Taxation Task Force to Look at HHR Rates

A Pari-Mutuel Wagering Taxation Task Force has been established in the Kentucky General Assembly to “study the taxes and rates related to horse racing, the impact that changing the rates would have, and the funds relating to the horse industry which receive historical horse racing tax receipts [and] determine if any changes should be made.” The task force will be co-chaired by Kentucky State Senator Damon Thayer and House of Representatives member Adam Koenig.

The Kentucky Equine Education Project (KEEP) issued a statement in support of the action Tuesday:

“The Kentucky Equine Education Project (KEEP) commends the appointment of the Pari-Mutuel Wagering Taxation Task Force, the first step in ensuring an equitable tax rate for historical horse racing (HHR) that will result in increased revenue for the state and promote continued growth for Kentucky's nation-leading horse industry.

“During the legislative session when the preservation of HHR was discussed, Kentucky's horse industry pledged to work with the legislature to assess the tax structure of HHR, how those funds are allocated, what the impact would be on the industry and Kentucky's economy if the tax rates are changed, and determine if any changes should be made to the existing structure.

“KEEP stands ready to work with the Task Force and be part of the conversation on HHR to ensure that entire horse industry – all breeds and disciplines – continues to see benefit from HHR through incentive funds and other state programs. Additionally, it is paramount that changes to the tax structure of HHR are not detrimental to the horse industry's 60,000 direct and indirect jobs and its $6.5 billion impact on Kentucky's economy. KEEP looks forward to working closely with the Task Force to accomplish these goals.

Churchill Purses Get $3.1M Boost From HHR Revenue

Before the first race is run Saturday on Opening Night of its 38-day Spring Meet, Churchill Downs Racetrack announced that purses will be raised an additional $3.1 million thanks to revenue from the historical racing machines at Derby City Gaming.

Total purses offered in the first condition book for horsemen, which covers 190 races over 19 dates through Thursday, May 27, have grown to $22,822,100 for a daily average of $1,201,163. That represents a 5.9% increase from the previously published $21,544,000.

Maiden special weight races are now worth $115,000 during Kentucky Derby Week and $100,000 post-Derby, which is up from the previously published $106,000 and $91,000, respectively. Kentucky Derby Week allowance races will range from $118,000 to $125,000 and $102,000 to $109,000 after Derby. They were $109,000 to $116,000 and $93,000 to $100,000, respectively.

Additionally, the purses for 25 stakes races were boosted. A trio of stakes received $50,000 increases: the $150,000 Audubon for 3-year-olds at 1 1/8 miles on turf on May 29; Grade II, $300,000 Fleur de Lis for fillies and mares at 1 1/8 miles on June 26; and Grade II, $300,000 Wise Dan for 4-year-olds and up at 1 1/16 miles on turf June 26. Fourteen stakes originally worth $125,000 were boosted $25,000 to $150,000 and eight overnight stakes races received $10,000 increases.

The 40-race Spring Meet stakes schedule now totals $14.02 million.

The growth has been driven by handle on historical racing machines at Derby City Gaming, which is located at 4520 Poplar Level Road.

“Over the last 10 years, historical horse racing has allowed our equine industry to flourish, increasing purses and creating a more competitive racing circuit,” said Churchill Downs Racetrack President Mike Anderson. “It has led to new jobs, economic growth and tourism.”

Operator Of Oregon’s Grants Pass To Seek Approval For Historical Horse Racing Machines

Travis Boersma, who brought racing back to Oregon at Grants Pass after the closure of the state's main racetrack, Portland Meadows, has plans to install 250 historical horse racing terminals in an adjoining restaurant and entertainment center at the Josephine County Fairgrounds in the southern Oregon town of about 35,000.

Boersma's plans were detailed in a recent article covering the state's gambling industry in the Oregonian's website, www.oregonelive.com.

The entertainment center, currently under construction, is named The Flying Lark in honor of one of the state's most famous Thoroughbred who raced in the late 1960s. Grants Pass announced plans for the entertainment center last year but did not indicate it would include historical horse racing.

A spokesperson for Oregon Gov. Kate Brown told oregonlive.com the governor will defer to the Oregon Racing Commission to determine whether or not the machines fit the definition of pari-mutuel wagering and, thus, are legal. Native American tribes, whose gaming revenue has flatelined over the last decade as the state lottery has grown, is opposed to the installation of HHR machines as are problem gambling organizations.
