed to speak without hesitation. Those who couldn't make it to Tucson used their network and found strong speakers to come aboard. Our industry has two or three “degrees of separation,” not the proverbial six degrees. So, if you use your network and the network of others, you can make a connection with anyone.

As far as highlights, I'm proud to say it's a strong program from top to bottom. The Horseracing Integrity and Safety Authority's panels will have the most important messaging for the industry given the impact their work will have on every aspect of racing. Having Shannon Arvin, Aidan Butler, David O'Rourke, and Josh Rubinstein on a panel together to talk about their vision for the industry is another panel that I'm excited about. This panel idea came directly from one of the listening sessions I had with Aidan at Gulfstream Park.

The first Symposium was in 1974. As you look back, as a former student, racing executive, and now the head of the program, how have the RTIP and symposium evolved over the nearly 50 years it's been around?

Industry consolidation has impacted the RTIP and Symposium more than anything else. There are simply fewer people working in the industry which can translate into fewer job opportunities and fewer Symposium attendees. Interestingly, the RTIP student enrollment has consolidated as well, so there are fewer students competing for jobs. There is no question that it is easier for an RTIP graduate to get a job in the industry today than when I attended the University of Arizona. One of our students who will be graduating this year already has five job offers to choose from. I was lucky to have one job offer upon graduation. The expansion of various forms of legalized wagering has also impacted us. While we are a racing program as our core, we need to be sure to stay relevant and provide students a basic understanding of gaming, including fixed odds and sports wagering. It's not an accident that we have panel sessions on these topics. In addition to our industry stakeholders learning more about these topics, these discussions will benefit our students as well.

What are some of the key things the RTIP offers to students? Why should someone consider enrolling?

The curriculum is designed to be hands-on. We hit on every aspect of the racing industry to help prepare students to be ready to contribute to an organization upon being hired. For example, each student in our racing department class is currently working on writing a condition book. We also have a thoroughbred herd at an 80-acre farm with weanlings, yearlings and broodmares. Students interested in bloodstock will help determine the matings for these mares. They will also follow the foals from birth to being raised and being prepared for auction. The hands-on learning was evident at the Breeders' Cup when a group of our students went to Del Mar to work with the Contender Cam project. Summer internships are yet another way to gain hands-on knowledge. Internships can be diverse — we had one student intern at Lane's End this past summer while another student interned at the Thoroughbred Racing and Protective Bureau (TRPB).  The Symposium also provides a one-of-a-kind experience for our students. In addition to interacting with industry leaders and listening to the panel sessions, we have a “Meet Your Mentor” lunch when students have one-on-one time with a member of the industry of their choosing. I've spoken with some of the mentors, and they truly enjoy the interaction with the student. Of course, making such a connection is invaluable to the student. How does the racing industry benefit from the program and what can tracks and other organizations do to support it?

Our industry is going to need the next generation of leaders and I believe our Program prepares students for that challenge. It would be hard to find any organization in racing that hasn't been impacted by an RTIP alum. Over the past five decades, the industry has been very generous with providing internships, sponsorships, and guests lecturers to speak to our students.

38th Breeders’ Cup World Championships Sees Record Handle

Total all-sources common-pool handle for the two-day Breeders' Cup World Championships at Del Mar Thoroughbred Club in Del Mar, Calif., was $182,908,409, a new record for the two-day event.

The total represents a 4.7% increase over the prior record of $174,628,986 set when the event was held at Santa Anita Park in 2019 and a 14.0% increase from the total handle of $160,472,893 at the 2020 event held at Keeneland Race Course in Lexington, Ky.

Total common-pool handle on Saturday's 12-race Breeders' Cup card was a record $121,562,392. All sources common-pool handle on Breeders' Cup's 10-race Future Stars Friday card was $61,346,017, also a new record for a Breeders' Cup Friday. This is the fourth consecutive year that Breeders' Cup grouped all its juvenile races together on Friday.

“We had an extraordinary two days of racing showcasing the best Thoroughbreds from around the world and we want to thank our partners here at Del Mar, who did an amazing job, and the greater San Diego community, our gracious hosts this week,” said Breeders' Cup President and CEO Drew Fleming. “The Breeders' Cup is a truly global event with winners this weekend bred, raised, and raced on three different continents.”

On-track handle for the two days was $19,032,307. On-track attendance for the two days was 47,089. Due to precautions related to COVID-19, Breeders' Cup and Del Mar reduced ticket capacity for the 2021 event.

“Our team at Del Mar was thrilled to host this year's renewal of the Breeders' Cup,” said Josh Rubinstein, Del Mar's President and Chief Operating Officer. “We want to extend our congratulations to all of this weekend's participants. They put on an amazing display of world-class competition.”

The Breeders Cup World Championships will return to Keeneland in 2022.

Record-Setting Del Mar Meet Hits on All Cylinders

Ask David Jerkens, Del Mar's racing secretary, what he considers a key ingredient to the success of the coastal venue's latest summer season, which wrapped Monday, and his answer is a testament to the early bird.

“There was lots of enthusiasm–I could go way back to March, when my phone was ringing with questions regarding our 'Ship & Win' program,” said Jerkens, of a particular bait, now into its 11th year, used to hook out-of-state runners. “I just felt that buzz around Del Mar earlier than normal.”

All told, the Del Mar Thoroughbred Club injected over $750,000 into purses through the program, which this year offered an “engagement” bonus of $4,000 on top of 50% and 40% purse supplements. These tweaks paid dividends.

Participation grew from 104 horses in 2020 to 181 this year, with the majority owned and trained by Southern Californians.

“It's usually over 70% of the total number of horses who stay in California,” Jerkens said, of the program retention rate.

Beyond Ship & Win, Jerkens applauded local participation at the entry box, which helped bolster another useful barometer of success–field size. This year's per-race average of 8.45 horses saw a slight uptick over last year's commendable average of 8.36.

“That's amongst the highest in the country,” said Jerkens. “And so, we're thrilled on this end.”

The track set a daily average wagering record of $18.38 million–an increase over last year's former record of $17.32 million, according to a press release Monday.

The handle for the meet totaled $569.98 million for 31 days of racing. The 2020 total handle of $467.60 million constituted 27 days of racing.

“The racing product was strong and extremely competitive throughout the season,” said Josh Rubinstein, Del Mar Thoroughbred Club president, who explained that the numbers were still being crunched as to breakdown between on-track and ADW wagering.

As for attendance, COVID restrictions–especially at the start of the meet–make any comparison with prior years one of “apples and oranges,” said Rubinstein.

“We knew attendance was not going to be at previous levels,” said Rubinstein. “But we wanted to open things responsibly and really focus on our core racing customers. And the feedback that we got on big days–opening day, Pacific Classic day–our core customers were really happy.”

The facility also cemented its reputation as one of the safest tracks in the country. According to California Horse Racing Board data, there were three training-related equine fatalities, and one racing, during the meet.

“For the last three years, Del Mar has ranked as the safest major racetrack in North America, and our record in 2021 is in line with those previous results,” said Rubinstein.

Of the slew of showy performances at Del Mar this summer, Flightline (Tapit)'s demolition job Sunday ranks a top award contender.

“He's just so exciting–I want to talk about how wonderful he is,” said trainer John Sadler, of the twice-raced colt. “I've had a lot of top horses and this one looks like the top of the top. I'm going to be measured by how we go about it, but he's unbelievable.”

Morning training has been largely geared around “getting him to relax,” said the trainer.

“He's so brilliant, has so much ability, it's just getting him to save energy,” Sadler said. “I was reading the clockers' reports before his first race, they said, 'well, we wish he would relax a little bit more.' And I thought, 'well, we've never let him run in the morning.'”

It's “tempting” though, Sadler added. “When you have a Porsche, you want to step on the gas, but we want to save the gas.”

Sadler said he won't be “baited” into pinpointing a next race just yet for the colt, owned by a partnership that includes the Hronis brothers, Summer Wind Equine, West Point Thoroughbreds, Siena Farm and Woodford Racing.

“He's so brilliant and so fast, you have to protect him from getting ahead of our scheme,” said Sadler. “We'll get him back on the track on Thursday at Santa Anita and see where we are.”

Flightline wasn't the only headline-making Sadler runner this summer. Tripoli (Kitten's Joy)'s win in the GI TVG Pacific Classic made it a third win in four years for the Sadler-Hronis Racing trainer-owner combination.

“He worked yesterday before I left [Del Mar]. Went a nice half in 48:4,” Sadler said of Tripoli. “We'll get him up to Santa Anita and see if he'll run in the [GI] Awesome Again or train him up to the Breeders' Cup.”

Because the Pacific Classic was a Win and You're In race for the Breeders' Cup, held this year at Del Mar Nov. 5-6, Tripoli's connections have breathing space in the run-up.

“We're in a good spot,” Sadler said. “He's got a really nice pattern. He's running better all the time.”

Del Mar will return to action Wednesday, Nov. 3 to kick-start the track's 15-day Bing Crosby Season. This offers a brief racing aperitif before the two-day Breeders' Cup championship begins.

Rubinstein explained that construction has already started on the quarantine barn for the international runners, and in early October, the track will begin work on the corporate hospitality furniture of the two-day festival.

“Come October, the place will start to have the Breeders' Cup purple feel to it,” Rubinstein said. “We're very excited.”

Del Mar To Open Summer Meet With 100% Capacity In Seating Areas

Del Mar Thoroughbred Club in Del Mar, Calif., has announced plans to open its 2021 summer race meet with 100% capacity for fans in its seating areas throughout its facility. This decision was made in accordance with state and county public health guidelines effective June 15, 2021.

Del Mar's 82nd racing season will open on Friday, July 16, and run through Labor Day Monday, September 6.

All fans wishing to attend must obtain a seating package in advance of their arrival. Admission tickets and parking passes will be included in the package. The track will put seats on sale online on Friday, June 18 (go to DMTC.com/tickets) with a pre-sale available on Thursday, June 17, for those that sign up at the Del Mar website (DMTC.com/2021).

“We are delighted to be able to welcome our fans back to Del Mar,” said DMTC president and COO Josh Rubinstein. “We appreciate their patience as we have all adapted to the changing circumstances over the last 15 months. We also appreciate the thoughtful guidance and cooperation we have received from the California Department of Public Health, the San Diego County Department of Public Health along with Dr. Ghazala Sharieff, Chief Medical Officer of Scripps Health, and her expert staff.”

Under current California Department of Public Health guidelines, fans will be required to wear masks when visiting Del Mar, except when eating or drinking in designated areas. However, California Gov. Gavin Newsom is scheduled to issue revised guidance on June 15th and track officials will adjust requirements on face coverings based on the new guidelines.

Del Mar will offer seating in its Stretch Run (Grandstand), Clubhouse, Turf Club, Skyrooms, Luxury and Celebrity Suites and its five major restaurants. Total seating at the track is 14,994. Track officials will have more to say about General Admission access over the next several weeks.

“We will continue to monitor public health guidelines and adjust our plans as the state makes additional progress and updates its recommendations,” said Rubinstein.

Besides the sale and pre-sale arrangements online, Del Mar will be offering the purchase of reserved seating packages by phone (858 792-4242) starting on Monday, June 21.

First post daily at the seaside oval will be 2 p.m. on all days except Fridays. Opening Day Friday will have a 2 p.m. post, but then Fridays thereafter will see a 4 p.m. start with the exceptions of the last two Fridays of the meet (August 27 and September 3) when things get started at 3:30 p.m. The first two weeks of the season will feature Friday-through-Sunday three-day weekends.  For the remainder of the meet, racing will be conducted on a Thursdays-through-Sunday basis with Closing Day on Labor Day Monday.
