Bill To Ban Horse Slaughter Reintroduced

Today, a bipartisan group of federal lawmakers reintroduced legislation to permanently ban horse slaughter in the United States and end the current export of American horses for slaughter. Sponsored by U.S. Sens. Robert Menendez, D-N.J., Lindsey Graham, R-S.C., Sheldon Whitehouse, D-R.I., and Susan Collins, R-Maine, the Save America's Forgotten Equines (SAFE) Act is supported by leading animal welfare groups, including the ASPCA® (The American Society for the Prevention of Cruelty to Animals®), the Animal Welfare Institute, the Humane Society of the United States, the Humane Society Legislative Fund, and Return to Freedom Wild Horse Conservation.

“The gruesome practice of slaughtering horses for food has no place in the United States, and it's well past time for Congress to say once and for all that horsemeat is not what's for dinner,” said Sen. Menendez. “Horses are routinely treated with drugs that are dangerous for human consumption and do not belong in our nation's food supply. Our bipartisan legislation will help put an end to the cruel and inhumane slaughter of horses while protecting families from toxic horse meat and safeguarding the reputation of the U.S. food industry worldwide.”

“Horses hold a special place in our history and culture, and the practice of slaughtering them to satisfy foreign appetites simply does not reflect the admiration we have for these animals,” said Sen. Collins. “In an effort to protect horses, this legislation would deter the transport or purchase of horses for human consumption.”

“The overwhelming majority of Americans oppose horse slaughter for human consumption and the ASPCA is working resolutely to solve equine welfare issues on the ground, but we cannot fully succeed while the slaughter pipeline remains open,” said Nancy Perry, senior vice president of Government Relations for the ASPCA. “We thank Senators Menendez, Graham, Whitehouse, and Collins for their leadership on this bill, and urge Congress to pass the SAFE Act to finally end this cruel, unnecessary practice and provide protections to American horses and the people who love them.”

“The predatory horse slaughter industry has persisted for far too long in the United States, but we are now closer than ever to shutting down this inhumane operation that exports beloved animals to be killed for human consumption, said Cathy Liss, president of the Animal Welfare Institute. “We are grateful to Senators Menendez, Graham, Whitehouse, and Collins for their leadership on the SAFE Act, and we hope that the Senate will move swiftly to pass this crucial legislation.”

“Just nine years ago, 160,000 American horses were exported abroad for slaughter. Due to awareness of this inhumane and predatory industry, that number has dropped dramatically with just over 35,000 shipped to slaughter in 2020. But one horse is still too many,” said Sara Amundson, president of the Humane Society Legislative Fund. “We are grateful to Senators Menendez, Graham, Whitehouse and Collins for their leadership and commitment to passing this crucial equine protection bill, which will end this grisly industry and protect these American icons from those who profit off their deaths.”

“We applaud Senators Menendez, Graham, Whitehouse and Collins for hearing American's overwhelming opposition to horse slaughter,” said Neda DeMayo, founder of Return to Freedom Wild Horse Conservation. “It is still too easy for America's horses, including wild horses that once roamed freely on our public lands, to fall into the slaughter pipeline and be shipped to an inhumane death in foreign slaughterhouses. Horse slaughter is wholly un-American and needs to end now with the swift passage of the bipartisan SAFE Act.”

In recent years, the number of American horses shipped to Canada and Mexico to be slaughtered for human consumption in foreign countries has dropped, making this an opportune time for Congress to close this legal loophole that causes so much suffering. Last year, over 35,000 horses were exported for slaughter, and research published in 2017 found that 2.3 million Americans have the interest and resources to adopt a horse. America's equine adoption community is working swiftly to match the horses in their care with foster and adoptive families, increasing the number of adoptions every year. This means that every horse who might have been sent to slaughter could have a home waiting, if given the opportunity to find it.

The horse slaughter industry not only exploits horses, who endure grueling journeys to slaughter plants and an inhumane death. It also harms the broader equine community, including horse owners, riders and rescues, who fear that their horses will end up in the slaughter pipeline despite their best efforts to keep them safe. Kill buyers – those who buy horses to ship to slaughter in Canada and Mexico – attend auctions and often outbid rescue groups trying to help vulnerable equines. Kill buyers have also been known to pose as good homes in response to ads from horse owners who can no longer care for their animals. Many owners are so fearful that they may even keep their horses beyond the point they can afford, to prevent their sale to slaughter. Horses have even been stolen out of their stalls or pastures and shipped to slaughter.

Earlier this year, U.S. Reps. Jan Schakowsky, D-Ill., and Vern Buchanan, R-Fla., introduced the SAFE Act (H.R. 3355) in the U.S. House of Representatives. We encourage the public to contact their U.S. senators and representative to urge them to cosponsor the SAFE Act, and secure its swift passage, to protect horses, their caregivers and consumers.

Haltered Horses More Resistant To Handler Cues Than Bridled Horses

Horses wearing bridles tend to pay more attention to their handlers than horses wearing halters, a Swedish study shows. Bridled horses also respond faster and to lighter rein pressure than horses that are haltered, reports The Horse.

Marie Eisersiö and researchers from the Faculty of Veterinary Medicine and Animal Husbandry at the Swedish University of Agricultural Sciences in Uppsala believe that a better understanding of how rein tension affects horses could help riders and handlers improve their abilities, as well as lead to improved equine performance and welfare.

The team found that horses tend to fight a bit more than a halter; the scientists believe that this is because horses have learned to associate the pieces of equipment with different experiences, like trying to pull the reins from a rider's hands to alleviate discomfort.

The scientists used twenty 4- to 15-year old mares and geldings that were used as lesson horses. The team used a tension meter to determine how much pressure had to be applied to get the horse to back up. They also observed the horse's behavior. Each horse was tested eight times in a nylon halter and eight times in a bridle with a snaffle bit.

The team found that horses responded to less tension when they were bridled than when they wore a halter. They also noted that bridled horses tossed their heads and gaped their mouths to try to avoid the bit. This is an indicator that many horses don't receive relief from rein tension when doing what they are asked, report the scientists.

The researchers note that applying learning theory and negative reinforcement correctly should allow for the use of softer equipment.

First Foal Of Zenyatta, Cozmic One, Joins TAKE2 Thoroughbred League

Cozmic One, the first foal out of the champion mare Zenyatta, has joined the TAKE2 Thoroughbred League, and will compete in the TAKE2 Thoroughbred Jumper Division at the Kentucky National Horse Show in Lexington Sept. 22-26. The 9-year-old could earn a wild card berth in the Sept. 26 $20,000 TAKE2 Hunter and Jumper Finals if he finishes in the top 5 in the Division.

The wildly popular Zenyatta, racing's Horse of the Year in 2010 and winner of 19 of her 20 career starts, foaled Cozmic One on March 8, 2012, at Lane's End Farm in Lexington. Before he was named, the royally bred young colt was the subject of media coverage and even had a Breyer horse model created for him (it now sells for $125 on Amazon).

While he did not live up to his bloodlines on the racetrack, Cozmic One became a fan favorite. He still has a following today, according to Sergio de Sousa, who now owns Cozmic One in partnership with Zenyatta's owner/breeders, Jerry Moss and Ann Holbrook, and his daughter, Isabela.

“It's pretty amazing, a lot of people really enjoy seeing what he is up to,” de Sousa said. “People love the mare, and they love him, too. We post things about him on social media – from the horse shows, but also Coz playing with his buddy, rolling in the mud, just being a horse. It makes people happy to see it, and it is simple for us to do that. We get letters, Christmas cards, cookies, birthday cards, you can go on and on. My daughter started it a couple of years ago, so people could follow him, make the connection with Coz, see how he was training. She got a lot of people to participate in his journey.”

Cozmic One retired from racing in 2017 after five unsuccessful starts, and joined the de Sousa family to start a second career as a show jumper. He competed in the Retired Racehorse Project's 2018 Makeover, finishing fifth, then was sidelined for the better part of 2019.

“His transition took a while,” de Sousa said. “He pulled a muscle [after the Makeover] and needed time off. His body was changing, he was learning to use himself, but now he is really coming together.”

While daughter Isabela gave Cozmic One a solid foundation for his new career, she is now off at college, and father Sergio has literally taken the reins. A native of Brazil, he has been a horseman all his life and is the managing partner of Hidden Brook, a full-service Thoroughbred farm outside of Lexington. De Sousa is new to the world of show jumping, but he enjoys the challenge of working with Coz.

“He's a charismatic horse, he has a fantastic personality, a very strong personality,” he said. “He definitely knows we work for him, but in a good way. He knows he's a big boy, you have to be strong with him, but you have to make him think anything new is his idea. He tests me, which is great. He makes me a better rider.”

The two competed together at the Split Rock Horse Show in June and the Robert Murphy Stable Horse Show in July. They have yet to win a ribbon, but that is not the end goal for de Sousa.

“It's the two of us against the course,” he said. “We hope to improve from the day before, we want to do well, but it is not about winning. It's about being in rhythm with the horse. Riding horses for me, it reminds me why I work with the horses. That partnership, that closeness, that's why I do it.”

As for Coz, de Sousa said, “This is his second career, but he really is retired, he is just having fun. He gets excited going to the shows, he loves to watch the other horses perform, he loves to watch the people go by. He's like a boxer, ready to go in the ring. But we're not looking to be in the Olympics, this is just for his enjoyment. He doesn't owe us anything.”

The classes for the TAKE2 Jumper division at the Kentucky National Horse Show will be held in the Walnut Ring at the Kentucky Horse Park on Sept. 23-25. The TAKE2 Jumper Finals will be the second class of the day in the Walnut Ring on Sunday, Sept. 26.

The TAKE2 Thoroughbred League, launched in 2015, offers $10,000 in year-end high-score awards to the Thoroughbreds competing in TAKE2-affiliated Hunter and Jumper divisions across the country. The $20,000 TAKE2 Finals are held every September. The program was created to promote second careers for retired racehorses.

“TAKE2, promoting Thoroughbreds for jumping, for hunting, it's fantastic,” de Sousa said.

Ohio Commission Urges Racetracks To ‘Take Immediate Steps’ To Protect Horses From Export Via Cargo Container

The Ohio State Racing Commission released the following statement Tuesday regarding the practice of shipping Thoroughbreds via cargo container, which has become a common method of sending horses from the United States mainland to Puerto Rico and other nearby islands.

In August, The Stronach Group announced that it would ban owners and trainers who sold horses subsequently transported in this manner. The practice came to light last year when a Puerto Rican owners' association filed suit over the deaths of eight horses aboard a container ship.

The Ohio State Racing Commission (OSRC) considers the safety of horses that race and train at Ohio racetracks its top priority. The Commission has serious concerns about the conditions that exist, and care provided to, horses that are shipped via cargo containers.

These conditions represent a significant risk to their health and welfare and as such, the OSRC believes this form of horse transportation is inhumane.

The OSRC is urging, in the strongest terms possible, that all tracks and training facilities within the state take immediate steps to ensure that horses are protected from this practice.
