Expanded Viewing for Golden Gate Owners

Owners were previously limited to attend Golden Gate Fields on Sunday mornings for workouts, but may now attend morning workouts any day. They must check in at the main horsemen’s gate, provide their CHRB owners license, and undergo a COVID-19 health screening. Masks will be required to be worn at all times, and owners must respect social distancing.

Owners may now attend to watch their horses race in the afternoons. At this time, there will be a limit of two owners per horse. Unfortunately, non-licensed guests will not be permitted.

When attending the races, owners will be required to provide their CHRB owners license and undergo a COVID-19 health screening. Masks will be required to be worn at all times, and owners must respect social distancing guidelines. Owners must check in at the main horsemen’s gate as all other gates remain closed. At this time, owners will not be allowed access to the paddock, winners circle, or barn area.

Seating will be in a dedicated area adjacent to the winners circle to watch racing live, and there will be additional TVs located there. At this time Golden Gate Fields cannot offer refreshments of any kind (however owners may bring their own food and non-alcoholic beverages if desired), and there are no on-track betting facilities available.

CHRB Moves Forward On Lasix Phaseout, Walks Back Proposed Intra-Articular Injection Regulations

The California Horse Racing Board conducted a meeting by teleconference on Thursday, July 16. The public participated by dialing into the teleconference and/or listening through the audio webcast link on the CHRB website. Dr. Gregory Ferraro chaired the meeting, joined by Vice Chair Oscar Gonzales and Commissioners Dennis Alfieri, Damascus Castellanos, Wendy Mitchell, and Alex Solis.

The Board approved two agenda items pertaining to funding the CHRB budget for the fiscal year 2020-21. The budget of $16,820,500 is $2.2 million higher than the previous fiscal year, largely due to $1.4 million in increases for drug testing and safety measures.
The Board approved the license application for a meeting of the Sonoma County Fair (SCF) to be run at Golden Gate Fields, commencing July 31 through August 9, on condition that certain required documents must be submitted to the CHRB at least one week before the start of the meet.
The Board approved the license application for a meeting of the Pacific Racing Association (PRA) at Golden Gate Fields from August 13 through October 4, on condition that certain required documents must be submitted to the CHRB at least one week before the start of the meet.
The Board authorized the racing secretary for both the SCF and PRA meets to establish conditions for races, which will include limiting Lasix administrations to 250 mg, prohibiting any intra-articular medication within 14 days of a race, and extending that prohibition to 30 days for fetlock injections, both metacarpophalangeal and metatarsophalangeal joints.
The Board approved for 45-day public notice a proposed regulatory amendment to allow for increased penalties when there are multiple medication violations. This is essentially the same language as the model rule approved by the Association of Racing Commissioners.
The Board approved for 45-day public notice a proposed regulatory amendment to prohibit horses from racing within 14 days of being administered an intra-articular medication and from racing within 30 days of fetlock injections. The rule also prohibits a horse from training within 10 days of fetlock injections.
The Board approved a rule requiring at least 12 hours of continuing education for renewal of licenses for trainer and assistant trainer. This rule is scheduled to go into effect on June 1, 2021. The CHRB already has numerous educational modules on its website pertaining to equine safety that will help meet this requirement, and more will be added.
The Board approved regulatory amendments limiting Lasix administrations to 250 mg. (the same restriction that racing secretaries have been imposing as race conditions) and prohibiting Lasix administrations to horses that are 2 years old.
The Board authorized Watch and Wager (harness racing at Cal Expo) to distribute $4,000 in race day charity proceeds to five beneficiaries.
The Board authorized TVG to offer a handicapping contest that normally would be conducted onsite at Del Mar, but there are no spectators at the current meet.

Golden Gate’s Perennial Leading Rider Juan Hernandez Shifting Tack To Southern California

News broke Wednesday morning that perennial Golden Gate Fields leading rider Juan Hernandez will be shifting his tack full-time to Southern California beginning with the second week of the upcoming Los Alamitos Thoroughbred meeting, which spans July 3, 4, and 5.

Hernandez, 28, will be joining forces with longtime agent Craig O'Bryan, who has been idle since Tyler Baze opted for the Oaklawn/Kentucky circuit over a year ago.

“I got a call, asking if I'd be interested in representing Juan,” said O'Bryan. “I said, 'When can he get down here?' The phone is already ringing and I truly believe our business will continue to grow as people see, first-hand, just how good he is.”

How good is Juan Hernandez?

With 135 wins from 429 mounts, he led his nearest competitor by some 77 wins at the conclusion of Golden Gate Fields' 72-day Winter/Spring Meeting this past Sunday, winning at a 31 percent clip. Many racing insiders have been wondering when he was going to make the move to So Cal for some time now, particularly in view of the tremendous success former No Cal rider Abel Cedillo has enjoyed over the past year riding full-time at Santa Anita, Del Mar and Los Alamitos.

“I'm really excited to come and ride with that colony down there,” said Hernandez by phone from Northern California on Thursday. “My wife's family lives in Ontario, near Santa Anita, so our kids will be spending the summer with them. Craig came very highly recommended. I think it's a big plus to go with him because he's had many top riders and he knows everyone down there, he knows the business.”

A 28-year-old native of Veracruz, Mexico, Hernandez, who is married, Melissa, and has two boys aged five and two, had 1,882 wins from 8,726 career mounts through Sunday and with just Irad Ortiz, Jr. and Luis Saez in front of him, he is currently America's third winningest jockey in 2020, with more than 125 wins through this past weekend.

O'Bryan, who enjoyed an eight-year run with Baze, is a second generation agent, following in the footsteps of his legendary father George “Black Heart” O'Bryan.

With a past client list that reads like a Who's Who of Turfdom, Craig O'Bryan has represented Hall of Famers Eddie Delahoussaye (for an incredible eight-year run that included back to back Kentucky Derby victories with Gato del Sol in 1982 and Sunny's Halo in 1983), Alex Solis and Gary Stevens (2013 Breeders' Cup Classic with Mucho Macho Man and 2013 Distaff with Beholder), as well as David Flores, Corey Nakatani, Jose Valdivia, Jr., Aaron Gryder and Baze.

“I've been doing this for 48 years, since 1972,” said O'Bryan. “The main thing now, is that people need to know that Juan is coming here permanently, this isn't just for the summer. For me personally, it's a great opportunity and it's great to be back in action.”
