Third Class Four Medication Violation Of 2021 Filed Against Trainer Peter Miller

A class four medication violation complaint has been filed against trainer Peter Miller for the third time this year, reports the Thoroughbred Daily News.

His trainee Mr. Dougie Fresh tested positive for phenylbutazone after a breeze at San Luis Rey Downs training center on Sept. 19. Miller has not requested a split sample and is scheduled to appear before the California Horse Racing Board stewards.

The trainer's other class four (penalty category C) medication violations in 2021 include:

April 10: Miller was fined $500 for an Isoflupredone positive in Hembree, who won the seventh race at Santa Anita on Jan. 1.
Sept. 2: Miller was fined $1,500 for a phenylbutazone overage after a June 19 workout at San Luis Rey Downs, as well as .5 points in accordance with the CHRB's multiple medication violations rule.

Maryland Commission Moves To Remove Testing Thresholds For Corticosteroids

The Maryland Racing Commission, upon the recommendation of its Equine Safety, Health and Welfare Advisory Committee, has approved a motion to modify a regulation on five corticosteroids to eliminate testing threshold levels and employ level of detection for the substances.

The MRC took the action at its Sept. 23 meeting at Laurel Park. The change will be filed with emergency status and there will be public comment period. Given the regulatory process involved in rule-making, it is anticipated the update regulation will be implemented Nov. 1.

The five corticosteroids are dexamethasone, prednisolone, betamethasone, isoflupredone and triamcinolone. The current 14-day stand-down period for intra-articular injections will remain in place under 2019 model rules approved by the Association of Racing Commissioners International and Racing Medication and Testing Consortium.

The Equine Health, Safety and Welfare Advisory Committee discussed the proposal at a Sept. 8 meeting as a result of several dexamethasone positives and reports the corticosteroid was being regularly administered by some veterinarians at 48 hours before a race at a lower dose rather than the RMTC-recommended 72-hour withdrawal time at the regular dose.

The committee also recommended that Maryland regulators, in an effort to educate vets and trainers, provide information on how long corticosteroids can linger in a horse's system; advise against deviation from recommended administration times; and to point out potential risks to the racehorse.

Miller Fined $500 for Class 4 Positive

Trainer Peter Miller, currently third in wins and fourth in earnings at Santa Anita Park, has been fined $500 for a Class 4 finding of isoflupredone that was confirmed via split-sample testing when his trainee, Hembree (Proud Citizen), won the GII Joe Hernandez S. at 5-1 odds Jan. 1.

Isoflupredone is an injectable steroid primarily administered for anti-inflammatory effects. The drug's 4C categorization is on the less-severe side of the scale of the Uniform Classification Guidelines for Foreign Substances list published by the Association of Racing Commissioners International.

According to the California Horse Racing Board rule book, a trainer's first violation within a 365-day period for a Category C drug violation can result in a minimum fine of $500 to a maximum fine of $1,000 (absent mitigating circumstances).

In April 2017, Miller was previously fined $1,000 by the CHRB for an isoflupredone overage.

No disqualification or purse redistribution was listed within the ruling text on the CHRB website.

Hembree, owned by Tom Kagele, subsequently raced Feb. 6 when fifth in the GIII Thunder Road S. at Santa Anita.

It was not immediately clear at deadline for this story if Miller was appealing the fine. The stewards' ruling was dated Apr. 10.
