Penny Breakage Returns More Than $1 Million To Winning Bettors Across Oaks, Derby Days

Winning horseplayers at Churchill Downs and around the world betting into the pools across Kentucky Oaks and Kentucky Derby days enjoyed more than an additional $1 million in winnings thanks to an amendment to Kentucky law which now rounds winning bets to the penny.

The practice, known as breakage, has been in effect across all of American racing, relatively unchanged, for more than a century. But Kentucky's legislature passed an amendment to existing laws in March 2022. The measure took effect in July of last year, making Saturday's Kentucky Derby won by Mage the first in modern history to pay winning bettors to the penny.

Mage returned $32.42 to win, $14.58 to place and $9.08 to show for every $2 bet.

A $100 place bet on Mage this year returned bettors an additional $9 in 2023 compared to what would have been paid to them under the old breakage calculation.

For the Derby itself, more than an additional $318,000 was paid back from just the win, place and show pools thanks to penny breakage. The total amount across all pools is even higher. Traditionally, winnings have been rounded down to the dime and that amount was  retained by bet-takers, either on-track or by account wagering operators.

“This amended law puts the entirety of a winning bet back in the hands and accounts of horseplayers, where it has always belonged,” said Patrick Cummings, executive director of the Thoroughbred Idea Foundation, which first advocated for the shift to penny breakage in a 2018 white paper.

“Breakage has skimmed billions of dollars off the top of winnings that should have been paid to horseplayers. Decades ago, it might have been slightly more understandable why such a law existed, but not today, and Kentucky's legislators recognized that and made a meaningful change that will benefit those that support racing through wagering.”

Perhaps not surprisingly, total wagering on the 2023 Kentucky Oaks and Kentucky Derby days were both record highs, as was all wagering across the entirety of Derby week.

“Breaking to the penny, enabling customers to churn those additional winnings ,undoubtedly played a role, no matter how small it might seem. Kentucky's continued success should serve as an example for other states, tracks and horsemen to advocate for penny breakage, following Kentucky's lead.”

Gulfstream Park: Rainbow 6 Jackpot Pool Guaranteed At $475,000 Thursday

The 20-cent Rainbow 6 gross jackpot pool will be guaranteed at $475,000 Thursday at Gulfstream Park after the popular multi-race wager went unsolved Sunday for the 17th consecutive racing day following a jackpot hit.

The Rainbow 6 sequence will span Races 3-8, highlighted by an extremely competitive mile optional claiming allowance on the main track in Race 7.

Todd Pletcher-trained Cuvier, a debut winner at Gulfstream during the Championship Meet, will make his return off a third-place optional claiming allowance at Tampa Bay Downs, won by stablemate Kingsbarns, who went on to win the Louisiana Derby (G2) and run in Saturday's Kentucky Derby (G1). Il Miracolo is slated to make his first start since finishing sixth in the Curlin Florida Derby (G1), in which Kentucky Derby (G1) winner Mage finished second behind Forte.

The Rainbow 6 jackpot is paid out when there is a single unique ticket sold with all six winners. On days when there is no unique ticket, 70 percent of that day's pool goes back to those bettors holding tickets with the most winners, while 30 percent is carried over to the jackpot pool.

Forte Finishes As Top Choice In Preakness Future Wager, Mage Closes At 22-1

Despite being scratched on the morning of an expected start in the Kentucky Derby (G1), Repole Stable and St. Elias Stable's Forte finished the inaugural Preakness Future Wager Saturday as a 4-1 favorite to win the middle jewel of the Triple Crown.

Hall of Fame trainer Todd Pletcher said during Saturday's NBC Derby broadcast that Forte, the 2-year-old male champion of 2022 that has won five consecutive graded-stakes capped by the Florida Derby (G1) April 1, remains in the Preakness mix as long as his bruised foot heals to 100 percent.

The 148th Preakness Stakes will be run Saturday, May 20 at historic Pimlico Race Course. A career winner of 5,528 races and a North American record of more than $458 million in purse earnings, Pletcher has won the Derby twice and Belmont Stakes (G1) four times, but is still seeking his first win in the Preakness. He has started 10 horses in eight Preaknesses dating back to Impeachment's third in 2000, his best finish.

Given unanimous approval by the Maryland Racing Commission at its April 4 meeting, the Preakness Future Wager opened Friday, April 28 and closed at 6 p.m. Saturday, less than an hour before the running of the Kentucky Derby, with $304,326 in the win pool.

Forte, installed by Maryland Jockey club linemaker Keith Feustle as the 4-1 top choice in an initial field of 29 betting interests, held steady as the favorite throughout the wagering. His win streak also includes the Hopeful (G1), Breeders' Futurity (G1) and Breeders' Cup Juvenile (G1) at 2 and Fountain of Youth (G2) at 3.

Godolphin homebred First Mission, winner of the April 15 Lexington (G3) at Keeneland in just his third career start and first in a stakes, proved popular on the final day of wagering to finish as the second choice at 6-1. Trained by Brad Cox, First Mission was 15-1 on the morning line and began Saturday co-second choice at 9-1 with Angel of Empire.

“Obviously with what happened to Forte today puts more uncertainty into the situation, but I anticipated the late push to come in for First Mission and the field,” Feustle said. “When I lined this, it was a first for me. This kind of morning line is different from a day-to-day morning line. You have to kind of present some value to the people, and it played out like that. All in all, I'd consider it a success.”

Arkansas Derby (G1) winner Angel of Empire, also trained by Cox, wound up third in the Preakness Future Wager at 9-1. Forte's Blue Grass (G1)-winning stablemate Tapit Trice finished fourth at 12-1, while both UAE Derby (G2) winner Derma Sotogake and the field entry of “all other 3-year-olds” were fifth at 13-1.

Chase the Chaos, sitting at 60-1 in the Preakness Future Wager, and Red Route One (30-1) have already earned berths in the Preakness field by virtue of respective qualifying victories in the El Camino Real Derby at Golden Gate Fields and Bath House Row at Oaklawn Park.

This year marks the first time the MJC offered advance wagering on the Preakness, the second-oldest of the three Triple Crown races, predating the Derby by three years. Minimum wager was $2, with an 18 percent takeout. Similar to that of future wagers for the Derby and Kentucky Oaks (G1), bettors are not refunded if their selection does not run in the Preakness, which is limited to a maximum of 14 starters.

Two horses, Continuar and Wild On Ice, were removed from the Preakness Future Wager.

Sunday's Rainbow 6 sequence will span Races 4-9, featuring the $75,000 Monroe Stakes in Race 8.

Trainer Christophe Clement will be represented in the 1 1/16-mile turf stakes for fillies and mares by By All Means, an Irish-bred Group 2-placed 4-year-old scheduled to make her U.S. debut, and Parnac, who is slated to make her 2023 debut after winning one of five starts during her first campaign in the U.S. last year.

By All Means is the 2-1 morning-line favorite while Parnac is rated second at 4-1.
