EFTBA Meets In Newmarket

The European Federation of Thoroughbred Breeders' Associations held its 2021 AGM on Nov. 23 in Newmarket, where the movement of Thoroughbreds between Europe and the UK post Brexit was one of the key topics discussed. The federation is continuing its work on securing HHB status for Thoroughbreds.

Plans were also made for the federation to produce a European stud farm environmental impact study, and a sub committee was formed to look into the formulation of an official federation welfare strategy to raise awareness about the high level of care Thoroughbreds receive across Europe.

“Despite the many challenges and threats facing the European bloodstock industry, breeders have displayed great resolve and determination in working to overcome these obstacles,” said EFTBA Chairman Joe Hernon. “While these challenges continue to have a series impact on the European Thoroughbred industry, I would like to assure all that EFTBA is steadfast in its commitment to deliver for Thoroughbred breeders during these uncertain times.”

EFRA Backs Replacement Of Tripartite Agreement

The House of Commons Environment, Food and Rural Affairs Select Committee has called on the UK Government to support the British Thoroughbred industry through securing a replacement to the Tripartite Agreement. In a report titled Moving Animals Across Borders, EFRA also called on government to work with the industry on digital solutions to expedite the movement of Thoroughbreds, and to investigate the causes and scale of illegal horse movements. The report, which comes after Thoroughbred industry figures presented evidence to the Select Committee earlier this year, is welcomed by the Thoroughbred Industries Brexit Steering Group.

Ross Hamilton, British Horseracing Authority head of public affairs, who provided oral evidence to the committee, said,  “The Thoroughbred Industries Brexit Steering Group welcomes the publication of this important report. We are very grateful to the Select Committee for its careful consideration of the evidence presented by the industry and the clear recommendations for Government, with whom we continue to work closely on improving the arrangements currently in place for Thoroughbred movement.

“The implementation of a high health status for the expedited movement of Thoroughbreds for racing and breeding purposes, utilising the digital solutions such as the Weatherbys' E-Passport already in place in our industry, is an objective which has support across the British and European Thoroughbred sector. It will help support our industry's clear aim to raise animal welfare and health standards further, improve traceability of Thoroughbreds throughout their lives, and help ensure that Britain's world-leading position in the international industry, generating hundreds of millions of pounds in trade annually for the UK economy, can be boosted.”

Ireland, France Bipartite Agreement At Advanced Stage

A bipartite agreement on the movement of horses between Ireland and France has made advances in recent days, with Britain agreeing to accept EU Documents of Movement for horses across its land bridge. Operators will not be required to separately notify the UK import system and, in order to safeguard animal welfare, Irish operators will not be required to seal vehicles for export of horses to and through Britain. Indications from the UK Government are that a stopover facility will be permitted.

Brian Kavanagh, chief executive of Horse Racing Ireland, said, “We welcome the confirmation from our colleagues at the Department of Agriculture Food and the Marine that a Bipartite agreement between Ireland and France is at an advanced stage. In tandem with this, authorities in Britain have agreed to accept DOCOMs (EU Documents of Movement) for movement of animals across the British land bridge. This means that from Jan. 1, it looks likely that horses will be able to continue to use the DOCOM system to move to France, both directly or through the land bridge, which is very welcome and timely news.”

Kavanagh reiterated, however, that Brexit “remains a very fluid situation.”

“Advice is changing all of the time,” he said. “Whether there is a deal or not, we would strongly say to trainers and breeders that it is imperative that you start these communications now–with the Department of Agriculture Food and the Marine, with Revenue, with your private veterinary practitioner and with the logistics or haulage companies you expect to use to travel your horses.”

BHA Publishes Brexit Update

The likely new arrangements pertaining to the movement of horses and people to and from the European Union from the UK beginning on Jan. 1 has been published for the British racing and breeding industries by the British Horseracing Authority. The information covers four key areas:

Julian Richmond-Watson, Chair of the Thoroughbred Industry’s Brexit Steering Group, said, “Like many industries, we face a difficult balancing act in light of deciding when the right time is to communicate to our participants with negotiations still ongoing. Nonetheless, deal or no deal, there will be key changes to the way our interconnected industry operates from 1 Jan.

“We are keen to ensure we give participants sufficient time to familiarise themselves with the relevant processes and have aimed to keep the information in as simple, short and engaging a format as possible. Given we still require clarity on a number of key policy areas, it is possible that this guidance may change, but the Steering group felt it was right to be proactive and communicate what we anticipate the likely arrangements to be from 1 Jan. from the information available.

“It remains our advice not to move horses in the first two weeks of January and to engage a shipping and or customs agent to assist you, particularly if you are operating on an individual basis or familiarising yourself with these new processes for the first time. We will continue to press Government for clarification on the outstanding policy areas and communicate further progress to the industry as soon as we are able to.”
