Owners Again Banned From Irish Courses

Owners in Ireland are once again banned from watching their runners in person, as Irish racing will continue behind closed doors due to the coronavirus. The Irish government moved the whole country to level three restrictions on Monday evening following an Irish Cabinet meeting with chief medical officer Dr. Tony Holohan earlier in the day. The National Public Health Emergency Team (Nphet) had recommended all of Ireland be placed under level five restrictions for the next four weeks. Under level five restrictions all organised sports are halted. Prior to tonight’s ruling, only the counties of Dublin and Donegal had been under level three restrictions. Almost 1,000 COVID-19 cases were confirmed over the weekend in Ireland.

“It’s back to racing behind closed doors so level three, which means it will only be essential workers allowed,” said Horse Racing Ireland Chief Executive, Brian Kavanagh. “We’re back to the situation we were in a month ago, but the good news is racing can continue and will continue, which is great.”

BHA/HRI Adjust Restrictions on Internationally-Trained Runners

Reciprocal arrangements on participation by runners trained in international jurisdictions were announced jointly by the British Horseracing Authority and Horse Racing Ireland on Monday. Beginning on Oct. 1, internationally-trained horses will be permitted to participate in all British races other than Class 5 and 6 handicaps/classified stakes on the Flat and Class 5 handicaps over Jumps. All such runners will be subject to the relevant government regulations. The same arrangements will also be introduced in Ireland on Oct. 1. The Irish Rules of Racing will continue to state that “a horse trained outside of Ireland, with a Flat handicap rating of less than 60 will not be qualified to run in an Irish Flat handicap.” All overseas runners in Ireland will also be required to adhere to Irish government guidelines and HRI protocols.

The UK Industry Racing Group determined that it is appropriate to relax these restrictions which were approved by the BHA board on Sept. 15. Going forward, the purpose of the new restrictions is intended to balance the importance of GB-trained horses being given an opportunity to run, especially in low-grade handicaps, with the requirement to improve the quality of racing and see the best possible horses compete, and encourage international competition. However, these restrictions will remain under constant review as the COVID-19 pandemic continues.

HRI Reveals 2021 Fixture List

Horse Racing Ireland has published its 2021 fixtures list with 380 meetings, up from the originally scheduled 370 in 2020. The list contains 379 meetings with one designated as a floating fixture to be programmed when demand for opportunities is high. The 10 additional meetings include seven turf fixtures (including the floating fixture) and three all-weather meetings.

Jason Morris, HRI’s director of racing, said, “The 2021 fixture list has very largely reverted to the original 2020 schedule with the number of blank Sundays being retained at six to help ease pressure on stable staff and trainers. As we all know, 2020 was severely impacted by the 11-week cessation of racing from Mar. 26 to June 8 due to the Covid-19 pandemic, after which it has featured a heavily revised schedule with 330 fixtures being retained overall.

“The HRI Board recognises the uncertain times we are facing, but wanted to produce a full-year fixture list at this stage to assist owners, trainers and racecourses with their planning. In the event that racing is disrupted or attendances are not permitted or heavily restricted for a prolonged period in 2021, it is recognised that revisions to the schedule may be necessary. In such circumstances, HRI will be flexible and respond to the circumstances as we find them with regard to dates, venues and codes of meetings; however the strong preference will be to run the full schedule of fixtures as published today.”
