Caballero Suspended for Whip Infraction at Parx

Parx Racing suspended jockey Hector Caballero for 10 days because of his “misuse of the riding crop” after the finish of the 10th race at Parx July 27. The incident occurred aboard Belongs to Babe in a maiden for fillies 3-year-old’s and up. On the date in question, Caballero and Belong to Babe crossed the wire in second behind Solid Gold Dancer, who was subsequently disqualified for interference with another rival. During the gallop out, Caballero struck his mount on the shoulder, which is in violation of the State’s recently implemented rules relating to whip use.

Following a July 30 hearing, the Pennsylvania State Horse Racing Commission stewards issued the ruling Aug. 3. The suspension is to run from Aug. 6-15.

Among the rules deemed by stewards to have been violated by Caballero:

  • “Prohibited use of the riding crop includes but is not limited to striking a horse: During the post parade or after the finish of the race except when necessary to control the horse.”
  • The stimulus provided by the use of the riding crop shall be monitored by the Stewards at all times so as not to compromise the health, safety and welfare of the horse.”
  • “A licensee shall not, alone or in concert with another person, engage in inappropriate, illegal or unethical conduct which violates the Commission’s rules and regulations of racing, is inconsistent with the best interests and integrity of racing or otherwise undermines the general public’s faith, public perception and confidence in the racing industry.”

Parx Jockey Caballero Suspended 10 Days For Striking Horse After Finish Of Race

Jockey Hector J. Caballero has been suspended 10 days for “misuse of the riding crop” after the finish of a race at Parx Racing in Bensalem, Pa., on July 27.

Caballero, aboard Belongs to Babe in the 10th race for maiden fillies and mares, 3 and up, raised his right arm over his head and struck his mount in the neck with the riding crop as he was pulling her up after crossing the wire in second place. Belongs to Babe, a 4-year-old Musket Man filly making her second career start, was awarded the win via disqualification after the first-place finisher, Solid Gold Dancer was judged to have impeded the filly who finished third.

Pennsylvania State Hosre Racing Commission stewards conducted a hearing with Caballero on July 30 and issued a ruling on Aug. 3. The suspension is to run from Aug. 6-15.

Stewards said Caballero was in violation of 7 Pa. code section 305.291 (D), 305.293(A)(2) and 185.2.

Section 305.291 (D). Use of a riding crop, states: The riding crop shall be used during a race for safety, correction and encouragement of the horse in an appropriate, proportionate and professional manner, taking into account the rules of racing herein. The stimulus provided by the use of the riding crop shall be  monitored by the Stewards at all times so as not to compromise the health, safety and welfare of the horse.

Section 305.293 (A)(2). Prohibition, states: Prohibited use of the riding crop includes but is not limited to striking a horse: During the post parade or after the finish of the race except when necessary to control the horse.

Section 185.2. Conduct of licensee, states: A licensee shall not, alone or in concert with another person, engage in inappropriate, illegal or unethical conduct which violates the Commission's rules and regulations of racing, is inconsistent with the best interests and integrity of racing or otherwise undermines the general public's faith, public perception and confidence in the racing industry.

The Pennsylvania State Horse Racing Commission is in the process of approving rules previously adopted in Maryland and Delaware restricting a jockey to six strikes – and no more than two in a row – from the quarter pole to the finish of a race.

At Arm’s Length: Wild Stretch Run At Parx Racing

Asbury Ave was declared the winner of the second race at Parx Racing in Bensalem, Pa., on June 24, 2020, after a stewards inquiry and two jockey claims of foul stemming from an incident in the stretch that included one rider reaching over and appearing to push or grab one of his rivals .

Vencil and jockey Adam Bowman was first across the line, finishing a nose in front of Asbury Ave and jockey Hector Caballero, who moments earlier had his arm extended toward jockey Laureano Flores Jr., aboard Afleet Melody. Stewards ruled that Vencil drifted out, causing interference against Asbury Ave, original third-place finisher Afleet Melody and original fourth-place finisher Inspired Options.

Vencil was disqualified and placed fourth.

A rider's claim of foul by Flores on Afleet Melody against Asbury Ave and Caballero was dismissed by the stewards. The Equibase chart footnotes say Caballero “reached out and pushed the rider of Afleet Melody for several strides.” Carlos Mercado, agent for Caballero, said his rider told him that his whip got tangled up with Flores and Afleet Melody. Once his arm was free, Caballero resumed using the whip on Asbury Ave and came up a nose short at the finish, though he ended up with the victory via disqualification anyway.

Those who bet Asbury Ave, at 60-1 the longest shot in the field of seven maiden claimers, were rewarded with mutuel payoffs of $122.40 to win, $39.60 to place and $16.230 to show.
