Keeneland Announces COVID-19 Protocols For Jockeys, Riders To Arrive Sept. 29 To Ride At Fall Opener

Keeneland today announced procedures related to COVID-19 for jockeys who will ride during the 17-day Fall Meet from Oct. 2-24.

Jockey COVID-19 testing protocols are as follows:

  • Jockeys who plan to ride on opening day (Friday, Oct. 2) will be required to be in Lexington on Tuesday, Sept. 29 and receive a COVID-19 test at Keeneland.
  • Jockeys who plan to ride at Keeneland after opening day will need to provide a CDC gold standard RT-PCR COVID-19 nasopharyngeal test confirmed negative within 72 hours of the day of their first race.
  • A jockey who races at Keeneland and leaves Kentucky will be required to provide a CDC gold standard RT-PCR COVID-19 nasopharyngeal test confirmed negative within 72 hours of the day of the next race in which he or she plans to ride at Keeneland.
  • In addition to the main Jockeys Quarters, Keeneland will maintain five additional Jockeys Quarters that permit riders to be sequestered. These spaces will be organized around specific geographic areas where the jockeys customarily ride, including New York, California, other U.S. jurisdictions, international jurisdictions and overflow from the main Jockey Quarters for Kentucky-based riders.
  • Except for valets and the Clerk of Scales, no additional personnel will be permitted in any Jockeys Quarters.

General jockey protocols at Keeneland are as follows:

  • Practice social distancing at all times.
  • Wearing masks/face coverings is required at all times except when riding in a race or a timed workout in the morning. This includes when the rider is in the Jockeys Quarters, in the Paddock before a race, while being ponied to post and after the race when returning to the Jockeys Quarters.

o   Jockeys will be provided with face coverings.

o   Valets, assistant starters, outriders and pony people will be required to wear masks/face coverings throughout the day as will everyone who is on the grounds.

  • When visiting the Paddock before a race, jockeys are prohibited from making physical contact aside from a leg up from the trainer or a member of his or her staff.
  • Jockeys are prohibited from visiting barns in the Stable Area in the mornings. A rider will only be able to visit the apron area of the main track, the area outside the Racing Office by the gap or the Paddock. Visits to the Rice Road barn area also are off limits to jockeys.

o   If a jockey wishes to exercise a horse in the morning, he or she will need to meet that mount in the Paddock, exercise the horse then dismount upon exiting the track.

  • All jockeys will be able to ride with a +3 pound weight allowance because the sauna/steam will be closed.
  • Boxed lunches will be provided, but no a la carte options are available.

o   Jockeys and valets will be allowed to bring their own food items.

  • All Jockeys Quarters will be sanitized throughout the day and receive another deep cleaning each evening after the rooms are vacated. The products Keeneland is using to disinfect the entire facility is a combination including BioProtect, EvaClean/Puretabs and P&G's Spic and Span – all of which are EPA-registered.
  • Keeneland will do a deep sanitization of the starting gate before the Fall Meet using the aforementioned BioProtect product, which is a disinfectant and provides 90 days of long-term antimicrobial protection (to immediately kill any COVID-19 particles that come into contact with the starting gate). The same product will be used in the Jockeys Quarters for the utmost protection of all surfaces after they have been treated.
  • Jockeys are to enter Keeneland through Gate 2 on Versailles Road. They will use the track's South Gate entrance next to the Welcome Center to enter the grounds. Once entries are drawn, their names will be put on a list to be able to access the Keeneland grounds and facility. Once the overnight is released, Clerk of Scales Javier Torres will decide which Jockeys Quarters they will use.
  • Jockeys will undergo the same medical checks as everyone coming through the Keeneland gates. This will include a temperature check as well as medical screening questions.

Rider Reflections: Jockeys Miss Fans, Morning Workouts In Unusual Del Mar Season

The summer of racing at Del Mar in 2020 has been, to put it mildly, unlike any other.

Jockeys, for example, have done their jobs wearing the mandatory accessory of a face mask in addition to the customary helmet, goggles and safety vest. That said, they're still working at Del Mar, a place unlike any other.

So, out of curiosity, a number of the members of Del Mar's colony were asked two questions: 1.) What has been the toughest part of being at Del Mar this summer? And 2.) What has been your favorite part of being at Del Mar this summer?

The answers, in alphabetical order.

BRICE BLANC – Toughest: “The first two weeks around here, when we were dealing with some of our riders and the COVID, was worrying. But since then, things are better. But you've got to deal with all the things surrounding our situation. You've got to be adapting all the time. What's difficult for me is to ride with the mask. I had broken my nose years back and have some sinus issues, so I do my share of breathing through my mouth. It's hard to breathe through your mouth with a mask. But we adapt. Most of the stuff is minor.”

Favorite:  “The usual here at Del Mar. It's just a great place to be. It is one of my favorite summertime places to go racing. Deauville (in France) and Saratoga (in New York) and Del Mar. They're the big three of summer locations. It's very different at Del Mar this year without people; sort of like we're naked. But it's still Del Mar and that's a good thing.”

ABEL CEDILLO – Toughest:  “The whole coronavirus situation. Dealing with all the things we have to deal with. We all do it, though, so you do it. Tougher might be dealing with the horses. Some of them run, some of them don't. Sometimes they have a bad day. But I try my best every time and hope for the best.”

Favorite:  “I think my favorite down here is the beach. My little boy loves the ocean and I love taking him down there for walks. We really enjoy Del Mar for that.”

VICTOR ESPINOZA – Toughest:  “Dealing with the coronavirus business. I missed opening day at Del Mar because of it. I missed opening day! I never thought it would happen, but it did this year. That was hard.”

Favorite:  “Everything about Del Mar. It's where I want to be. It's why I come to the races. Everything I want is here. It is just great to win races at Del Mar.”

RUBEN FUENTES – Toughest: “For me, it was not being able to work horses in the morning. That was very tough, not being able to get to know them and get to understand them a little before they raced, especially with the 2-year-olds.”

Favorite: “We got to run. We're very lucky to have a job and be working. A lot of people don't right now.”

RICKY GONZALEZ – Toughest: “Not being able to work horses.”

Favorite: “Winning and meeting new people.”

MARIO GUTIERREZ — Toughest:  “I don't think there's anything tough about riding here. Same racetrack; same gate; same horses to ride. It's all good. I'm happy to be here and racing.”

Favorite:  “I'm glad to be racing and having the chance to compete and make some money. I'm very happy that the people on the backside are able to work and take care of their families. Racing at Del Mar is a good thing.”

JUAN HERNANDEZ — Toughest:  “The toughest part for me has been keeping up with the competition. It's tough here. I was here in 2012 and it's a much different room. Very competitive. And, of course, the whole business of 2020. Everyone feels that. But what are you going to do? You follow the rules and hope for better times.”

Favorite:  “My favorite part of being here is the incredible horses. I've been riding some very good horses. And I'm enjoying being around these other riders. They're friendly and they're very good, so it's giving me a chance to learn from them.”

TIAGO PEREIRA – Toughest: “Dealing with all the virus issues. Being careful about everything. I take showers before and after everything. I have a 4-year-old daughter and I must be very careful around her. We all have to do it; the masks, all of it. But that's how it is.”

Favorite:  “I like being at Del Mar and riding here. One of my favorite places. I like the beach for my daughter. We go down there during the week and play. She likes the ocean. We go up to the quite section, up above Dog Beach. Not many people up there and we can just have fun.”

FLAVIEN PRAT – Toughest: “I definitely miss the fans. Del Mar has always been all about having people around having fun. It's kind of sad not to see anybody.”

Favorite: “Just being able to ride, have a job and do something we love to do. There's a lot of people who can't right now.”

UMBERTO RISPOLI – Toughest: “I can't share all the winners and the good meeting with owners, fans and family.”

Favorite: “Enjoying the summer, the beach and good times with my family and friends and having the chance to win a lot of races.”

MIKE SMITH – Toughest:  “I think the toughest overall has not been seeing any fans here. Del Mar is a social place. A place where people come to party and have fun. Not this year. It's sad. It kind of takes the gas out of your balloon. For me personally, the protocols (travel restrictions for riders) have been tough. I'm a 'traveling' jock. I'd have been at Saratoga several times already. I think the protocols have probably cost me three Grade Is.”

Favorite:  “My favorite part is just being here. I love Del Mar. I want to end my career here. I love California and I especially love Del Mar.”

DRAYDEN VAN DYKE – Toughest:  “Having to be part of 2020 and the whole coronavirus thing. Plus all the other stuff going on in the country right now. The Black Lives Matter thing. It's a very unsettled time for the country. It's hard for a lot of people.”

Favorite:  “My favorite part of being at Del Mar is being at Del Mar. Right here 'where the turf meets the surf.' I've been riding some good horses and winning some big races. What's not to like about it all. How can you have a frown on your face when you're in San Diego?”

This Year’s Derby Features A New 20-Stall Starting Gate, But Is It A Safe One For Assistant Starters?

Assistant starters are unsung heroes of horse racing. They risk their lives a dozen times each race day to ensure every horse has a good, fair, safe, and unbiased start. On a good day when all goes well, fans might see these daring men for one or two minutes before each race as they load horses in the gate and then perch beside them inside the gate while waiting for the bell to ring and the gates to spring open.

The job is arguably the most dangerous in horse racing, after that of the jockey. According to a paper published in the Journal of the American Medical Association in 2000, 35% of all injuries to jockeys took place as horses enter, stand in, or leave the starting gate.

“It's as dangerous as any job on the racetrack,” said Scott Jordan, who became the starter for Churchill Downs in 2006 after years as an assistant starter. “You're trapped in there with a 1,200-pound horse in a four and a half-foot hole. It's just like being in a two-horse trailer, up by the horse's head.”

Jordan and his crew liken the job of assistant starter to the captain of a ship — they are the last to bail out when trouble explodes, and we've all seen that happen. Anxious horses can rear or flip, and often set off a chain reaction from others around them.

“You get the rider off [the horse] first, and then second you get the horse out of there. The third thing is you get those riders beside him out of there,” Jordan said. “All the riders are first. That's our first main objective, so no human gets hurt. Then we get all the horses out of there so no horses get hurt. Then my assistant starters are the last ones to leave.”

Caleb Hayes has been an assistant starter on Jordan's crew for many years. Additionally, in 2019 he accepted the head starter's job at Turfway Park in northern Kentucky. Hayes said a lot more is involved with the assistant starter's job than it appears.

“I'm looking at, is the horse comfortable, is the horse standing properly, is he ready. … So when the gates do open, those first two steps are going to go without an issue,” he said. “…So I want to make sure all four feet are standing squarely, that he's looking straight down the racetrack. And then while you're doing that, you also need to make sure that that jock has his feet in the irons, that he has hold of his reins, his goggles are down, and he knows that we're getting ready to go.”

All this is done while the assistant starter balances on a pontoon, a ledge attached to the partition between stalls, about six inches wide on most starting gates in North America. Assistant starters in Europe and Australia, called “handlers,” don't remain in the stall with the horse. They load it and immediately duck out through an open section in the front door.

The Grade 1 Kentucky Derby is the only leg of the Triple Crown in which more than 14 horses compete. The traditional United Puett starting gate has 14 stalls, so in recent years Churchill has added an auxiliary starting gate to the United Puett to accommodate the the field, which may include as many as 20 horses. This year Churchill will use a new 20-stall starting gate, custom designed by Australian company Steriline Racing. The pontoon on the new gate is about three and a half inches wide, hardly wide enough to accommodate an assistant starter.

Getting the new gate ready for this year's Kentucky Derby has been a challenge. Steriline shipped the pieces and parts to Churchill Downs, but when it came time for the Australian engineers to fly to Louisville to assemble it, COVID-19 travel restrictions prohibited them from making the trip. The task fell on two maintenance workers on Churchill's payroll, a welder and a carpenter. Ed Berger, an outside salesman and consultant for Louisville supply shop Duke's A&W Enterprises, helped chase down missing parts and offer advice. Berger and his brother originally founded Duke's.

“It's kind of interesting, the whole situation,” Berger said. “Those two guys, and they would have some different helpers with them, but they were working via the phone with the engineer over in Australia, the engineer or technical support person available to them, and there were quite a few times when I went over there and this guy was FaceTiming them and showing them pictures: 'OK, how does this go together?' … I would sit there and watch. They were FaceTiming this fellow and they'd hold it up there, and he'd have to look at something and he would tell them, 'No, no. You have to put it on this-a-way or that way. There's quite a few integral parts that are on that starting gate. I found it quite amazing for what little bit I observed.”

One problem the maintenance men won't be able to solve is the narrower pontoons where the assistant starters will have to stand.

“They still have room to stand in there, but not as much,” Jordan said. “…If we have to make some modifications and do some stuff to make it more comfortable, I'm going to put my guys into the best situation I can put them in. I'm not going to put them in a vulnerable spot.”

Jordan hoped to test the Steriline gate during morning training on Aug. 24, but two of his crew tested positive for COVID-19, so the test was rescheduled for Aug. 26. As of publication time, this writer had no response from Churchill Downs as to whether that test went forward as scheduled or the results if it did. Jordan also said the Steriline was expected to be used in a race on opening day, Sept. 1. That leaves just four days until the Kentucky Derby to solve any problems that come to light.

“The first day of the meet, the racing secretary has actually written me a 1 1/4-mile race so I can take it out there and use it,” Jordan said. “Even if there are only ten horses in it, I'm going to take that gate out there and use it so the first time it's out on the racetrack and used isn't going to be for the Derby.”

Padding on the new starting gate also is a question. Churchill Downs's press release on Feb. 3 said, “All starting gates at Churchill Downs are outfitted with high-quality foam padding from Best Pad™, a leading innovator of safety products for the horse racing industry that protect both jockeys and horses from injury. This seamless padding is applied to all metal surfaces of the starting gate, including front and rear poles, face plates, handrails, superstructure, and pontoons.”

“Best Pad did not pad the Steriline gate,” said Dr. Philip Shrimpton, president of Best Pad and the innovator behind the unique padding used on Churchill's other gates.

It remains unclear which parts of the 20-horse gate will be padded for Derby Day. Removing or opting not to put the padding on the walls of the Steriline gate would make the pontoons an inch wider, but to Hayes, the choice between more padding or more space is a tricky one.

“The only thing that we can really do is remove some padding, because [the gate] is already made, so the height, the weight, the width—everything is already made up,” he said. “So when they add padding, it's going to take away just an inch because of padding. So if we can get rid of that padding, it gives us that inch back, so that's kind of where we're in a Catch-22 — we're going to get rid of padding to get more room, or do we want less room and more padding. I've opted for more room, if I have a vote.”

The gate crew hopes to be able to practice on the Steriline gate an ample number of times to get accustomed to it before the Kentucky Derby.

“When I go in there, I'm just going to try to find a comfortable spot for me to be in,” Hayes said. “It's a small area, and we're talking a grown man, a horse, and a jockey are all trying to fit in this tight little area. So a little bit of my job is even just staying out of the way. … Like I said, I'm a big guy, so when I'm in there, when they leave, the last thing I want is for my body to be in the way of the jock or the horse. It's kind of a tight-rope act.”

When asked his opinion of the new gate, Jordan said simply, “Well, we bought it.”

Mike Smith, Irad Ortiz To Ride At Kentucky Downs For The First Time In 2020

Kentucky Downs' deep jockey colony is getting even deeper for the six-date run of all-grass racing that offers among the richest purses in the world.

The RUNHAPPY Meet at Kentucky Downs kicks off on Labor Day, Sept. 7 and continues on Sept. 9, 10, 12, 13 and 16.

Kentucky Downs leads North America in average field size, and this meet figures to lead 2020 in the number of world-class jockeys riding those horses. The track will be the laser focus of American racing after Saratoga and Del Mar close on Labor Day, with New York's Belmont Park not opening until Sept. 18 and California's Santa Anita Park opening Sept. 19. Averaging $2 million a day in purses, Kentucky Downs is luring the most accomplished riders from New York and California along with the already deep Kentucky colony.

Nine of America's top 10 riders by 2020 purse earnings will be at Kentucky Downs (in order of purse ranking): Irad Ortiz, Joel Rosario, Tyler Gaffalione, Luis Saez, Ricardo Santana, Flavien Prat, Jose Ortiz, Javier Castellano and Florent Geroux. The top seven riders in victories at Saratoga heading into Thursday's racing are all confirmed for at least part of the meet.

“We already had one of the most talented riding colonies in the world, but this year it's going to be absolutely incredible,” said Ted Nicholson, Kentucky Downs' senior vice president and general manager. “It's not only our lucrative purses, but because we have averaged about 11 horses a race in recent years, there are lots of opportunities for riders instead of just a handful of jockeys dominating. At $2 million in average daily purses, you don't even have to win for coming here to be a profitable venture. Plus, jockeys tell me just how much fun it is to ride this course as a change of pace from always turning left around an oval.”

Among the top riders participating at Kentucky Downs for the first time will be Hall of Famer Mike Smith, two-time defending Eclipse Award-winning jockey Irad Ortiz, rising California star Umberto Rispoli and Joe Talamo, who relocated from California to Kentucky this year. In addition, Hall of Famers John Velazquez and Castellano, who between them have ridden only a handful of races at Kentucky Downs, will ride the entire meet after coming to Kentucky for Churchill Downs' rescheduled Derby Week.

After Saratoga's summer meet ends Labor Day, Irad Ortiz, two-time Kentucky Downs defending riding champion Jose Ortiz and Rosario will ride the remaining five days. Jose Ortiz, who will be riding for the fourth year at Kentucky Downs, said during last year's meet that he's been urging his brother Irad to fit Kentucky Downs into his annual circuit.

“He really wants to go,” said Jose Ortiz, who said Irad missed last year's meet because of a suspension for a riding infraction. “He said he'd like to ride the track. I was telling him how it is: Uphill, downhill, long stretch.”

Smith, who will ride at Kentucky Downs for the first time in his Hall of Fame career, is coming in for the Sept. 12 showcase Calumet Farm Day card to ride turf sprint standout Jolie Olimpica in the $500,000, Grade 3 Real Solution Ladies Sprint for trainer Richard Mandella, who likewise is running horses at America's most unique race meet for the first time.

Smith could ride additional days as his business dictates. Nominations to all Kentucky Downs' stakes closed Wednesday, Aug. 26.

“I'm excited about getting the opportunity to ride there,” said Smith, whose only prior visit to Kentucky Downs came in 2018 to sign posters commemorating his Triple Crown victory aboard Justify. “I've never ridden there. I love going over to Europe to ride, and the course at Kentucky Downs is so much of a European racetrack. I thought it was a beautiful track. It was my first time to see it in person and not just on TV. I thought I was back in Ireland or something.”

Rispoli, a two-time champion in his native Italy, started riding full-time in California this year after being based in Hong Kong. He's battling Flavien Prat for leading rider at this Del Mar meet. Prat, Del Mar's reigning summer titlist along with earning Santa Anita's winter-spring crown, will start riding at Kentucky Downs Sept. 9, with Rispoli at the track at least Sept. 12 and 13, their agents said.

Velazquez' only prior experience at Kentucky Downs was a pair of off-the-board finishes in 2018. His new agent, Ron Anderson, plans to change that.

“I'm anticipating winning some races with him — and Joel,” said Anderson, also the agent for Rosario, who rode three of five days at Kentucky Downs last year. “They've got to be on the right horse. If they're not, it's my fault.

“I think I've got action for both riders.”

Castellano rode at Kentucky Downs for the first time last year to great effect, with two wins and two seconds in five starts. “I'm looking forward to it,” he said of riding all six days this year.

As soon as the New York Racing Association announced the delayed start to Belmont's fall meet, Kiaran McLaughlin got to work securing business for Kentucky Downs. McLaughlin left his long-time training career in April to become the agent for Saez. The jockey rode two days at Kentucky Downs in 2018, including winning Dueling Ground Derby with Channel Cat, and one day last year. He'll be riding the final five days this year.

“It just made too much sense to go,” McLaughlin said. “It's an opportunity to ride for some very nice purses, and we're not missing anything at Belmont.”
