‘It’s A Shame It’s Come To This’: Fonner Park Cancels Interstate Wagering Over HISA Concerns

Until further notice, Fonner Park in Grand Island, Neb., has cancelled offering its interstate wagering feed. Betting on Fonner Park races in the United States outside of Nebraska will not be provided via a parimutuel tote feed.

This is a direct result of the complications with the federal implementation of HISA (the Horseracing Integrity and Safety Authority). Fonner Park chose this drastic measure because of the many uncertainties associated with HISA in Nebraska, and the nation.

“The unreasonable and overreaching HISA rules and regulations have presented demands and obstacles that a racetrack our size cannot achieve or endure,” said Fonner Park CEO Chris Kotulak.

HISA maintains that racetracks which do not voluntarily become a covered HISA racetrack, with covered backstretch personnel, shall not be permitted to provide interstate wagering. The new increased costs to Fonner Park, plus the conflict with enforcing the variance between state and federal rules of racing, were determined unsurmountable to overcome for Nebraska's flagship Thoroughbred racetrack.

“Fonner Park is a plaintiff in a large, national, multi-plaintiff lawsuit against HISA, but that lawsuit has not advanced with sufficient clarity to ensure that HISA rules would not be applicable to us. Challenging federal regulations is a gamble my board has currently chosen not to make, as this would leave Fonner Park splayed open and at the mercy of a lengthy judicial process and costly legal circumstances that would significantly damage Fonner Park and our horsemen. We're not some gyp joint, we're a TRA racetrack. And for seventy years we've provided for our horses, horsemen and horseplayers. It's a shame it's come to this,” said Kotulak.

Italian Racing To Be Available To Global Audience Through Sky Racing World

Sky Racing World and Epiqa (part of the Snaitech Group) have entered into a multi-faceted agreement to distribute Italian racing around the world. The product bundle will include both Thoroughbred and Harness racing from seven racetracks around Italy, including the world renowned Ippodromo Snai San Siro in Milan.

The agreement is unique in that the simulcast distribution extends to Sky Racing World (USA and Canada), Sky Racing / Tabcorp (Australia) and the Arena Racecourse Group (UK/Ireland/Europe). It also includes the facilitation of commingled pari-mutuel wagering B-pools to be hosted by Premier Gateway International (PGI) as well as the opportunity for Fixed Odds offerings in relevant markets.

The Italian thoroughbred racing industry has a storied history with legendary horses like Falbrav winning prestigious races like the Gran Premio di Milano in Italy as well as Group 1 races in Japan (Japan Cup), France (Prix d'Ispahan), the United Kingdom (Eclipse Stakes, Juddmonte International) and Hong Kong (Hong Kong Cup). However, the most famous Italian racing export of modern times must be the Milan born jockey Frankie Dettori who has thrilled racing fans all over the globe and attracted a new era of fans to the sport.

In North America, all races will be live-streamed on the new Sky Racing World App, skyracingworld.com and major ADW platforms. Sky Racing World has partnered with Racing and Sports to develop and deliver customized past performances, race data, tipping guides and runner comments. Fans can also get free access to past performances at skyracingworld.com. U.S. players will be able to access the pari-mutuel wagering pools via Sky Racing World's Advance-Deposit Wagering (ADW) partners.

Australian audiences will be able to watch Italian racing on the Sky Racing broadcast channel and wager with TAB and other local operators.

Sky Racing World, a subsidiary of Tabcorp, is Australia's biggest wagering and entertainment company. It retains the rights to distribute live racing from Australia, New Zealand, South Africa, South Korea, Singapore, Japan (NAR), Malaysia and Argentina to territories across the Americas and the Caribbean. It also remains the leading digital source for premium form content and live video broadcasts from the Southern Hemisphere's leading race markets.

The Snaitech Group is one of the main operators in Italy in the legal gaming sector. The company is active in the betting retail sector (with a market share of 19.5%), in amusement machines (15% of the market) and in online games and betting (with an overall share of 10.6%). In 2021 Snaitech recorded revenues of approximately 585 million euros, achieved through online channels and the network of 2,100 betting points, as well as thanks to approximately 38,000 amusements with prizes (AWP) and over 10,000 video lottery terminals (VLT) located throughout the country. Trio Of Turf Races Highlight Coast-To-Coast Pick 5

Saturday's Coast-to-Coast Pick 5, featuring races from Gulfstream Park and Santa Anita Park and a low 15-percent takeout, will be highlighted by three turf races including the $100,000 Gulfstream Park Turf Sprint (G3), and a mile maiden special weight event with several promising 3-year-olds.

The Coast-to-Coast will begin at 4:07 ET with Gulfstream's ninth race, an $86,000 allowance optional claimer at 1 1/16-mile on the turf, and conclude with Gulfstream's 11th race, the five-furlong Gulfstream Turf Sprint.

Saturday's Coast-to-Coast

Leg A – Gulfstream Race 9: (10 entries – 1 1/16-mile turf) 4:07 ET, 1:07 PT

This is a wide-open event for 3-year-olds with a tepid 7-2 favorite in Bobby Flay's homebred Sbagliato, a 1 ½ length winner of his debut Dec. 10 over the course for trainer Christophe Clement. Webslinger, winner of the Nownownow at Monmouth and last seen finishing 11th by only four lengths in the Breeders' Cup Juvenile Turf (G1), draws the rail for trainer Mark Casse, who also saddles Palace View for his U.S. debut. Sea Hunter goes out first time for Happy Alter, who claimed the Dandy Man colt for $75,000.

Leg B – Santa Anita Race 3: (7 entries – 6 ½ furlongs turf) 4:29 ET, 1:29 PT

This $50,000 claiming event for 4-year-olds and up has three of the seven entered coming off breaks of three or more months. Southern Hope returns for the first time since June. The 8-year-old won two consecutive starts last spring against similar before taking a break. Mesut, beaten less than three lengths in the 2021 Eddie D (G2), was off from January to November but this will be the 9-year-olds fourth start since Nov. 6. Mike Smith rides Inch, a winner at five furlongs on the turf at Del Mar in August and fifth, beaten less than three lengths, at six furlongs in October at Santa Anita

Leg C – Gulfstream Race 10: : (9 entries – 1 mile) 4:37 ET, 1:37 PT

This maiden special weight is a mile on the main track for 3-year-olds. Arthur's Ride returns to the races for trainer Bill Mott after two second-place finishes over the summer at Saratoga. Dreamlike, a $975,000 son of Gun Runner, debuts for trainer Todd Pletcher. Other first-time starters include Justice Department (Chad Brown) and Union Trail (Barclay Tagg), while Case makes his second start after finishing second in his debut for trainer Jonathan Thomas.

Leg D – Santa Anita Race 4: (8 entries – 6 ½ furlongs) 4:59 ET, 1:59 PT

A starter optional claimer for 3-year-olds has three of the starters coming out of the California Cup Derby. Crypto Ride was the most successful, finishing fourth by five lengths. Crowning Gold has a record of 1-2-1 in his last four starts against open company. Goldenspa broke his maiden for $35,000 last time out for trainer Doug O'Neill. Blinkers come off Top of My Game.

Leg E – Gulfstream Race 11: (10 entries – 5-furlongs turf) 5:06 ET, 2:06 PT

The $100,000 Gulfstream Turf Sprint (G3) has a couple likely favorites in Carotari and Belgrano. Trained by Brian Lynch, Carotari is a multiple-stakes winner and graded-stakes placed 7-year-old who us four-for-six on Gulfstream's turf and goes second time out off a layoff after finishing fourth Dec. 24 in the Janus. Belgrano, trained by Frank Russo, returned from a three-month layoff to win the Janus. The graded-stakes placed 9-year-old has two wins and two seconds in his last five starts.

Equibase Analysis: Prairie Hawk Could Swoop Top Honors in Sam F. Davis Stakes

The Grade 3, $250,000 Sam F. Davis Stakes at Tampa Bay Downs in Oldsmar, Fla., brings together a full field of 12 3-year-olds hoping to earn points on the Road to the Kentucky Derby, which may help them enter the Churchill Downs starting gate on the first Saturday in May. First they must run well here and likely return next month in the Tampa Bay Derby.

Leading the field in accomplishments is Dubyuhnell, who won the G2 Remsen Stakes in December to close out his 2-year-old campaign. Another stakes winner last year is Champions Dream, winner of the G3 Nashua Stakes in November, who finished second in his 3-year-old debut in the Pasco Stakes over this track. The Pasco was won by Zydeceaux, who is stretching out to two turns for the first time as is Champions Dream.

Dreaming of Kona is another with stakes credentials, coming off a win in the Mucho Macho Man Stakes, a one-turn mile race in which he initially finished second but was moved up when the winner was disqualified. Worthington moves to dirt for the first time off a third-place finish in the Dania Beach Stakes and adds to the depth of the field. Then there's a quartet of horses with a lot of talent coming into the race off wins. Classic Car Wash and Prairie Hawk both seek their third straight wins after defeating maidens and allowance foes, while Classic Legacy and Notah are stepping up in class off maiden victories, also stretching out to two turns for the first time. Groveland was defeatedone length by Prairie Hawk over the track last month and is another contender. Then there's Litigate, who finished second in an allowance race following a maiden win in his debut and a horse that could enjoy the added distance he's attempting for the first time. Laver rounds out the field, having finished fifth of 11 last month in the Mucho Macho Man.

Main win contenders:

Prairie Hawk was well regarded at odds of 3-1 in his debut last October in a six-furlong sprint at Gulfstream Park but faded to sixth of 10 after pressing the pace in second for the first half of the race. Stretched out to two-turns for his second career start at Tampa Bay Downs in December, Prairie Hawk was a much different horse. Rallying and opening up by three lengths entering the stretch, he held the lead to the wire. Four weeks ago on Jan. 13 and in his third career start, second around two turns and second at Tampa Bay Downs, Prairie Hawk took the lead from the start and was never threatened. His improving pattern of Equibase Speed Figures, from 67 to 84 and then to 91, suggests he will run another career-best effort today. Before leaving trainer Saffie Joseph Jr.'s base at Gulfstream Park, Prairie Hawk put in a strong half-mile workout (:46.40) and once again gets the services of Tampa Bay Downs leading jockey Samy Camacho, who rode the colt to his last two wins. As a son of Curlin there's little doubt Prairie Hawk can contend in the big races for 3-year-olds, particularly as his dam Princess Ash produced Quip, the winner of the 2018 Tampa Bay Derby.

Litigate is another horse who ships in from Gulfstream Park, this one for Todd Pletcher. The colt won his sprint debut last November with a very strong 92 Equibase figure for a 2-year-old, duplicating that effort almost two months later on Jan. 8 when second in a highly rated allowance race. Winner Cyclone Mischief returned in the Holy Bull Stakes last weekend and ran poorly, but Litigate may take another step forward as he tries two turns for the first time, getting the services of Luis Saez, and who also put in a strong half-mile workout (best of 31 on the day) in preparation for this race.

Groveland must be considered a contender as he was only one length behind Prairie Hawk in that allowance race over the track last month. He has continued to improve since his debut, particularly since stretched out to two turns for the first time in December, earning an 87 figure that he bettered to 89 last month. Jockey Centeno got familiar with him in that race and rides back, which is another good sign for a competitive effort.

Worthington has figures as good as the top contenders in this race, particularly the 96 figure earned on Nov. 26, one race before last. He won that race by 2 1/2 lengths under Saez, who chooses to ride Litigate in this race. All four career starts to date have been on turf, but the colt has breeding to run just as well on the dirt as the dam's other two foals are winners in dirt routes and as he is by Classic Empire, winner of some big stakes races including the 2016 Breeders' Cup Juvenile and 2017 Arkansas Derby. An Equibase Race Lens query reveals trainer Mike Maker has a good record (18% wins) moving horses from turf to dirt for stakes, and the colt's 90 and 96 last two figures stand up well with the other main contenders.

I am taking a stand against possible betting favorite Dubyuhnell, winner of the Remsen Stakes last December in his final start as a 2-year-old. The reasons are many, but the most important are he is giving away physical condition to most of the rest of the field that ran last month, as well as the record of Remsen winners in their 3-year-old debuts is not good. Only Mohayman, who won the 2016 Holy Bull Stakes in his 3-year-old debut, succeeded in a similar situation, with 10 of the other 11 most recent Remsen winners having poor comebacks in their 3-year-old debuts, with the possible exception of Catholic Boy, who was second in the 2018 Sam F. Davis Stakes.

The rest of the field, with their best Equibase Speed Figures, is Champions Dream (83), Classic Car Wash (80), Classic Legacy (84), Dreaming of Kona (82), Laver (84), Notah (81) and Zydeceaux (85).
